COMMISSION WORKSHOP

Tuesday, June 2, 2026 · Government meeting record

The 30-second read

Recorded outcome

The City Commission reached a consensus to draft an ordinance prohibiting the launching of motorized watercraft from the Dunedin Causeway to protect seagrass, reduce congestion, and improve public safety. The city will also work with the Pinellas County Sheriff's Office to enforce the new restrictions once the ordinance is adopted.

Why it matters

This change will permanently alter how residents and visitors access the Dunedin Causeway for recreation, shifting the area toward non-motorized use to support environmental restoration and reduce the risk of water-related accidents.

[APPLAUSE] PICTURE. >> ALL RIGHT, THANK YOU. >> OKAY, WE WILL GO TO CITIZENS' INPUT. IS THERE IN THE AUDIENCE THAT WISHES TO SPEAK ON A TOPIC THAT IS NOT ON THE AGENDA? THIS WOULD BE YOUR TIME TO COME FORWARD. NAME AND ADDRESS FOR THE RECORD, AND YOU HAVE THREE MINUTES. COME ON DOWN. >> GOOD MORNING, MY NAME IS KATHLEEN SANDS MARTIN. I RESIDE AT 428 ORANGEWOOD DRIVE, DUNEDIN. >> IS THE BUTTON PUSHED THERE? >> OH. >> MAYOR FREANEY: YEAH, J -- >> THAT'S THE FIRST OF ME NOT BEING HEARD. ANYWAYS, MY NAME IS KATHLEEN SANDS MARTIN, I RESIDE AT 428 ORANGEWOOD DRIVE, DUNEDIN, FLORIDA. MY QUESTION IS WHO IS RESPONSIBLE FOR THE UPKEEP OF THE PINELLAS TRAIL? I HAVE A RATHER LARGE DOG, AND I WALK HER EVERY DAY, AND FROM ORANGEWOOD TO BELTREES IT IS DISGUSTING. PEOPLE ARE THROWING THEIR GARBAGE BAGS DOWN IN THE GULLY SIDE WHICH WOULD BE THE RIGHT SIDE IF YOU'RE COMING INTO TOWN. PEOPLE LEAVE THEIR DOG WASTE BAGS BECAUSE THERE ARE NO CONTAINERS THERE THAT YOU CAN DROP IT OFF AND CONTINUE TO WALK. AND THE PAINTINGS WHERE IT SHOWS WHERE BIKES SHOULD BE AND WALKING PEOPLE, IT'S NOT THERE. AND I CAN'T COMMENT PAST BELTREES EXCEPT FOR HOW IT IS NOT, THE UPKEEP IS BAD BUT I'VE TALKED TO OTHER PEOPLE AND IT NEEDS TO BE REPAINTED OR SOMETHING BECAUSE YOU CAN'T TELL WHO'S TO BE ON THE BIKE SIDE AND WHO'S TO BE ON THE WALKING SIDE. SO THANK YOU FOR LISTENING TO ME. AND I WANT TO THANK THE COMMISSION AND THE CITY MANAGER FOR WHAT THEY DID SATURDAY -- OR SUNDAY. IT WAS WONDERFUL. >> THANKS, KATHLEEN. IS THERE ANYONE ELSE IN THE AUDIENCE THAT WISHES TO COME FOREWORD AND SPEAK ON AN ITEM THAT IS NOT ON THE AGENDA? >> [OFF MIC] >> MAYOR FREANEY: ANYTHING THAT'S NOT ON TODAY'S AGENDA YOU CAN COME FORWARD ABOUT. >> [OFF MIC] OKAY, IF IT'S NOT -- >> YOU WOULD HAVE TO COME FORWARD AND YOU'RE STILL ON THREE MINUTES SO YOU CAN'T DO IT TWICE, SO. JUST QUICKLY. >> CAN ANYBODY TELL ME WHO IS RESPONSIBLE FOR THE UPKEEP OF THE PINELLAS TRAIL? >> I'LL DO THAT. I'LL DO THATTISM WE ALWAYS TAKE ALL COMMENTS FIRST, SO. ALL GOOD. I SHOULD'VE SAID THAT, KATHLEEN, SO, SO YOU WEREN'T CONFUSED BY THAT. OKAY, ANYONE ELSE IN THE AUDIENCE WISH TO COME FORWARD AND SPEAK ON AN ITEM THAT'S NOT ON THE AGENDA? OKAY. THAT BEING SAID, NOW WE WILL RESPOND TO THAT. I SHOULD'VE TOLD YOU THAT SO YOU WEREN'T WONDERING WHAT WE WERE DOING. YOU WANT TO -- >> ABSOLUTELY, YES. THANK YOU, MAYOR, AND THANK YOU FOR YOUR COMMENT, KAY. PINELLAS COUNTY IS RESPONSIBLE FOR MAINTENANCE OF THE TRAIL IN THAT AREA, AND WE HAVE MADE NOTES. I SEE OUR DIRECTOR OF PARKS AND RECREATION HAS MADE NOTES AND WE WILL REACH OUT TO THEM TODAY. SO THANK YOU. >> MAYOR FREANEY: YEAH BECAUSE I MEAN IF THERE ARE NOT RECEPTACLES HERE TOO. >> THESE ARE PRETTY EASY FIXES. >> MAYOR FREANEY: YEAH, HOPEFULLY, YEAH, SOUNDS GOOD. >> BUT ALSO TO