Bashaw Pilot The Bashaw “Pollinator Pathway”: A Sustainable Entrance • Objective: To transform the school’s main entrance into a vibrant, Florida- friendly ecosystem. • The "Florida-Friendly" Approach: Utilizing plants that are native to Zone 10B to reduce water consumption and eliminate the need for heavy fertilizers. • Vision: Combining school pride (featuring our Bobcat mascot) with environmental stewardship. • The Team: Designed for William H. Bashaw Elementary students and the community. 21

6 The Native Plant Palette Florida-Native & Climate-Resilient • Centerpiece: Dwarf Firebush – Attracts hummingbirds with bright orange blooms. • Structure: Coontie Palms & Blue Porterweed – Supporting the rare Atala butterfly and local bees. • Groundcover: Perennial Peanut & Sunshine Mimosa – Drought-tolerant alternatives to high-maintenance grass. • Infill: Washed Shell – Provides a clean, coastal aesthetic that requires zero water or mowing. 22

# Education Beyond the Walls • Interactive Learning: Students can interact with the “Sensitive Plant” (Sunshine Mimosa) and observe pollinator lifecycles. • QR Integration: Sign links to local extension resources, connecting families to Florida-friendly gardening. • Curriculum Connection: Provides a real-world look at biology, ecology, and conservation for all grade levels. The Outdoor Classroom 23

11 Sustainability & Maintenance Low cost, High Impact • Water Conservation: Once established, this garden is naturally drought- tolerant, significantly reducing irrigation needs. • Reduced Labor: The use of washed shell and perennial peanut minimizes mowing and traditional landscaping labor. • Long-Term Durability: High-quality signage and native species ensure this project remains a school asset for years to come. • Community Pride: A welcoming, professional entrance that reflects Bashaw’s commitment to excellence. 24

# Signage Example Here is a draft for a 12”x 18” educational sign: The Bashaw "Florida-Friendly" Garden • Helping our school grow with nature! Why These Plants? • The plants in this garden were chosen because they are Florida Natives or Florida-Friendly. They save water, don't need harsh chemicals, and provide a "snack bar" for our local wildlife! Meet Your Neighbors: • Dwarf Firebush: See those orange tubes? They are shaped perfectly for a Hummingbird’s beak! • Coontie Palm: This is a "living fossil" from the time of the dinosaurs! It is the only home for the rare Atala Butterfly • Blue Porterweed: A favorite "gas station" for bees and butterflies to grab some nectar. • Sunshine Mimosa: Touch the leaves! They are shy and will fold up to protect themselves.(Don't worry, they’ll wake up soon!) • Perennial Peanut: A tough groundcover that stays green without needing a lawnmower. It even makes its own fertilizer! How Can YOU Help? • Stay on the Path: Please walk on the sidewalk or the Washed Shells to keep our groundcovers happy. • Look for Life: How many butterflies can you spot today? • Be Gentle: Treat our plants like friends so they can grow big and strong! 25

Estimated Cost and Suggested Sites • Plant Material and Installation: $4,000.00 - $6,000.00 per site • Sites: Abel, Bashaw, Freedom, Manatee El., McNeal, Prine, Seabreeze, Haile, King, Lincoln, Sugg # 26

Welcome to the 4/14/2026, school board workshop. We have several items on our agenda today and first stop today. We first of all, driven a public commenters before received to the Okay. Any public pardon me? Okay. We the right Walton. Here to do public comment. Feel free to come on up into the microphone state. Your name. None on workshop Thank you for Coming up to me, the book and board again about, you know, portable represent a change of thing and printing was a requirement of the state of Florida. My name why they want. And senior a retired state trooper 27 years and >> Lord, roll over in Palm Beach County now written of Manatee County proof the board about a year and a half blaming what the change was, what they're screaming require Department Education. We are. Has been. >> Existence 6, my company. We have multi unit to facilitate the screen about the numbers are this isn't related to the agenda. What you're discussing isn't on the agenda. It is. It is not helping. That's all right. It's quite Typically public comments are related to agenda items. They will not. So maybe. Future meeting. I'm sorry. Maybe you can come back at a future meeting, MR. Kennedy. No, it won't say, sir. I think what you want to do go through the superintendent's office to bring up direct it that way and recognition >> Pancake the let's do that That's charter schools ride the school. >> And then added the weekend, the district it's memorandum that won't taking that up stipulate that the district should know that about 12 schools. That's the school of art that in the long responsible just to pick not been met because, again, told if you went stipulated, they would the distance. Okay? >> Yeah, this you know, this is item that we really can't discuss chill. We get information from the district. So >> I don't I don't think the district again, this is bite the time. Get Manatee County on board out. The of Education extended it 3 times. They could Now in JUNE of 2027 meta. Believe it, sir. I hate to interrupt you. But I do believe we have. >> Things in place to address what you're talking about, what the screen so respect the late. I kind of have to stop the conversation so