Year to date Charter School Financial Statements Summary through January 31, 2026 Ms. Rachel Sellers, Deputy Superintendent of Business Services, provided an overview of both District and Charter School Financial Summaries. Ms. Sellers updated the Board regarding two Charter Schools that have consistent deficits in their unrestricted general fund balances. The two charter schools are Visible Men Academy, and Oasis Charter School. Ms. Sellers stated that Visible Men Academy has been in a deficit since June 2025 and has been presented with a letter in October 2025, noticing the deficiency of their financial condition and requesting a corrective action plan from the governing Board and noticing the state Department of Education. Ms. Sellers stated that Oasis Charter School has been financially deficient since October 2023 and has been noticed with multiple requests for corrective action plans and state DOE notifications. The district has followed all state requirements for reporting the deficiencies and reviewed the corrective action plans but has not seen a turnaround in the financial standing of the Academy. The Charter School received a ‘growing concern’ in their audit report for FY ending June 31, 2025. The Board held discussion regarding the Charter Schools and the rules outlining this issue. After discussion, Chair Spray stated that it is time to request a presentation from Oasis Charter School to the School Board based on the length of time the school has been operating in deficit. Ms. Sellers provided additional information regarding next steps for the two charter schools. Superintendent Breslin noted the contract for the charter school.

Unfortunately, our deputy director of the Circle Resource Department, 15 miners, not here. And so I'm here. And here's Although this was put upon to stay open at the last minute, so I might not have as much information as Kristen might like to provide. But are here to recognize 2 I think at least won this year's competition and just a real quick overview for those park really familiar with Manatee history. Date is petition that is actually manage at this at the federal level and is known as National History Day. And it's a competition for students who aren't exactly in get us types interest. Were that go into science there but have more interest in history, civics social studies and those kinds of subjects each year at the national the operators of the program put out theme that each student will react and this year's was revolution reaction in reform and then they have 5 different categories that they react to and build their project. What is a paper has fallen paper? One exhibition board. One is a Web site, one of documentary and a performance at this year's winners. Mckenzie Walker from. Great River had make for her paper, talking about how the intention of the safety bicycle in late 18, 100's really revolutionize women's ability to become independent revolution eyes ability to not have to rely on always having a male companion or being driven by their father in leg and Chan and Douglas, 2 wonderful documentary. He is a student at a metal charter and he does documentary on the history of integration of manatee schools in the 1960's. But you see the documentary especially local history. That exactly Okay. Thank Note every great, sir. Thank you for that. That's why right. >> At a previous school board meeting to get some heavy lifting. If your car and recognize the strength of our student athletes. Tonight, we're adding some additional weight to the celebration by highlighting another outstanding student athlete from Parish Community. High School to share more is coach of Air. Right for you. Hi, everyone. My name is Remy, a sewing rallies. >> High school weightlifting coach. First, I would like to thank you all for having us tonight. And recognizing so Ian, off her accomplishments from this year. More than honored to for her state title in Olympic lifting. So it was actually the first in our school's history to win an individual state championship. Not only did so a place for us in Olympic lifting, but she also set a new state record for weight class. Now now just to speak a little bit Zoey's character, which really makes them so special goes far beyond what she does in the weight room and on the platform. Her dedication, resiliency and discipline is a great example to all student athletes. Not only we won the state championship this year, but more importantly, she had the highest gpa on our team 30 girls this year. She consistently get your best in everything she does inside and outside of school. I believe that Joe is a great example of what it means to be soon athlete. And I'm incredibly proud of her and honor to be in Thank you. Yours. >> All We're going get in So it was cool. My apologies. The principal, MR. Thank yous are saying >> We 1, 2, 3, One, some >> Okay. >> For our our next celebration. We're going to created crew. That's usually behind the scenes. But but as always in focus, I want to say thank you to the school board's support of stv internship program which continues to shape our district storytelling. First under leadership at Messenger. And now with Carl Shelton directing the new next chapter. I know Carl would like to share some thoughts signed by him and our crew into courtroom. >> So wait for everyone to filter in. I know most of you guys know me from behind the scenes I call most of the school board meetings. I want after taking that today. So I could be here with the interns. So we just servicing. Good evening. Members, chair school superintendent. Thank you guys for recognizing these ms tv interns. This is a program where students truly run. The program is student led the Sooners to more than just learn equipment. They take ownership. They communicate under pressure. They solve problems in real time and they support each other. Through every broadcast. And this is what makes me so proud of this group doesn't matter. The broadcast doesn't