TEACH PEOPLE JUST TO CARRY THEIR BAGS WITH THEM AND WE DON'T NEED TO HAVE RECEPTACLES EVERY THREE FEET BECAUSE THEY'RE TOO LAZY TO CARE THEIR POOP BAGS. >> MAYOR FREANEY: YES, GRANTED I DO THAT. OKAY, COOL. OKAY. WE WILL GO TO OUR WORKSHOP ITEM AND OUR FIRST WORKSHOP ITEM IS 2A, DUNEDIN CAUSEWAY USAGE DISCUSSION. AND I THINK WE WANT THE CITY MANAGER TO KIND OF KICK THIS ONE OFF. >> YES, THANK YOU GMORNING AGAIN, MAYOR VICE MAYOR, AND COMMISSIONERS. AS YOU KNOW, THE DUNEDIN CAUSEWAY HAS BEEN CLOSED SINCE HURRICANE HILTON, AND THE, IT IS UNDER REPAIR. IT'S CURRENTLY ACTIVELY UNDER REPAIR BY PINELLAS COUNTY, WHICH IS A GOOD THING. WE'VE BEEN WAITING FOR THAT AND HOPING FOR THAT AND PUSHING FOR THAT FOR QUITE SOMETIME. IT HAS BEEN CALLED TO OUR ATTENTION IN SEVERAL DIFFERENT AREAS BY SEVERAL DIFFERENT MEMBERS OF COMMITTEES AND RESIDENTS AS WELL THAT, THAT DURING THE TIME THAT THE CAUSEWAY HAS BEEN CLOSED TO, TO MOTORIZED WATERCRAFT LAUNCHING, THERE HAS BEEN A RESURGE RESURF SEAGRASS, THE NATIVE WILDLIFE IN THAT AREA. THE PARDONING ISSUES ARE NO LONGER THERE. THE TRASH ISSUES ARE NO LONGER THERE, AND ALL THOSE TYPES OF THINGS ON THE CAUSEWAY. WE RECEIVED ON DECEMBER 9th OF 2025 A MEMO FROM THE CAUSEWAY AND COASTAL WATERWAYS COMMITTEE A VERY WELL THOUGHT OUT MEMO, REQUESTING THAT THE CITY TAKE ACTION PERTAINING TO THE CAUSEWAY AS FAR AS LAUNCHING OF MOTORIZED VEHICLES OFF THE SOUTH SIDE OF THE CAUSEWAY. WE HAVE DONE OUR RESEARCH IN THE INTERVENING PERIOD GIVEN THE CAUSEWAY WAS CLOSED AT THAT POINT, IT GAVE SOME TIME TO DO OUR RESEARCH. WE'VE BEEN TALKING TO PINELLAS COUNTY. IT IS UNDER THE JURISDICTION OF PINELLAS COUNTY, AND SO WE'VE HAD SEVERAL E-MAILS BACK AND FORTH. WE WANTED TO BE SURE THAT THIS WOULD BE THE CITY'S CALL, WHETHER OR NOT TO PERMIT LAUNCHING MOTORIZED WATERCRAFT OFF OF THE SOUTH SIDE OF THE CAUSEWAY, AND IN FACT, IT IS OUR CALL. THEY HAVE GIVEN US THAT AUTHORITY TO MAKE THAT CALL. THE, AND WE HAVE THAT IN WRITING AS WELL FROM MR. TOM WASHBURN WHO IS THEIR COUNTY ENGINEER SO WE'RE GRATEFUL FOR THAT. I JUST WANT TO CUT TO THE CHASE THIS MORNING. WHAT WE'RE ASKING AFTER WE DO STAFF'S PRESENTATION AND THE RESEARCH THAT WE'VE DONE, SOME OF THE INPUT THAT WE RECEIVED FROM BOARDS AND COMMITTEES, RESIDENTS AND SPECIFICALLY THE COASTAL CAUSEWAY AND COASTAL WATERWAYS COMMITTEE, WE'RE GOING TO ASK YOU FOR CONSENSUS DIRECTION TO ALLOW STAFF TO WORK WITH THE CITY ATTORNEY TO DRAFT AN ORDINANCE WHICH WOULD PROHIBIT LAUNCHING MOTORIZED WARCRAFT FROM THE WAS KAY. THIS WOULD NOT PROHIBIT MOTORIZED WATERCRAFT IN THE INTERCOASTAL OR THE SOUND BECAUSE THAT IS UNDER THE JURISDICTION OF THE FWC, AND THE STATE. SO WE'RE TALKING ABOUT SPECIFICALLY ABOUT LAUNCHING MOTORIZED WATERCRAFT OFF OF THE CAUSEWAY. AND I HAVE A NUMBER OF STAFF HERE. WE ALL WORKED ON THIS TOGETHER AFTER SEVERAL MEETINGS, INCLUDING OUR FIRE CHIEF AND WE'RE GOING TO DO A PRESENTATION FOR YOU AND THEN ASK YOUR QUESTIONS AND THEN CONSENSUS DIRECTION, THANK YOU, MAYOR. >> MAYOR FREANEY: OKAY, SO WE GO TO STAFF PRESENTATION. WHO'S TAKING THE LEAD? >>> GOOD MORNING, MAYOR AND COMMISSIONERS, NICOLE DELFINO. >> YOU'RE SUPPOSED TO BE IN TALLAHASSEE, AREN'T YOU, PROTECTING OUR TAX MONEY? >> WE WILL TALK ABOUT THAT LATER. >> MAYOR FREANEY: YES, WE ARE. GO AHEAD. >> IT'S ACTUALLY A JOINT PRESENTATION, BUT I'M KICKING US OFF WITH THE FIRST COUPLE OF SLIDES. HERE TO GO THROUGH KIND OF SOME OF THE HISTORY AND THE BACKGROUND. AS FAR AS THE REST OF THE AGENDA, TONY WILL, OUR PARKS