Marcella Carrillo, Board Chair, called the meeting to order at 4:02 p.m.

1. Meeting Called to Order

Marcella Carrillo, Board Chair, asked the Board to review the Parks and Recreation Advisory Board minutes and approve them.

Motion by Benjamin Avalos to accept the December 11th, 2024 Parks and Recreation Advisory Board minutes as written, seconded by Deborah Zuloaga.

AYES: Deborah Zuloaga, Luis Terrazas, Marcella Carrillo, Timothy Haddox, Benjamin Avalos NAYS:

ABSTAIN.

ABSENT: Sandra Olivar, Anna Alemán, Michael Adjemian, Ricardo Bustamante

Motion passes.

3. Call to the Public (for items not on the agenda):

No Members of the public were present to discuss items not on the agenda.

4. Discussion & Action: On Removals and Nominations on the Grievance Subcommittee Marcella Carrillo, Board Chair

Alondra Navarrete, Office Manager, announced that this item had been requested to be placed on this month's agenda due to Ms. Anna Alemán, current Grievance Subcommittee Member, mentioning that she wanted to step down from her Membership on this subcommittee. Ms. Navarrete mentioned that since Ms. Alemán was not present for today's meeting, she was not sure how to proceed and requested guidance from Jesus Quintanilla, Assistant City Attorney. Deborah Zuloaga, Board Member, asked if Ms. Alemán's position was termed and if she had completed her term. Ms. Navarrete informs her that the position is termed but Membership renews until she decides to step off. Ms. Zuloaga asked if, per Board bylaws or charter, Ms. Alemán had to submit her Subcommittee resignation in writing, to which Ms. Navarrete responded that that is not common practice for the Subcommittee but it is for the Board. Ms. Zuloaga asks if, given this, we could accept her resignation despite Ms. Alemán not being present. Mr. Quintanilla agrees, advising that

Marcella Carrillo, Board Chair, asks if postponing this item would be possible since both Ms. Alemán and Mr. Bustamante were absent. Jesus Quintanilla, Assistant City Attorney, consents.

Motion by Marcella Carrillo to postpone agenda Item #4 - "Discussion & Action: On Removals and Nomination on the Grievance Subcommittee" from this month's Board Agenda to a future available Board agenda, seconded by Benjamin Avalos.
