CITY COMMISSION RECESS FOR COMMUNITY REDEVELOPMENT AGENCY MEETING

City of Oakland Park City Commission Meeting MINUTES April 16, 2025 Page 6 4. PUBLIC COMMENTS - At this time, any person will be allowed to speak on any matter that pertains to City Business for a length of time not to exceed four minutes per person. Eric Peterson, 1941 NW 36th Street, thanked Ms. Herrera for the CRA presentation. He recalled the Forum for West Side Vision Initiative held on January 30, 2023, where the City was to consider new plans for the future land use zoning and overall sense of place for the Oakland Park Blvd. commercial corridor, located west of I-95 and east of 31st Avenue. The plan was to establish strategies to support economic development and improve the quality of life. Since then, the area has gotten a 24-hour gas station and a self-storage unit, which he does not feel is a contribution to the goals of that forum. He hoped the city would re-focus on west side development. He stated opportunities and energy were waiting to be leveraged. William Barshop, 1880 NW 36th Street, spoke against the Covenant House development on Oakland Park Blvd. He shared a 2015 police arrest involving Covenant House residents who beat up and drowned a homeless man living at George English Park. He reported on several occasions that he notified BSO to remove homeless people from Veterans Park. There is no place for the kids to go who would live in this proposed location. He remarked that this would deter business from coming to the west side and asked them to find another location—no benefit this project would offer the west side. Mike Walsh, 1099 NE 37th Street, spoke about the construction of the Sky Building. He was very pleased with staff's response to questions and concerns regarding the project. He stated cars were being parked on sidewalks in the area and asked for enforcement so pedestrians could use them. He stated the developer had also created some beautiful swales, but on 11th Avenue and the corner of NE 37th Street near his home, the swales were filled with gravel and stone and did not absorb water. Now, he said, grass had been thrown over the rocks, which would not prevent flooding. He said construction workers were parking where tenants should park. He requested signs on his side of the one-way street indicating this was a no-parking zone. Stacy Norcross, South Oakland Forest Drive, shared data she had obtained from the Ft. Lauderdale Police Department regarding criminal activity at Covenant House and provided copies to the City Clerk. She asked for the west side of Oakland Park to be brought up to the same standards as the east side. She thought the Home Depot and the old Rooms to Go properties were becoming deplorable. Wallis Peterson, 1941 NW 36th Street, mentioned that Covenant House had a zero weapons policy. She wondered where someone who was turned away because they possessed a weapon would go and noted they could not track them; She then spoke on Item 18 and supports having park rangers.