AND REC DIRECTOR WILL TALK ABOUT THE ENVIRONMENT, THE CURRENT ENVIRONMENT, JORGE WILL ALSO TALK ABOUT THE COUNTY ORDINANCE, AND THEN THE PINELLAS COUNTY SUPPORT, AND THEN WE'LL LOOK AT THOSE RECOMMENDATIONS. SO REALLY QUICKLY, OBVIOUSLY THERE IS A LOT OF HISTORY WHEN IT COMES TO THE DUNEDIN CAUSEWAY. IT WAS BUILT IN 1963. TYPICALLY IT'S OPEN FOR RECINVESTIGATIONAL ACTIVITIES FROM 5:00 TO 11:00, ALTHOUGH THERE ARE SOME CAVEATS WITH THAT. IN THE NIEBTS, THE CITY COMMISSION -- 90s THE CITY COMMISSION DID BAN TENTATIVELY AS IT WAS IN THE TAMPA BAY TIMES ARTICLE LAUNCHING OR RETRIEVING MOTORIZED VEHICLES FROM THE CAUSEWAY. ALSO IN THE 90s THERE WERE SOME ADDITIONAL ORDINANCES PASSED, BOTH IN JUNE OF 1990 AND THEN IN 1992 WHICH IT APPEARS AS IF THE MAP WHICH WE'LL TALK ABOUT A LITTLE BIT LATER WAS ADD IN THAT 1992 ORDINANCE. THERE WERE A SERIES OF STUDIES FROM 2005, THE CAUSEWAY MASTER PLAN, 2012, THE CORRIDOR STUDY, AND THEN MOVERRING FORWARD THROUGH THAT 2013 THE WATERFRONT TASK FORCE REPORT. IN 2019, AND JORGE WILL GO INTO A LITTLE BIT MORE DETAIL ON THIS, THE COUNTY PASSED ORDINANCE 1929, WHICH RESTRICTED USAGE SPECIFICALLY ON THE NORTH SIDE OF THE CAUSEWAY. OBVIOUSLY WE ALL KNOW WHERE WE'RE AT NOW SINCE 2024, THE SOUTH SIDE HAS BEEN CLOSED DUE TO THE STORM DAMAGE AND THE EROSION THERE, IN 2025, WE HAD THE PINELLAS COUNTY COME AND DO A PRESENTATION TO COMMISSION IN REGARDS TO THE CIRCULATION AND ACCESS AS FAR AS SAFETY GOES, WHICH WAS THEN IMPLEMENTED, AND THEN TAKES US TO TODAY, WHICH IS WHERE WE'RE SEEING THAT BEACH RENOURISHMENT AND EROSION CONTROL WHILE THE COUNTY'S WEB SITE STATES THAT IT'S EXPECTED TO BE COMPLETE IN DECEMBER OF 2026, WE BELIEVE IT'LL BE A LITTLE EARLIER THAN THAT. SO WITH THAT I WILL PASS IT TO TONY. >> MAYOR FREANEY: YEAH, I'M JUST GOING TO JUMP IN SO WE DON'T BOG DOWN ON THAT, BUT AT SOME -- YOU'RE GOING TO UPDATE US ON THAT DURING THIS? OKAY, GOOD, WHAT'S GOING TO HAPPEN OUT THERE. OKAY. GOOD. SORRY. >> GOOD MORNING, COMMISSION. MAYOR, MEMBERS OF THE PUBLIC, TONY MOLLKY, PARKS AND RECREATION DIRECTOR. WANT TO PROVIDE A LITTLE BIT OF AN OVERVIEW ABOUT THE, THE USE OUT THERE NOW AND THE APPLICABLE COAZ. CURRENTLY AS YOU CAN SEE ON THE PRESENT OPTION, THERE IS THE MAP THAT IS TAKEN DIRECTLY FROM THE CITY CODE FROM THE ORDINANCE THAT WAS ORIGINALLY PASSED. CLEARLY -- EXCUSE ME. CLEARLY IDENTIFIES THREE MAIN AREAS OF THE SOUTH SIDE OF THE CAUSEWAY. IT'S DIVIDED INTO AN AREA THAT HAS NO WATERCRAFT WHATSOEVER, ANOTHER AREA THAT ALLOWS FOR NONMOTORIZED WATERCRAFT, AND THEN THE AREA THAT IS JUST WET OF THE DRAWBRAGE DRAW BRIDGE IN MOTORIZED WATERCRAFT SO THAT'S IN BETWEEN THE CHANNEL AND THE LAND AREA. THE CODE ON THIS IS THAT ESSENTIALLY IT'S ILLEGAL TO OPERATE A VESSEL WITHIN THESE AREAS THAT DOESN'T CONFORM TO THOSE RULES ON THAT MAP. THE AREA IS VERY BUSY IF ANYBODY'S EVER BEEN OUT THERE ON A WEEKEND, VERY CONGESTED, MULTIPLE USES, MULTIPLE CONFLICTS ON THAT, AND ESSENTIALLY YOU DON'T SEE ANYTHING ON THE NORTH SIDE BECAUSE THE COUNTY MADE THE DECISION BACK IN THE 90s TO, TO FOREGO HAVING ANY OF THOSE TYPES OF ACTIVITIES SO THEY LIMITED KIND OF THE USES TO KIND OF PREVENT THE CONFLICTS, AND SOME OF THE DAMAGES, WHICH WE'LL GO INTO. AGAIN, HERE'S THE GRAPHIC THAT'S OUT THERE ON THE SIGNS NOW THAT'S POSTED ALONG THE NORTH SIDE, THE COUNTY SIGNS. ONE THING TO KIND OF REALLY% POINT OUT THERE IS THERE IS NO PAVED RAMPS. THIS IS NOT AN IMPROVED BOAT LAUNCH. THIS IS NOT ANY KIND OF INFRASTRUCTURE THAT'S BEEN