8-26-2026 City Council Meeting Minutes – J. Griffith Page 3 of 4 Mr. Perry and Dr. Jeff Burton, Community Redevelopment Agency (CRA) Executive Director introduced a Memorandum of Understanding (MOU) between the City, CRA, and Point Park University. Mr. Perry explained that the non-binding MOU was to establish a cooperative framework towards the development of a higher education campus in Bradenton. He said that university representatives were interested in leasing the old GTE Building located at 1009 4 th Avenue West. Mr. Perry added that Manatee County was interested in conveying the property to the City and the matter would be on the September 1, 2026, Board of County Commissioners meeting agenda. Dr. Burton noted that execution of the MOU was time sensitive and critical to the university’s timeline for state and regional accreditation applications. He further explained that because the property was located in a CRA, there were several other processes that would need to be followed in accordance with Florida Statutes. Vice Mayor Kocher and Councilman Schuessler felt that the MOU was a great way to move forward and supported the request. Councilwoman Gonzalez Moore voiced concerns with the form and the City’s potential financial obligations that were not listed in the MOU. She noted that she laid out all her concerns in an email to staff. Scott Rudacille, City Attorney, confirmed that the MOU was non-binding and noted that several steps remained in the process. He stated that the final draft of the MOU needed to clearly state that there were no contractual obligations. There was a brief discussion regarding the proposed conveyance of the property from Manatee County. MOTION TO AUTHORIZE ATTORNEY RUDACILLE TO WORK WITH CITY STAFF TO DRAFT A NON-BINDING MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY, CRA, AND POINT PARK UNIVERSITY AND AUTHORIZE EXECUTION BY THE MAYOR was made by Vice Mayor Kocher and seconded by Councilwoman Barnebey.