matter. The challenges were there support each other, get through it. We've seen freshman step into leadership roles. We have helped community high school, build their own programs. And I truly mean we because that when that happened with that, all the students here. I want to quickly thank some of the tv production teachers in the district. I can't name them all because we don't have a lot of time but just know every tv production teacher bring something special to this program. Trickles down to their students and they trick look to the rest of the district. And that's what's so special. It doesn't matter if you think you only have I know a few of them are here. They're teaching so much more than just their own classes, which I think is really cool about this program. So I also want to give a special shout out to Matt Messenger. His knowledge help make this program possible. He so much knowledge that I don't have about this Vance. A live issue is I'm able to call him and make sure that we can get these broadcast going. So the students are just wasting time showing up for nothing. So we very much appreciate that. Now on to what we're here for the students. So I want to recognize over here, Pierce Fenton. He is going actually not even an Internet. He's a future in turn. But the interns here have stated that he's been too many broadcast and he needs to be a part of So that's why you Watching him grow this year in ways it's been so unexpected. He's actually led broadcast as a freshman. Really cool thing. We've never had that before. Can snout right here. We have Brooklyn Declan so I hired her to be a camera operator, but she's taking her skills in front of the camera and he's taking it from field reporting 2 commentary and the last broadcast. Actually the Play-By-Play, which many of, you know, broadcasting, that's the most difficult role. And she's done it all in one year. So that's that's pretty incredible. We have timelines are next to me here. Another junior. So he has a being in charge of our ever evolving replay system another as well. I have changes replay system about 20 times in the past 18 months and every time I change it, they now need to learn this new system and teacher tell the it's really impressed to see what he's done. For seniors. One who hasn't made today, will Porter. He couldn't be here, but he's been voice broadcast for 3 years with us. And this year actually came on as an intern. So that was a lot of fun. We have Landon disponible can be here today as teacher showed up instead, MR. Out Gardner because it was 6 today, but he's started out again as a camera operator and moved on to floor director, which was so vital for us to have a lot of new things this year like a field reporting and things like that. You need that someone you trust outside of and not just in it to keep everything coordinated. We have Mike Cryan schemers Krajewski. Sorry. So bad that one he's again, another one of our replay people. He is been vital for us to grow. His creativity with the replay has really taking it to a different level. All the slowdowns and speed up kind of teaching everybody when the good moment is when the big moment actually like slow something down and not just do it for no reason. But purpose. Now, I want to recognize 2 students in particular, the first long as part of capacity. Is our I high school leader of the program watching him grow into someone who understood the equipment or from someone who just just to the equipment in the someone who can truly lead a broadcast has been amazing to witness. Seeing him go from the student who did not like to speak in the director role to some of the teachers, other students to find their voice as a director has been one of the most rewarding things. I've been a part of professionally. Rather than me brag about him. i want him to go ahead and speak quickly about the program. I wrote us on the small so thankful so first off on a start by introducing myself. Hello, I'm it was parked up at the end. Currently a senior at Southeast High School. >> I didn't actually join this program in NOVEMBER of 2024. After like the grueling application process that took like 3 months to do and then fell level what it had to offer. I was able continue interests that initially learned throughout high school. It could it continue that even higher level than in the van and various position, other position that Misty had through learning here, I was able to transfer my knowledge, the members of my own at Southeast High school in contribute an overall positive has not only do I learn more, but the people around me do as well. Like, for example, our teacher, we just got in a new tv teacher and he didn't know the most about videography broadcasting. Know about photography. So with the skills either from car was able to sort of trickle down transfer to a teacher, what does it my teachers is pretty cool and wasn't what he's got the photography aspect of it. But I was a teacher like the broadcasting, a different aspect of track at the track asked which is really fun in the program and the super specifically I've had the pleasure of meeting and talking to a bunch new people. I would not have known otherwise and again saw skills. It has gained soft skills but also relationships and connections that helped me throughout the year this year and going forward. It's what this program that I was able to tell my dream school and just want to say how grateful I am that I got to be a part of that experience for like around the what a half years I've been doing it. I want to take I want to give a big thank you to Karla specifically for taking a risk on me by Jaime for this program and helping me grow throughout this time, even before this program was even a thing who'd come to our schools and you kind of pick out. We wanted to be the first entrance. It was so special to me like to get picked. I also want to give a big thank you to Jennifer, always helping out in the band no matter what t