PROVIDED OUT THERE TO ALLOW FOR THIS ACTIVITY. IT IS RIGHT FROM THE SHORE AND THAT DOES HAVE SOME, SOME IMPACTS OF THAT. THIS GOES INTO THE COUNTY ORDINANCE THAT WAS PASSED AND IT'S REFERENCED ON THE SIGNS OUT THERE. THE FIRST SECTION KIND OF DEALS WITH HORSES MOSTLY AND THE DAMAGES TO SEAGRASS. THE SECOND IS ESSENTIALLY POINTING ANY KIND OF ACTIVITY OUT THERE SHOULD NOT DAMAGE THE SEEGRY AND -- SEAGRASS. THAT'S COUNTY-WIDE NOT JUST SPECIFIC TO THE CAUSEWAY. AND THEN WE GET INTO THE BENEFITS TO THE ENVIRONMENT, AND THIS REALLY KICKED OFF, THIS WAS A LONG-TERM CONVERSATION FROM MY RESEARCH INTO THE HISTORY OF ALL THE PLANNING FOR THE WATERFRONT AND THE CAUSEWAY SPECIFICALLY. THAT THIS DISCUSSION HAS BEEN ONGOING FOR YEARS. AND THE DUNEDIN COASTAL AND CAUSEWAY -- CAUSEWAY WATERWAYS COMMITTEE, I'M SORRY, CAUSEWAY AND COASTAL WATERWAYS COMMITTEE, ISSUED THE LETTER IN DECEMBER TO REALLY OUTLINE THE RECOMMENDATIONS AND PROVIDE THAT TO US WHICH KIND OF KICKED OFF OUR DEEPER DIVE INTO THIS ISSUE. LOOKING AT THEIR CONCERNS AND GOING A LITTLE BIT DEEPER I WILL KIND OF REITERATE, SHORELINE LAUNCHING HAS A LOT OF NEGATIVE EFFECTS ON THE ENVIRONMENT JUST BEYOND THE SEAGRASS. IT ENCOURAGES BANK SCOURING, IT HAS BOTTOM DISTURBANCE WHICH IS VERY GERMANE TO SEAGRASS HEALTH, WITH PROP SCARRING AS WELL AS JET WASH THAT CAN, CAN DAMAGE THOSE BEDS FOR YEARS. CAN TAKE 10 YEARS FOR BOAT SCARRING FOR RECOVER IN A SEAGRASS BED. AND THOSE SEAGRASS BEDS ARE VITAL HABITAT FOR THE FLORA AND FAUNA OF THE SOUND AND THE WATERWAY ITSELF. THAT BOTTOM DISTURBANCE ALSO KICKS UP SEDIMENT. INCREASES THE TURBIDITY OF THAT WATER, SO SUNLIGHT CAN'T PENETRATE, AND THEN NUTRIENT LOADING WHEN YOU'RE KICKING UFTHINGS OFF THE BED OF THE BAY THERE, YOU'RE GOING TO GET MORE NUTRIENTS INTO THE WATER AS WELL AS CHEMICAL POLLUTION FROM VEHICLES COMING DOWN TO THE WATER'S EDGE. IF A REDUCTION OF VEHICLE INTERACTION WITH THE WATER WOULD HAVE A NET POSITIVE IMPACT OF FUELS AND OTHER MATERIALS GETTING INTO THE WATER. AND MOVING ON, THE CONTINUOUS NOISE, WAVE ACTION, AND OTHER EFFECTS HAS A PROFOUND IMPACT ON WILDLIFE OUT THERE, NOT ONLY THE TURTLES, THE DOLPHINS, THE MANATEES BUT ALSO THE BIRDS AND OTHER ANIMALS THAT FREQUENT THAT AREA. SOME OF WHICH ARE THREATENED. AND THEN JUST LOOKING AT THE MULTIPLE USES OUT ON THE CAUSEWAY, ANYTHING TO DO TO REDUCE CONGESTION TO REDUCE USE IMPACT, EVEN THE COUNTY'S COME BACK AND BEEN VERY SUPPORTIVE OF AN EFFORT TO MAKE THIS RESTRICTION AND ITS PROPOSED DOING SOME OTHER IMPROVEMENTS TO HELP THE NATURAL AREA OUT THERE AND IMPROVE THE RECREATION ENVIRONMENT. BECAUSE THIS ISN'T JUST A PLACE FOR BOATING. IT'S A TRAIL CONNECTION FROM THE ISLAND TO THE PINELLAS TRAIL. IT IS AN AREA FOR PEOPLE TO JUST GO OUT AND ENJOY GETTING OUT OF THE CITY A LITTLE BIT. WATERFRONT ACCESS IS GOLD AS YOU KNOW, AND IT'S BEEN 20 MONTHS. THERE IS STILL JETSKIES OUT THERE. THERE ARE STILL PLACES FOR PEOPLE TO GO AND ACCESS THE WATER FOR THAT TYPE OF USE. BUT LIKE I SAID, I'LL CIRCLE BACK. THIS IS NOT AN IMPROVED SPACE FOR BOAT LAUNCHING. THIS IS A SHORE. IF YOU GO OUT THERE YOU WILL SEE JET SKI TRAILERS OR OTHER PERM WATERCRAFT OR OTHER SMALL WATERCRAFT WITH MOTORS LINED UP SIDE TO SIDE TO SIDE ALL ALONG THE SHORE AND ON BOTH SIDES. SO IT'S, IT'S KIND OF A FREE FOR ALL. SO MENTIONED THE CAUSEWAY COMMITTEE TO START OUT INITIATAL THIS BUT WE'VE HAD A LOT OF FEEDBACK FROM OTHER COMMITTEES AND OTHER MEMBERS OF THE COMMUNITY. SOME MAY HAVE REACHED OUT, SOME ARE HERE TODAY