Mayor Christi Fraga: Good afternoon today is our special council meeting. Today is September 22nd, the time is 6:21 p.m.. [Roll Call] I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. do we have any changes to agenda order of business? public comments now open . I do not have any pre-registered speakers for the public comments at this time . Seeing none public comment is Now closed. We are moving into public hearing items. As we did in the first budget hearing we are going to do the same practice which is different from other years where we will hear the items combined and read them into the record and we will hear one presentation from the City manager . 5A and 5B I will open a public hearing and then we will have our debate and a public vote. Connie Diaz, City Clerk: A resolution of the mayor and the city Council of the city of Doral Florida establishing and adopting a final millage rate and Levy of ad valorem taxes for fiscal year 2026 2027 in the amount of 1.5994 mills, which is 0% greater than the rolled back rate, to balance the general fund for fiscal year 2026 2027, establishing the rolled back rate to be 1.5994 Mils. Establishing and adopting the debt service millage rate for fiscal year 2026 2027 in the amount of 0.3600 mills for the general obligation bonds park and Recreation Project Series 2019 and series 2021 providing for implementation, and providing for an effective date. Zeida C. Sardiñas, City Manager: The mayor and the city Council established a proposal for fiscal year 2627 of 1.599 four mills which is equal to this year's rate . At tonight's second budget hearing the City Council is being asked to adopt these rates as the city's final millage rates. These rates minimize the property tax burden on our residents and businesses while allowing Doral to continue maintaining low municipal operating overhead. Tonight we are presenting the city of Doral's operating budget, the change memorandum attached to the agenda item incorporate the direction provided by the City Council during the budget workshop and the budget hearing together with updated revenue and expenditure projections. Some of the key changes include the transfer of the appropriations for the PTSA grants and special needs music and art programs to the city's park and police for Kids Foundation. Additionally, contingency funding established during the first budget hearing was reallocated to address additional police department vehicle needs, provide funding for the office of the Inspector General and address other priority departmental operational requirements. As the administration has stated throughout this budget process, the proposed budget has been guided by a clear principle. Protecting what Doral has built while preparing responsibly for what comes next. It reflects the city Council's priorities while maintaining a high standard of public safety, municipal services, infrastructure, and quality of life our residents and businesses have come to expect. The proposed budget totals approximately $147.8 million across all funds, a decrease of approximately $25.7 million, or 15%, from last year's adopted budget. This decrease is primarily attributable to lower one time capital transfers and projected appropriations and does not represent a reduction in the city's core services. The proposed general fund budget is approximately $110.7 million which is approximately $6.8 million or 5.8% below the fiscal year 2526 adopted budget, the general fund is supported by approximately 102.8 million in projected revenues together with the planned use of approximately 7.8 million in fund balance, exclusively for one time capital investments. Importantly, even after making those investments the city is projected to end fiscal year 2627 with more than $43.4 million in general fund balance, approximately $26.8 million above the reserve. This strong reserve position allows the city to make important investments today while preserving a substantial financial cushion to respond to emergencies, future priorities, changing economic conditions and impacts without compromising the city's long term financial stability. As your city Manager I would once again likes to express my sincere appreciation to the mayor and the members of City Council for your guidance throughout the development of this budget and thank our Department directors for their preparation and participation throughout this process and especially deputy City Manager and our exceptional Finance Department team for their dedicated work coordinating this year's budget development process. With that I will turn the floor back over to Mayor and Council for consideration of the final millage rates in The fiscal year 2627. Mayor Christi Fraga: Unless we have any questions from them, We have the change memo. [Voting] Connie Diaz, City Clerk: Motion passes. Item 5B an ordinance of the mayor and the city Council of the city of Doral Florida finalizing and adopting the budgets for the general fund, the transportation fund, the people's Transportation Plan fund, the park impact fee fund the police impact fee fund, the development services technology fee fund, the building fund, the public arts program fund, the debt service fund, the capital improvement fund, the capital asset reserve fund, the vehicle replacement fund, the park general obligation bond -- series 2021 capital project fund, the stormwater fund, the other Post-employment benefits fund of the city of Doral for the fiscal year beginning October 1st 2026 and ending September 30th 2027 as reviewed, modified and approved by the City Council at the meetings held on September 8th 2026 and September 22. Mayor Christi Fraga: I'm opening this up to public comments , please make sure you are registered with the clerk. Mateo Cisneros: I am representing a student led organization engaging in speak out September where high schools go to city council meetings and speak out about the issues affecting them. We are here to address the proposed fiscal year budget, and specifically to raise a question about youth transportation and accessibility. For students, opportunities do not end when the school day does. We can all be required to travel beyond our schools and neighborhoods, but having an opportunity available and actually being able to actually access the opportunity are two different things. Many high school students cannot yet drive, others may not have consistent access to a vehicle or a parent who is available to take them somewhere in the middle of the day. For students who are able to drive, transportation can still be a significant expense. This is why we believe youth mobility is worth examining as part of the city's broader transportation plan. We are not here tonight To assume that Doral's existing system is inadequate. Just consider how transportation funding will be allocated for the coming year, we want to ask a straightforward question. How effective are the needs of the young residents being considered within the planning? Bella Guzman: When we talk about transportation it is very easy to think about roads we get around day to day, but for a young person