Approval of the Submission of Form J-13A to the California Department of Education Requesting Allowance of Attendance Credit - Fiscal Impact: No Meeting Mar 24, 2026 - Meeting of the Bakersfield City School District Board of Education Category H. Business Services Type Action Recommended Action It is recommended that the Board approve the submission of Form J-13A to the California Department of Education requesting allowance of attendance credit. Prepared by: Bea Corral, Director, Fiscal Services Staff Analysis: It is recommended that the Board of Education approved the submission of Form J-13A to the California Department of Education requesting allowance of attendance credit due to a material decrease in attendance caused by emergency weather conditions. On January 16, 2026 and January 27, 2026, severe fog reduced roadway visibility to 200 feet or less, requiring implementation of a two-hour bus delay for student safety. While schools remained open and instruction continued, attendance at Abraham Lincoln Jr. High, Leo G. Pauly Elementary, and Stella I. Hills Elementary fell to 90% or less of normal attendance, qualifying as a material decrease under Education Code 46392. The District is requesting approval to substitute estimated attendance for actual attendance for these dates, resulting in a net increase of 246.5 ADA. Approval of this request will prevent a loss of Local Control Funding Formula revenue and ensures the District is not financially penalized for prioritizing student safety during hazardous weather conditions. Business Services Type Action Recommended Action It is recommended that the Board approve the proposed 2025-26 Proposition 28 - Arts and Music in Schools LEA and School Site Plan. Prepared by: Bea Corral, Director, Fiscal Services Staff Analysis: On November 8, 2022, California voters approved Proposition 28 – Arts and Music in Schools (AMS) Funding Guarantee and Accountability Act , establishing a continuous state program to support arts education, beginning in the 2023-24 school year . Under this measure, school districts with 500 or more students must allocate at least 80% of AMS funds to employ staff providing arts education instruction. The remaining funds must be used for training, supplies, materials, and arts education partnership programs , with administrative costs capped at 1% . The 2025-26 P-1 Principal Apportionment , released by the California Department of Education (CDE) on February 20, 2025 , allocates $5,791,599 to BCSD . These funds may be expended over a three-year period covering fiscal years 2025-26, 2026-27, and 2027-28 . As a condition of receiving Proposition 28 funding, the governing board must approve an expenditure plan at a regularly scheduled public meeting. Board Policies Subject 1. Revision to the Board Policies and Procedures of the Bakersfield City School District, Section 603.24 Married/Pregnant/Parenting Students (Second Reading) Meeting Mar 24, 2026 - Meeting of the Bakersfield City School District Board of Education Category J. Board Policies Type Action Fiscal Impact No Budgeted No Recommended Action It is recommended that the proposed revision to the Board Policies and Procedures of the Bakersfield City School District, Section 603.24 Married/Pregnant/Parenting Students (Second Reading), reviewed as a first reading on 02/24/26, be adopted. Prepared by: Tim Fulenwider, Ed. D., Executive Director, Instructional Support Services Staff Analysis: Background: Title IX of the Education Amendments of 1972 (Title 20 United States Code Sections 1681-1688) prohibits discrimination based on sex in district programs and activities. Additionally, Title 34 Code of Federal Regulations Section 106.40 and California Education Section 221.51 provide requirements regarding the rights of married. pregnant, and parenting students. These requirements must be adhered to by districts and are monitored by the California Department of Education through Federal Program Monitoring audits. Rationale: Review of the most recent Federal Program Monitoring program instrument and the recently revised Title IX regulations require revisions to the existing policy to remove outdated references to Title IX complaint procedures vacated by Tennessee versus Cardona and replace with reference to the District's uniform complaint procedures. Further, language is added regarding procedures to ensure pregnant and parenting students receive the District's pregnant and parenting student welcome packet and an overview of their rights, including the right to accommodations or modifications, the right to file a complaint, and available resources. Recommendation: The recommended revisions to the existing policy include: a) removal of outdated Title IX references; b) procedure to ensure that pregnant and parenting students are referred to the Principal or designee to receive the District's