HOPEFULLY TO SPEAK ON THEIR VIEWS ON THIS, BUT JUST WANTED TO HIGHLIGHT THERE HAS BEEN A LOT OF SUPPORT FOR THIS EFFORT. >> GOOD MORNING, MICHAEL AN GOINGA, FIRE CHIEF. SO WHEN WE LOOKED AT SAFETY ISSUES OUT HERE, CAUSEWAY -- A LOT OF THAT IS DRIVEN BY THE BOAT TRAFFIC AND THE, THE JET SKIS WHEN THEY WERE OUT THERE. SO THE HIGHLIGHT OF THIS IS THAT WE HAVE HAD TWO FATAL ACCIDENTS SINCE 2020. MAY 1st OR MAY OF '21, A PERSONAL WATERCRAFT STRUCK THE REAR OF A RECREATIONAL BOAT NEAR THE CAUSEWAY, AND IN THE SECOND OCCURRED IN MARCH OF '24 WHEN A PERSONAL WATERCRAFT RAN AGROUND ON A SAND BAR NEAR HURRICANE PASS AND EJECTED THE OPERATOR AND WAS LATER PRONOUNCED DEAD SO IT IS DEFINITELY A, AN AREA OF CONCERN FOR PUBLIC SAFETY. WE RUN A SIGNIFICANT AMOUNT OF WATER RESCUES PRETTY MUCHLIFE OUR WATER RES-- MUCH ALL OF OUR WATER RESCUE CALLS ARE IN THAT GENERAL AREA, AND A LOT OF THE CALL VOLUME SO YOU LOOK AT SOME OF OF OUR, THE CALLS UP THERE, LIKE ESPECIALLY WITH THE TRAUMATIC INJURIES, IT'S VERY DIFFICULT TO A LOT OF TIMES THESE CALLS WILL COME IN IT DOESN'T COME IN AS A JET SKI ACCIDENT BUT IT'S AN INJURY DUE TO SOMETHING THAT HAPPENED ON A JET SKI. SO THERE IS THIS IS DEFINITELY AN AREA OF CONCERN FOR US. >> GOOD MORNING, AGAIN, TERESA SMALLING, CITY'S LIAISON TO THE PINELLAS COUNTY SHERIFF'S OFFICE. WE HAD REQUESTED A REPORT FROM THE SHERIFF'S OFFICE DATING FROM THE PERIOD BEFORE THE STORMS AND THEN THE PERIOD UP THROUGH AT THE TIME APRIL 30th OF THIS YEAR. AS YOU CAN SEE FROM THE NISOPSIS, THERE ARE OVER 13, ALMOST 14,000 CALLS WITH 80 BEING JET SKI RELATED. THERE IS, YOU'LL SEE A CONSTANT DESCRIPTION OF ON PLANE AND WHAT THAT MEANS IS THAT THE JETT SKI IS BASICALLY SPEEDING THROUGH A NO WAKE ZONE, SO IT'S, IT'S ENPLAIN MEANING THERE IS ONLY A SMALL PORTION THAT'S ACTUALLY BELOW THE WATER, SO OF COURSE YOU KNOWINARY SPOUT ESED TO SPEED -- YOU'RE NOT SUPPOSED TO SPEED IN THE MIDDLE OF A NO WAKE ZONE, AND THEN THIS IS ONLY A SYNOPSIS. I THINK YOU MAY HAVE THE FULL PAGE BEFORE THE CLOSURE IN 2024, THE SPEED -- IT WAS MOSTLY SPEEDING IN THE NO WAKE ZONE. SINCE THE CLOSURE, MOST OF THE CALLS HAVE BEEN FOR JET SKIS ATTEMPTING TO LAUNCH IN THE CLOSED AREA OR OTHER UNAUTHORIZED AREAS. THANK YOU. >> GOOD MORNING, JORGE QUINTAS, DEPUTY CITY MANAGER. I'M GOING TO GO OVER AFTER THIS SLIDE SOME OF THE HIGHLIGHTS THAT TONY TOUCHED ON ON THE ORDINANCE AND HE KIND OF ROBBED MY THUND THERE ARE. I'LL GO OVER THAT, BUT MY MAIN HIGHLIGHTS HERE HAVE TO DO WITH THE COORDINATION THAT WE'VE BEEN DOING WITH THE COUNTY PROBABLY FOR THE LAST TWO MONTHS I ACTUALLY SPOKE TO TOM WASHBURN AS LATE AS YESTERDAY AFTERNOON TO MAKE SURE THAT WE HAD AN UPDATE ON THEIR EFFORTS OUT ON THE CAUSEWAY, BUT ESSENTIALLY WE REACHED OUT TO TOM AND HE COORDINATED AND CONSULTED WITH KELLY LEVY THE PUBLIC WORKS DIRECTOR, WITH RESPECT TO THEIR POSITION AND THE ACTIONS THAT THEY'VE TAKEN ON THE NORTH SIDE OF THE CAUSEWAY, AND ESSENTIALLY ASKED IF THEY WOULD BE SUPPORTIVE OF A SIMILAR RESTRICTION ON THE SOUTH SIDE ACKNOWLEDGING THAT THAT RESPONSIBILITY AND THAT AUTHORITY FALLS ON THE CITY BUT WE ASKED WOULD THEY SUPPORT A SIMILAR POSITION, AND THEY INDICATED THEY WOULD. AND THEY IN ADDITION THEY ALSO WOULD BE SUPPORTIVE OF SOME KIND OF A LIVING SHORELINE RESTORATION IN CERTAIN AREAS OF THE SOUTH SIDE AND MIGHT SMAIK SOME FUND -- MAKE SOME FUNDING AVAILABLE FOR THAT AND RESTRICTING ACCESS IF THAT IS THE COMMISSION'S DIRECTION MOVING FORWARD. SO THOSE ARE THE COORDINATION EFFORTS THAT