we can move on to our Dan MAY want to say one So I think that the problem I believe is I see is that we have a board by law that says you can't come to public comment to sell a product or a service to the different. So I think I appreciate what you do. I think just want to different way. The public comments, if you reach out to us via email to the board members we can week and I walk with you that way. But just public comment is not appropriate place having about this meant the and one. MADAM Chair man at we have met. >> All requirements and I can provide that to the board, but start to address your concerns, MR. Clarke was step out with you so you can have someone to talk to right now and get information from Thank Thank you, sir. Thank you. So that concludes public comments. I'm assuming and now we're on to item number 4.1 >> Oasis charter school turnaround update. >> So I will recognize MS. So I forgot your ahead. Missus superintendent, thank you. MADAM Chair, board members now at a previous board meeting requested that Oasis Charter comes make about their financial turnaround plan. >> And so we have missus and the Bailey here as a guest today to to share that plan. Then we also have members of our team led by Rachel Sellers of should there be any questions? Additionally, so the big questions related specifically 2 away says contract. We have not your higher here as well. In addition to the it attorneys for well versed Charter contracts. And so I think it would be appropriate to Missus Bailey started. If you're at is just me. Failing. Had it written down just Shelton good morning, everyone on it. >> Edna feels Bailey. I am the founder and the director of the laces Middle School. What I would like to today is just kind of have a conversation to to share where we are. At some point in the future, I would like very much to to be able to come back and to give you a status this process. First, i want to share just a little bit about how this situation came about when >> purchased all school building back 2019, we purchase state with a conventional mortgage. Due >> the stipulations for the bank system that we use at the time it was set up with 5 year commitment. 2 on to either refinance or 2. >> Have a bloom of bloom. On mortgage. >> the learning tree was that even though you can be 100% timely on all your mortgage payments. >> Doesn't necessarily means that things are going go well. So. The long and short of it is that as they financials, they obviously became concerned. And made a decision that they would give us an extension at the end of that 5 years. But what one along with that extension was a $353800 increase in the monthly payment for the mortgage. And still, we were consistent in making sure that we paid and we were never once laid on that. So with this audit that we did, the going concern was surrounding the issue with with the mortgage, due date. For that balloon was 12 to 2025. And to add to that, we have been working the mortgage company. But the assigned to to out of Birmingham from the bank, became ill over the summer. And while he was out, doing his hospital. Stay. The financial leadership of the bank made a decision to sell the mortgage. The mortgage was sold to. A company out of New Jersey, which is not in the business of negotiating with small talk schools. Okay. They were in it for low in being able to get their 100% returns. >> So our first. >> Concern was to resolve the situation with the mortgage. And as 12 1.25, the mortgage was sold to the property, sold to MR. Allen Benz e who is a retired businessman in the Sarasota Bradenton area. And now in a position to do some philanthropic activities for for different people and we were very grateful that that he stepped up to help in this situation. So that resolve that as far as the mortgage is concerned, we move then from. Karen, the burden of the mortgage to be in the sea entered into a lease arrangement MR. Van Zee and continue it is continuing cell. The second thing was. To determine. Based on this last on how how are we going to survive? How we're gonna make it? And in 2, not just make it, but handle things in a manner and such that we maintain the criteria the >> financial standards as far maintaining our contract with the District. >> So the first the what was okay, we have to move into what I refer to a survival mode. >> And survival mode said I needed to look at my full operation and determine, you know, what are we going to do to to survive? So I went through the process of firsts. My highest cost, you know, operations is salaries. So did away with several positions, basically we since day one maintain a segment teaching assistance which focus on a small group instruction so I had to remove those positions. And basically just bring us to a a framework strictly just to support going forward. So with that, we incorporate it. So as not to. Into Rupp, I will process of academics because this has been a this isn't a balance in a piece for us. So as not to interrupt maintain and being in a school, maintaining the academic growth that we've seen, what our children, which comes as a result of the processes and things that we do within the schoolhouse. And and program. We. Remove the individuals but up 0 up the duties and the processes of that into our existing team. So there was what I call a redistribution of duties. And as a result, we have set the schools so that everything from