transportation can also determine whether an opportunity is realistically accessible. This is true for myself, I take the trolley home from school often and without it I can't get home until my parents get home so it is an essential service I use frequently. Also students connecting part time jobs to their career and financials, it may be technically available to them, but without consistent transportation it becomes much harder to access. Not everyone experiences these problems but they illustrate the kinds of circumstances that transportation planning for young residents should examine. High school students also occupy a unique position in our city, we are old enough to work and participate in community independently but many of us are still too young to drive and cannot afford a car etc.. Our city can have incredible recreational and civic opportunities available to young people but that depends on whether students can actually reach them. That's why we think the appropriate question is not simply whether we spend money on transportation, it's whether the existing network adequately connect young residents to the places they need to go. We believe there's a practical way for the city to find out using this year's budget, thank you. Nicole A: I want to bring what I actually asked the council to consider, we proposed the city examine transportation accessibility as part of its transportation planning which does not necessarily require creating a new program or committing to a new major expenditure. such an assessment could examine how effectively services connect young residents with schools, recreational facilities, and other community resources. The city could also examine whether transportation is more limited for students . A survey or other opportunity for youth input could help the city understand how students currently travel and where they are trying to go, and what obstacles they encounter. Rather than beginning with a predetermined solution, this could give information that could help the council make future transportation decisions based on the actual experiences and needs of residents. Speaker: As the council considers adopting the fiscal year budget tonight we recognize the transportation funding has many different priorities, we discussed Durrell's existing services are insufficient, that's exactly why we are asking for greater consideration. Understanding whether the city's transportation networks accommodates these circumstances would give us a clearer picture of public health and youth throughout. We ask for clarification of the transportation allocations in the proposed budget relating to mobility for young students. And consideration for an assessment of youth transportation accessibility including direct input from students. We appreciate the opportunity to participate in tonight's budget process. Marianna Magnolia: Good evening , we propose the city examine new transportation as part of its planning. This does not necessarily require immediately creating a new program or committing to a new expenditure but the first step could be expanding options available to young residents. Such an assessment could examine existing routes and service hours and how effectively they connect residents with schools, recreational facilities, and other community resources. The city could also examine whether their particular times or destinations where transportation access is more limited for students and importantly students themselves could be included in that process. A survey or other opportunity for youth input could help people understand how students currently travel and what obstacles they encounter. If the assessment finds existing services are already meeting those needs effectively, that is valuable information. If it identifies gaps, the city would have evidence to determine what options might cost. Mayor Christi Fraga: Public comment is now closed and we will go ahead and incorporate the presentation made by the manager into this item and we will have discussions . I had a chance to meet with the students this afternoon and I want to thank them to speak on the budget. I did let them know that our transportation fund funds our trolleys and we do have a route dedicated to students but also we have trolley routes that go in front of several high schools and connect the city well . We did several public workshops, we will be looking at the expansion of our trolley system very soon as we've been having several discussions about it so I would invite you to come back to that meeting. We will reach out, if there's additional information we can collect from you to make the decision as we look into expansion, I mentioned we added a new trolley to the route which was very popular and services a lot of young students, if we can do more to continue to enhance the opportunities for students we will look into it, thank you for being here today, we very much appreciate it . We've also done extensive investment on updating the infrastructure of our bus benches so that they are covered and they provide better shelter for the people that use our trolley services, we also have a freebie program available in the downtown areas, we've looked at additional expansions and we will keep this in mind as we look at opportunities of enhancing systems especially for our young adults. Any comments or questions about the change in our budget from first to second? we had extensive discussions in our first meeting and our workshops. If there's any other comments questions? [Voting] Connie Diaz, City Clerk: Motion passes. Mayor Christi Fraga: Unanimous vote, congratulations, you have the fiscal year budget and millage rate. Connie Diaz, City Clerk:5C, an ordinance of the mayor and the city Council of the city of Doral Florida adopting the annual update to the capital improvements element of the city's comprehensive plan for the 2026 and the five year schedule of capital improvements for fiscal years 2026, 2027 -- 2030, 2031 pursuant to Florida statutes and providing for an effective date. Connie Diaz, City Clerk: Motion passes. 6A a resolution of the mayor and the city Council of the city of Doral Florida approving the revised fee schedule for the city of Doral public Works Department, providing for implementation, providing for incorporation of recitals, and providing for an effective date. Mayor Christi Fraga: Do we need any presentation or question about that? If there's no additional comments or questions, let's call roll. [Voting] Connie Diaz, City Clerk: Motion passes. 6B a resolution of the mayor and the city Council of the city of Doral Florida approving the job descriptions, applicable salary scale, and applicable performance measures and metrics for positions in the 2026, 2027 fiscal budget as approved by the City Council. Zeida C. Sardiñas, City Manager: We are just bringing them for approval, there are no new positions this year, these are just classifications and also updates to job descriptions. [Voting] Connie Diaz, City Clerk: Motion passes. Mayor Christi Fraga: Before we adjourn, I was just told it's Mario Leone's birthday, happy