WE'VE BEEN TAKING WITH THE COUNTY AS WE WERE PREPARING THIS PRESENTATION, AND YESTERDAY AFTERNOON BASED ON SOME INQUIRIES MADE BY THE MAYOR, I REACHED OUT AGAIN TO TOM AND HE'S ACTUALLY WATCHING, HE SAID HE WOULD BE SO I'M SURE HE'S GOING TO RELAY THOSE COMMENTS ABOUT THE PINELLAS TRAIL AS WELL. WE'RE OFFERED EARLIER. >> TWO FOR ONE. >> SO LISTEN UP, TOM. SO WITH RE SPECT TO THE NORTH SIDE, THE PILOT PROJECT THAT THEY'VE DONE THERE, HE DID INDICATE THAT, YOU KNOW OBVIOUSIOUSLY A LOT OF THEIR -- IT'S ALL BEEN WITH SIGNAGE BECAUSE YOU CAN'T PUT PAVEMENT MARKINGS DOWN ON SHELL IT JUST WON'T -- SHALE IT JUST WON'T LAST BUT HE SAYS IN THEIR COORDINATION AND THEIR INTERACTION WITH THE SHERIFF'S OFFICE, THEY BELIEVE IT'S BEEN RELATIVELY SUCCESSFUL. THERE HAVE BEEN MINIMAL ISSUES WITH COMPLIANCE, SO THEY'RE PLEASED WITH THE OUTCOME OF THE PILOT PROJECT THAT THEY'VE BEEN DOING ON THE NORTH SIDE HE ACKNOWLEDGES THAT THE SOUTH SIDE, YOU KNOW, AS YOU MAY RECALL HE'S COME AND PRESENTED TO THE COMMISSION ON MULL PENALTY OCCASIONS -- MULTIPLE OCCASIONS AND HE IS WILLING TO DO SO AGAIN IN THE FUTURE DEPENDING ON WHAT DECISIONS ARE MADE HERE AND WHAT DIRECTION STAFF HAS PROVIDED TO MOVE FORWARD, BUT HE INDICATED THAT THEY WILL MAKE NO CHANGES ON THE SOUTH SIDE WITHOUT COORDINATING WITH THE CITY FIRST. HE'LL COME AND PRESENT, AND THEY WANT TO WORK IN CONCERT WITH US IN A COLLABORATION TO COME UP WITH AN APPROACH THAT WOULD BE BENEFICIAL TO BOTH AGENCIES. SO THAT'S THEIR, THEIR UPDATE IN THAT REGARD. AS NICOLE MENTIONED, THEY ARE A BIT AHEAD OF SCHEDULE, AND THEY HOPE TO PROBABLY BE DONE WITH THE SOUTH SIDE GRADING EFFORTS WITHIN THE NEXT FOUR TO SIX WEEKS BUT THEY WILL MAINTAIN THE AREA RESTRICTED UNTIL A DECISION IS MADE TO MOVE FORWARD AND WE COME UP WITH A PLAN GOING FORWARD. SO THAT'S ESSENTIALLY A RECAP OF THAT SLIDE AND AS TONY MENTIONED IN EXCERPTS FROM THE ORDINANCE, I WON'T READ ALL OF IT BUT THE UNDERLYING PART I THINK AS HE MENTIONED BEFORE, YOU KNOW, THE COUNTY COMMISSION, THE BOARD ADOPTED THIS ORDINANCE BECAUSE THEY, THEY RECOGNIZED THE IMPORTANCE OF AQUATIC PRESERVE SYSTEM AND HOW CRITICAL IT IS TO THE ENVIRONMENT RECREATION AND ECONOMY. AND THAT ORDINANCE APPLIES COUNTY-WIDE NOT JUST ON THE CAUSEWAY. BUT IN ADDITION TO THE REFERENCES TO EQUINE RIDING AND RESTRICTIONS SLINGSED WITH THAT, THE BOARD RECOGNIZES THAT IT'S NOT JUST EQUINE RIDING. THAT'S EXCLUSIVE TO POSSIBLE DAMAGE TO SEAGRASSES WITHIN THE EQUATIC PRESERVE. THAT ADDITIONAL 70 SUCH AS DREDGING OR CARELESS VESSEL OPERATION ALSO POSES A THAT, THOSE ENVIRONMENTAL AREAS. AND OBVIOUSLY THEIR INTEREST IS IN PRESERVING THE AQUATICS AREA GOING FORWARD FOR ADDITIONAL GENERATIONS TO COME. SO THAT'S REALLY THE RECAP OF THESE NEXT TWO SLIDES. I CAN CERTAINLY READ THEM TO YOU BUT I DON'T THINK YOU WANT THAT. >> THANK YOU, JORGE. [LAUGHTER] I DID WANT TO JUST REALLY QUICKLY I KNOW YOU KNOW JORGE -- >> BRIEF AND BRILLIANT. >> JORGE HAS AND TONY BOTH MENTIONED THIS. BUT THAT ORDINANCE ST. IS APPLICABLE TO THE ENTIRE BLUE AREA YOU SEE ON THIS MAP WHICH IS THE AQUATIC PRESERVE IDENTIFIED IN THAT PINELLAS COUNTY ORDINANCE. AS FAR AS NEXT STEPS GO, YOU ALL ARE VERY FAMILIAR WITH ORDINANCE REVIEW PROCESS. IN ORDER TO PUT SOMETHING FORWARD BEFORE YOU, WE'LL WORK WITH OUR ATTORNEY IN ORDER TO PREPARE THAT DRAFT ORDINANCE LANGUAGE. WHICH WE PUT A LITTLE BIT OF A TIMELINE ON HERE. IT REQUIRES ADVERTISING FOR A MINIMUM OF SEVEN DAYS BEFORE WE GET THAT ON A MEETING IN THE FUTURE. THAT WOULD