administration throughout instruction. Everything is shared pretty much. But everyone inside the school house except for the main office. And that includes myself in a distant addition to doing the business side. The principal side in Exeter also participating in our instructional site for supporting social studies and mathematics. So it became a share. It leadership administration. What operations with with everyone having multiple do this in to maintain academic piece. From there. The original plan, as I indicated in in my my first. Revision. Of the correctional plan. The thought was we forecasted for 60 students which we felt like would need. I need to carry us at that point in have some that would be left that we could start to reduce this deficit. But as we continue through the year, it became apparent that >> we couldn't grow to the additional 60 to to reach the number of 60 because we're writing about 48. So at that point, almost 50, maybe 50 wanted to. We we would have it another body to do it. >> or >> put the additional access on too. My existing team. If there is if there's one way to know when you've got a great team is is when you know you you in a situation that you really need to. My team, we've been together my core team. We've been together 20 years now and they will do whatever it takes to step up. But it the same time in being accountable for the overall school. That also includes my count ability to 19. So so we made a decision to try to move forward with just what we had. We could handle what what we had you MAY think we'll just a few more students. That wouldn't be a big deal. But for how we operate in for what we do and what it takes just to focus on one child at the level that we do it. It takes a lot. So in order to maintain the academics, we decided that we would go ahead and just hold for for what we had with the numbers and to delay process of being aggressive on the recruitment. We added a few children couple students that came in 7th 8th grade and also have found out that that's a difficult transition for us. So and for the So we decided to move back to the original strategy, which is to focus on recruiting new 6 graders. And the goal being to bring them in and to keep them like we normally do for the 3 years getting him prepared for high school. So we are now just at the beginning of major campaign. APRIL seems to be the month over the Knicks 90 days we will be pushing hard to to increase those numbers with using direct mail pieces would follow up calls. >> the. >> Have a parent group that's been organized by one of my parents. That's that's assistant U.S. As well. And also gathering for the siblings and things that we from connected from over families that have been with us over the years. Now, the goal there is we want to get to the 60, which which could homeless. But if we can go past that, we will. But this would impact us for revenues that will come about in payments starting in JULY. And that would sustain us to be able to go forward. Now. There are 2 other pieces that we have been working through the year we have working with. Some individuals that have stepped up. To try to meet needs, bought by helping from month to month for whatever things that would come that exceeded what we had in place. But we also a group of people who are helping us to develop and implement a capital campaign, I'll be honest in saying this is a this is a first for me. Believe it or not. In the almost 20 years, which will be JULY 6 this year. All school would be in existence for 20 years. And we basically. >> Exist. Did most of the put your toes years from my base of Fefp income was company. >> So >> as we work this piece, there are at least >> very strong possibilities of what MAY come of individuals they need step up to help us on the capital side. And finally, the 3rd piece is. We Originally looked to say, ok, can we resolve resolve this deficit by JUNE 30th of 2026? Optimism. We yes, we can do this in is the eu has progressed. Reality has set So the goal now is Utilize the individuals who stepping up to help us on some capital funds. And also too utilizes a small family group. Of mine that he's stepped to try to at least reduce this out by $100,000. In the hopes that this at the end of this audit for this year. We'll have a son, the place with the ongoing revenue for additional students started in JULY that it would put us in a place that we could continue to maintain as we've done this year. And give us another year to be able to totally get rid of the deficit. >> Ok, if you don't mind, I'm going to start MR. Thank you for being here and giving us an update on what you have. I have been following the finance of the school since I've been on the board and it's just not this cool. It all of the schools. And the deficit has been going on for. 2020. Yeah. Just over 2023 right. For quite a long time. I know that. We have communicated with you and we have filed. >> a turnaround plan or whatever. Financials with this state. So MISTER Sellers, I want to get her report on before we go to questions from spending. So if you could give us an update on what the process was, once we got to that level of seeing how much then financials. >> Yes, any charter school and this is what we did with Oasis Middle School when they had 3 months where their general fund had a deficit fund balance. That's when we notified them per state statute to give them the