1 | P a g e City of Bradenton Policies, Procedures, Administrative Regulations EVERBRIDGE (EMERGENCY ALERT) POLICY & PROCEDURES Approved by City Council – Resolution 26-71 dated September 23, 2026 PURPOSE: To establish a uniform policy and procedures governing the use of the Everbridge Emergency Notification System and to provide guidance regarding the best practices for emergency notification and information sharing to the Citizens of the City of Bradenton and/or City personnel. OVERVIEW: The Everbridge system serves as the emergency planning and communications outreach to both Citizens of the City of Bradenton and City personnel. The system uses telephone, text, e-mail, push notifications and TTY/TDD to quickly provide emergency notification and instructions to residents, businesses and City personnel on how to prepare for and deal with an emergency situation. The Everbridge system uses mapping which allows us to notify the residents of a specific targeted area within the City, or the entire City depending on the nature and scope of the emergency. The City Council has determined that the Everbridge System will be activated to disseminate emergency notifications and not for general public announcements. Emergency notifications include any message regarding the safety, property or welfare of the community. Alerts may include, but are not limited to: • Boil Water Alerts and other drinking water emergencies • Extreme Weather • Emergency Preparedness & Response Information • Disaster Recovery Information • Chemical/Sewage Spills • Evacuation Notices • Emergency Road Closures • Amber Alerts • Traffic Light Issues • 911 system outages The Everbridge system may be used internally for messages to departmental contact groups for purposes such as: notification of where to report to work during or following an emergency; shift coverage needs; meeting notifications, operational needs, emergency assignments, other time-sensitive internal communications, etc. Only authorized officials have access to the Everbridge system. All authorized users will have the ability to generate an Everbridge emergency alert message in the system. Only the authorized users will have the ability to launch an external emergency alert. The remaining users will have the ability to launch messages internally to their departmental contact groups. The City Administrator will authorize Everbridge system access and assign administrators. The list of authorized users will be maintained in the Office of the City Administrator and reviewed semi-annually to ensure any personnel changes affecting authorized users have been addressed. Department Directors will notify the City Administrator of any change to their authorized users’ list. 11

2 | P a g e City of Bradenton Policies, Procedures, Administrative Regulations EVERBRIDGE (EMERGENCY ALERT) POLICY & PROCEDURES Once a new user has been granted access to the Everbridge system, the user will be provided with a copy of this Policy and required to complete appropriate training online through Everbridge University. Each authorized user has been set up in the Everbridge System and provided login credentials. These credentials are unique to each user and should not be shared with anyone else. Disciplinary Actions for Violations Failure to observe the Usage Policy and Best Practices Procedures may result in disciplinary action in accordance with employee handbook and/or immediate removal of system access. AUTHORITY: Authority has been granted by the Bradenton City Council to enforce this Policy’s administration as it relates to the City’s authorized system users. The City of Bradenton Public Information Manager, under the direction of the City Administrator, is responsible for the operations associated with the use of the Everbridge system. PROCEDURE: Prior to the issuance of an Everbridge emergency alert message to the Citizens of Bradenton, an email will be sent to the legislative email contacts (Mayor, Council & Department Heads) advising of the impending message, whenever practical. Create an emergency alert message using the following six elements: 1. This is an Everbridge emergency message from the City of Bradenton 2. Date and time of the call 3. Scope of the emergency 4. Area(s) affected by the emergency 5. Action that needs to be taken 6. Only one person from the list needs to be contacted to launch a message. Please contact the “launchers” in the order provided until reaching someone who confirms that the launch has been initiated. All notifications which reach the level of Everbridge will also be posted on the City of Bradenton website. The person responsible for creating the message, performing any necessary mapping, and requesting the launch will also be responsible for notifying the Public Information Manager and/or the launcher who confirms the launch initiation, if a Press Release is also necessary.