ADDRESS THEN THE FIRST READING OF THE ORDINANCE. IT WOULD REQUIRE A SECOND READING WHICH WOULD AGAIN WOULD HAVE AN ADVERTISING PERIOD AS WELL. AND THEN JUST AS A, AN FYI I SUPPOSE, WE DID TAKE A LOOK AT WHERE WE'RE SITUATED OR WHERE THE CAUSEWAY IS SITUATE IN RELATION TO A NUMBER OF OTHER PUBLIC, I THINK THERE IS A PRIVATE ONE ON THIS LIST AS WELL BUT PUBLIC AND PRIVATE LAUNCHING OPPORTUNITIES THAT ARE VERY NEARBY, SOME WITHIN JUST A HAND, YOU KNOW TWO MILES AND INCLUDED BOTH THE DISTANCE FROM THE CAUSEWAY AND THE FROM THE MARINA JUST AS A REFERENCE POINT TO EACH OF THOSE BOAT LAUNCHING OPPORTUNITIES. >> SO MAYOR AS I SAID, STAFF'S RECOMMENDATION IS THAT THE CITY COMMISSION MOVE FORWARD WITH AMENDING ORDINANCE 14-21 SECTION 54-32 TO PREVENT LAUNCHING OF MOLTERIZED WATERCRAFT ALONG THE DUNEDIN CAUSEWAY. I HAVE HAD DISCUSSIONS WITH THE CITY ATTORNEY. IT'S NECESSARY TO ADOPT THAT BY ORDINANCE SO IT'S ENFORCEABLE BY THE PINELLAS COUNTY SHERIFF'S OFFICE. SO AS MEMBERS OF STAFF WOULD SAY, THIS EFFORT REALLY CHECKS ALL THE BOXES. IT MEETS MANY OF THE ELEMENTS OF OUR STRATEGIC PLAN. AND THAT WAS ADOPTED AFTER MANY MONTHS OF PUBLIC INPUT. OUR MIGZ VISION FOR THE CITY OF -- OUR VISION OF THE CITY OF DUNEDIN IS TO CULTIVATE A VIBRANT -- CHAMPION SUSTAINABILITY AND FOSTERS A SAFE ENVIRONMENT. AND OUR MISSION IS TO IMPROVE THE QUALITY OF LIFE FOR ALL BY LISTENING TO THE VOICES OF OUR CITIZENS AND PROVIDING QUALITY SERVICES THROUGH RESPONSIBLE FINANCIAL STEWARDSHIP AND SO WE ARE LISTENING TO THE VOICES OF OUR COMMUNITY. I THINK THAT RESTRICTING ACCESS TO THE CAUSEWAY IS MUCH MORE REFLECTIVE OF DUNEDIN AND WHO WE ARE AND THE QUIET PEACEFUL ENVIRONMENT IN THAT AREA. IT ALSO MEETS STRATEGIC THEMES UNDER ENVIRONMENTAL, RESILIENCY AND SUSTAINABILITY AND ALSO COMMUNITY AMENITIES. SO THANK YOU VERY MUCH, MAYOR. >> SO BEFORE I DO QUESTIONS, SO WE'RE FRAUGHT GOING TO HEAR FROM OUR -- NOT GOING TO HEAR FROM OUR ENVIRONMENTAL GURU NATALIE ABOUT THIS AT ALL OR? >> NO. NO. I'M SURE SHE SUPPORTS IT. [LAUGHTER] >> WOULD YOU LIKE TO SAY ANYTHING ABOUT IT? ARE YOU GOOD? [LAUGHTER] OKAY. ALL RIGHT, I'LL GO FOR QUESTIONS. I'LL START WITH COMMISSIONER GOW. >> THANK YOU. THANK YOU, MAYOR. TONY, YOU TALKED A LOT ABOUT SCARRING AND WHAT IT DOES TO SEA BEDS AND ANYBODY HASN'T SEEN IT, IT REALLY DOES TAKE ABOUT 10 YEARS FOR SEAGRASS TO RECOVER OR THE BED TO RECOVER. IS THERE ANY DATA ON HOW MUCH OF THAT DAMAGE IS CAUSED BY PROP BOATS VERSUS JET SKIS? THAT DON'T HAVE A TRADITIONAL PROP. >> AGYS I WILL JUMP IN AND -- APOLOGIES, I WILL JUMP IN AND WE DID RECRUIT NATALIE FOR REACHING OUT TO A LOT OF OF OUR ENVIRONMENTAL GROUPS WHICH DID INCLUDE THE TAMPA BAY ESTUARY. THEY PROVIDED ACTUALLY A VERY SIGNIFICANT STUDY WHICH I'M HAPPY TO FORWARD TO YOU WHICH THROUGH DRONE FOOTAGE PROVIDED THIS VERY EXTENSIVE REPORT AS FAR AS IDENTIFYING SCARRING AND THEN DISCUSSING ALL THOSE IMPACTS, WHICH IS PART OF THE REASON WHY THEY HAD WRITTEN A LETTER OF SUPPORT AS FAR AS BEING ABLE TO HAVE THAT SEAGRASS RECOVERY YOU KNOW IN THE CAUSEWAY AND HOW IMPORTANT IT IS TO THE ENVIRONMENT. SO I WILL, I'M HAPPY TO SEND THAT ALONG AND TONY CAN ADD AS WELL. >> YEP. >> I FOUND A LOT OF STUDIES ON THIS. DAY, SOME OF IT IS JUST KIND OF THE PRACTICE AND WHAT THE IMPACTS OF THE DIFFERENT VESSEL TYPES CAN IMPACT ON THIS, BUT I THINK WHAT NICOLE HAS FOUND IS MORE QUANTIFABLE AND LIKE PROGRESSIVE TYPE ELEMENTS, BUTI DO HAVE SOME RESOURCES I CAN PROVIDE TO THAT. >> THANK YOU. THANK YOU, AND I SHOULD