pregnant and parenting student welcome packet; c) that the packet contain the contact information for the District's Title IX, Section 504, and Equity Compliance Officer; d) the the Principal or designee or coordinator provide an overview of the welcome packet to review the student's rights and available resources; e) language regarding participation in alternative education programs; f) inclusion of language related to high school so that students and caregivers are aware of specific rights related to high school graduation; g) changes to complaint procedures consistent with current law; h) clarification that any instruction related to pregnancy prevention be consistent with the District's Comprehensive Secual HEalth and HIV Prevention Education curriculum; and j) requirement that the Superintendent or designee periodically report to the Board data regarding programs and services related to this policy. The District will continue utilizing mobile hotspots through Verizon Wireless to ensure these students can access instructional resources, assignments, and online learning tools outside of the classroom. Prepared by: Alfonso Ceja, Executive Director, Multilingual Education Programs Staff Analysis The purpose of entering into an agreement with Be Guided Language Acquisition Design (GLAD), LLC is to provide 50 educators with specialized professional development through the Be GLAD framework. This initiative aims to equip teachers with high-leverage, research-based instructional strategies that support English language acquisition and academic achievement across all core content areas, directly aligning with the district's strategic goals for Multilingual Learners. Background and Rationale The Bakersfield City School District is committed to improving outcomes for our English Learner (EL) population. Be GLAD is a premier, award-winning professional development organization that provides teachers with a comprehensive model for Integrated and Designated ELD. Unlike traditional models, Be GLAD offers a modernized, streamlined approach to language acquisition that is both reserach-based and classroom-proven. This specific training is a collaborative effort between Harris Elementary and Stiern Middle School. The program is strategically targeted to include: Harris Elementary: All certificated staff members. Stiern Middle School: All certificated staff within the English Language Arts (ELA), English Language Development (ELD), and Dual Immersion departments. Benefits for Dual Immersion and Multilingual Programs The leadership teams from both schools recommend the Be GLAD framework specifically for its profound impact on Dual Immersion (DI) programs. Because Be GLAD emphasizes language development through content-driven instruction, it provides critical benefits for DI students: Cross-Linguistic Transfer: Be GLAD strategies help students make explicit connections between English and the target language, strengthening biliteracy and academic language in both languages. Comprehensible Input: The visual and kinesthetic nature of Be GLAD strategies (such as Pictorial Input Charts and Comparative Input Charts) ensures that students can access high-level academic content while simultaneously developing proficiency in the language of instruction. Student Engagement and Confidence: By lowering the affective filter and providing scaffolded opportunities for "academic talk," the Be GLAD framework fosters high levels of student self-efficiency and active participation. Program Scope and Expected Outcomes The proposed training is a multi-modal professional development plan designed for maximum flexibility and sustained classroom impact. Be GLAD Online Educator Certificate Course: 50 educators will receive access to the Be GLAD Online Course. This self-paced, one-year license allows participants to master the framework's core components with the flexibility to review modules as needed. Be GLAD Cognitive Coaching Launch: Be GLAD Certified Trainers will provide four full days (8:00 am - 3:00 pm) of onsite coaching on May 11, 12, 13, and 14, 2026 Implementation Support: The onsite coaching sessions allow trainers to work directly with teachers at both sites to model Be GLAD strategies, observe instruction, and provide real-time, actionable feedback specifically tailored to DI and ELA/ELD environments. Contract Scope and Cost The proposed agreement covers the 2025-2026 school year and includes digital licensing and onsite consultancy from Be GLAD, LLC. Activity Details Cost Be GLAD Licenses 50 Educator Certificate Licenses $70,000.00 License Discount 10% Educator Certificate Discount -$7,000.00 Cognitive Coaching 4 Full Days (May 11, 12, 13, 14) $8,800.00 Onsite Travel Flat rate for Harris & Stiern $3,800.00 Total Cost Not to exceed $75,600.00 Funding for this agreement will be provided by Educator Effectiveness Grant.