notice of deficiency in their financial condition, but just required by the state. When we do that, we notified them their governing, the school, the governing board and the Florida Department of Education. And we did that. That. >> 3rd month of the deficit in 2023. Corrects. Okay. I think the paperwork 5 was filed JANUARY 2024. To them. And that's when the corrective action plan them was provided as a follow-up from the school was also given to Department of Education. They also followed back up for more information from that from that charter school. As far as the next 2 consecutive forecasted budgets for the year, which they provided as well too. And then after a year went by the den had to give a at the end of the fiscal year. We had to give of fiscal year and JUNE 30 2025, we followed up with even though they had remained in the deficit the entire calendar year, that Florida Department of Education reached out and nasa support would send them an additional deficiency notice since it had continued into the other fiscal year. So we did that as well to again. We provided a corrective action plan, which it's pretty close to him. Is close. Tapper everything that she has given to us because we had to follow-up to let them know about the going concern that was filed. The cps report and then they followed up to find out what was happening with that. So they would then provide that same information Ms Baillie provided to to them as well too. So. That that's how the monitoring process. MADAM Chair. >> Yeah. Just wanted to confirm enrollment. 45 students enrolled as today in grades 6 through 8. Yes. >> And then OCTOBER of 2023. Well, and SEPTEMBER. 23, it was a positive. A 25,000. And in an OCTOBER of 23, it went negative. 242,000. And then it has been negative every cent. And the last report. That we reviewed my briefing. It's a negative 2.36 And I understand the financial struggles, but I also compare. The financial struggles Performance. And the last pm data that we have. And the 6, 7th 8. La. There are 46 students. And and 6th grade. From pm. 24 25 to 25 26 school year. And 6 grade. It went down. 39%. The performance went down. So it's just not about the financial. It's about the performance for me. And then when I look at the 7th grade. La, it went down 6%. And then. 8th grade. You came up a little bit and 19%. That's English and math. 6 grade went up. Last year. So now. A chain. But the others want down. Well for Aston. 7th grade math went down. 36%. Craig, no change at all. So to me, it's that combination. Financial difficulties. Students in are eventually going to populate our high schools. That's where I'm at with this. And I would like to I'm sorry, I just want to get everybody's opinion here before we open too board questions. If you don't mind. And looking at the contract they're our terms here that provide. Financial staff. That's one thing. But I I want to as higher if you could come up. If you don't mind and explain, is there. I am. I looking through this contract? Is there anything in here that I couldn't see on. I've thumbing through it. We and listening to see about their performance measures. If there are required, just meet a certain baseline performance. Lot of financial, but nothing about the great greats head. Thank you. >> Morning morning morning. I didn't know I'd be speaking today. So I would be all right. Just reviewing directly from contract. >> Essentially, charter schools are. Required to maintain fiscal responsibility. When we look at the annual budget, their governing board must approve the annual budget and they have oversight over that. Annual budget, of course, should be ideally, you know, Green Bay should or in what we call on the block. So they're not running in the red or at a deficit. So that would be ideally charter schools are required. To provide required financial documents in a timely manner. I will that while the monthly financial Putin timely into charters link and reviewed by the Finance Department on an annual basis. The on its have been. Rather late. They're due SEPTEMBER 30th, her contract. Chair. Yes. >> MAY I speak? I'm absolutely education accountability. Okay. For the contract great right there. Like age. 28. The school's miskel year again begins JULY one and shoot But if I schools on positive for chance chair sprays question about the academic performance rate per contract. They're tied to the Florida Accountability System based on their school grade. They didn't receive an a and last year's data. What should they start becoming a low performing, you know, receiving a d or an f then they would run into academic concerns. We have not yet received. Of course their date. I think you are speaking up pm today to read this So really it seems the results for their pm 3 performance on the 45 students be? I'm very important to see if they maintain their academic status as determined by the state Accountability system. That remains to be seen and in MAY. Which we're looking at right now with him, went into interim, our formative assessment data. >> But yes, back to finances. If they're on, reveals a financial deficit position. Of course, the auditor alerts the principal of the school. Of course, that goes to the governing board. They have been under financial corrective action for 2 and one-half years, essentially, that's a very long In terms of is there a drop date? You know? I have never seen a financial corrective action go this long. But again. The school has been don't doing very well academically. Essentially. There are 3 major things that school district board needs to be concerned about. With regard to the performance of the charter one. And number one, being academic number 2, being financial and number 3, being safety of students. So those are the 3 things we do have a situation where the school has. Ben corrective action for about 30 months. And so, yes, this is concerned. But in terms of is there anything specific in contract as to liken dropped deadline or anything like that? No, not at this time. There are provisions in statute with regard to. Corrective action and with with regard to financial stability of the charter school. Which the board can certainly review. And that would be in 1,002.0 3, 3 section That answer your this Thank you so much. Let's tell MISTER Bailey. I did have a >> With regards to this year's state funding. And I was wondering if your school was one of the ones affected by the distributions from after the 3rd count this year with declining enrollment. >> Note that we receive any additional funds due to Did you lose funding for this last quarter of the school year due to declining enrollment. If your moment steady, then that would have impacted you. Okay. The the funding that we received now is just based on the I Servi to interview 3 average. 48 students. All right. So so the number of students that we had enrolled, we receiving funding for those. Okay. So haven't any changes. Okay. Thank you. That was question. >> next Billy, thank you for being here. I to make sure understand you because when I heard you ask, I think I heard clearly as make sure you basically have a plan. The mortgage issue is behind you. You have a plan for philanthropic and put those are my words, not yours, but that's what it sounded like And you're basically just asking us for one more school year to get correct financially back on your feet. Seems like to me it seems like a reasonable ask especially a school that's academically performing. I guess I just have a question for the superintendent You know, the school has been in. During meeting, the term coming academic or excuse me, financial. Kind of financial flashing yellow light since fall of 2023. Yeah, right. So but what it what is the school status with the state? Obviously the state is still fighting them. Okay to State had indicated that. >> What we provide notice to them on the but we have monitored and we report to them when the school charter school provides a corrective action plan. If the sponsor, which is the district and the school are in agreement with that corrective action plan. It can continue it indefinitely. As long as the school board. But the sponsor supports the plan. Feels like it. I mean, I would assume that once you start getting maybe some feedback from up from the public complaining about it, if we saw school grade combined with that, if the entire the fund balance. If it wasn't run running and we hearing from things. I think it would be decision that we but at some point in time request to find out from like the school, school's PRESIDENT That the board's direction that the they were to want to get out of doing that, that this is Ford saw fit to say, you know what I know. It would be up to the discretion of everyone to decide if that So would continue to build upon what MISTER Sellars is sharing as this as the sponsor, which the board as this is the sponsor. >> pitch for the contract does outline for renewal, Non-renewal or termination and a consideration as Baylor, Baylor meet generally accepted standards of this come from management. And so I guess that is the question of what needs to be defined as acceptable. For the sponsor of the charter. And so I would lean our legal expertise to tell us if we do have a negative. 200 and 30,000 ish, depending on. At last report. If the school does not manage to to have a successful turnaround plan, what is the obligation of the sponsor terms of this deficit? >> The sponsor were to determine that there was a financial deficit, the breach, the terms of the charter agreement, it would be incumbent upon the board to take action. >> And if if there was a deficit that the school is unable to succeed in eliminating does the district then take on that financial burden? >> us, it does. So there there is There's no financial risk to us. The sponsor. The risk is on charter. It sounds like. Cracked and her. Thank you, MR. And this bill, you said you're at 45 students now we you mentioned 60 students has 60 students. Your break-even or is that your 60 students would give you a little cushion? >> 60 students would give us as we and that's what we're targeting for. New home. That's what we had forecast. But we really going to push as hard as we can to to increase numbers because that's that's a lifeline. So Mia and something, of course, at this point. First of all, I want to speak a little bit to the performance state and I do understand the comparison between the in the financial situation, an impact in the academics. We a lot a lot of time into paying attention and tracking data. When I look at a potential student, I look at that child's academic performance from 3rd grade up through 5th grade and I'm looking to see the pattern of what the needs are to be able to to get child to, to grow. So we have level ones that we bring in that that we get to gr