APPRECIATE GETTING THAT SO THANK YOU. PEOPLE MOVE HERE FOR A VARIETY OF REASONS, CERTAINLY AT THE TOP OF THAT LIST ARE, IS OUR ABILITY TO ENJOY THE WATER AND LIVE ON THE GULF AND THE FREEDOMS OF BEING AN AMERICAN IS I CAN KIND OF DO WHAT I WANT UNLESS LAWS TELL ME I CAN'T TYPE OF THING, AND SO IF WE'RE GOING TO SAY NO TO THE, TO THE JET SKI OWNERS THAT CURRENTLY ENJOY LAUNCHING THEIR, WHAT'S THE EXPECTATION OF, IF WE'RE GOING TO TAKE SOMETHING AWAY FROM THEM, WHAT FOLLOWS? WHAT CAN WE TELL THEM? WHERE ARE THEY GOING TO GO, WHAT ARE THOSE OPTIONS? >> COMMISSIONER, IF I COULD,. >> YES. >> THEY CAN JUST -- >> EVERYBODY. >> THEY CAN DRIVE RIGHT DOWN THE ROAD TO SEMINOLE BOAT RATCH AND LAUNCH THERE WHICH IS A GOOD, FIVE, 10 MINUTES AWAY. >> EVEN DUNEDIN RESIDENTS? >> ANYONE CAN USE IT. >> YES. MAYOR, MAY I? >> SURE. >> I THINK IT'S ALSO IMPORTANT THAT WE TALK ABOUT MOTORIZED WATERCRAFT. AND NOT JUST JET SKIS. RIGHT? I MEAN, THEY ARE THE MOST VISIBLE, BUT IT IS ALL MOTORIZED WATERCRAFT SO WHEN WE'RE REVIEWING THE IMPACT OF THIS AMENDMENT, I THINK THAT YOU'RE GOING TO HEAR FROM SOME FOLKS DOING FISHING WITH CANOES WITH A LITTLE MOTOR ON IT AND THAT TYPE OF THING AS WELL SO THEY ARE LAUNCHING. >> THANK YOU. THANK YOU, MAYOR. THOSE ARE ALL MY QUESTIONS. >> MAYOR FREANEY: OKAY. COMMISSIONER DUGARD, QUESTIONS. >> THANK YOU, MAYOR. DO WE HAVE ANY IDEA HOW MANY JET SKI OWNERS THERE ARE IN DUNEDIN? ANY INVENT ON IN ORTHAN AT ALL -- INVENTORY ON THAT? >> NO, WE TALKED ABOUT THAT. WE COULDN'T QUANTIFY THAT AT ALL. >> ALL RIGHT AND WE'VE HAD THE NORTHSIDE RESTRICTIONS SINCE THE CAUSEWAY WAS BUILT, IS THAT CORRECT? >> 2019. >> I BELIEVE, 2019 ON THAT? 2019 WAS WHEN THAT ORDINANCE WAS PASSED I BELIEVE. THE RESTRICTION GOES BACK TO THE 90s THOUGH ACCORDING TO TOM. >> OKAY. ALL RIGHT. HOW WILL THIS BE ENFORCED? >> SO THE PINELLAS COUNTY SHERIFF'S OFFICE WILL ENFORCE AS THEY ARE NOW, YOU KNOW, YOU SEE ON THE LIST WE GAVE YOU FROM THE SHERIFF'S OFFICE, A LOT OF LAUNCHING IN AREAS THAT ARE PROHIBITED SO THEY WILL BE ON THE CAUSEWAY AS THEY ARE, AND WE ARE TALKING TO THEM AS WELL ABOUT THIS ORDINANCE. >> WALK ME THROUGH A SCENARIO WHERE SOMEONE ATTEMPTS TO LAUNCH. >> THEY TYPICALLY DO A WARNING FIRST. AS YOU KNOW THEY'RE POLICY IN PRETTY MUCH ALL MATTERS IS A WARNING FIRST. AND THEN I WOULD ASSUME THAT THEY WOULD MOVE TO CITATION BUT WE CAN GIVE YOU AN EXACT STEP BY STEP WHEN WE GET TO FIRST READING AS WELL. >> HAVE WE RECEIVED ANY CALLS FOR OPENING TO MOTORIZED CRAFT? >> I HAVE PERSONALLY NOT. >> ANYBODY ELSE IN THE CITY? >> WE HAVE NOT RECEIVED ANYTHING THROUGH THE CITY COMMISSION OR THAT I KNOW OF THROUGH THE CITY MANAGER'S OFFICE. I DO ANTICIPATE THAT WE WILL GET PUSHBACK. YES. >> THANK YOU, MAYOR. THAT'S ALL I HAVE. >> OKAY. THANK YOU. VICE MAYOR. QUESTIONS. >> SO I'M VERY FAMILIAR WITH THESE ISSUES, AND SPENT A LOT OF TIME OUT THERE. I REALLY DON'T HAVE ANY QUESTIONS, BUT I DO HAVE SOME COMMENTS. >> OKAY, THANK YOU, QUESTIONS, COMMISSIONER SANDBERGEN. >> YES, I DO. ON THAT, NOW THE PRESENTATION I GUESS IT WAS EXHIBIT A, MAP NUMBER 5 OF 18. SOUTH SIDE CURRENT ENVIRONMENT. IS THAT TODAY, IS THAT WHAT WE HAVE OUT THERE AT THIS TIME? >> IT IS WHAT IS OUT THERE AT THIS TIME EXCEPT IT'S THE MOTORIZED AREAS HAS BEEN BLOCKED OFF SINCE THE STORM SO THAT AREA IS NOT OPERATIONAL. >> OKAY. LET ME GO BACK TO MY QUESTIONS. THAT'S REALLY CHANGED. I REMEMBER BACK IN THE 1980s BONFIRES OUT THERE. [LAUGHTER] I'M NOT THE ONLY ONE THAT REMEMBERS THAT. AND I'VE BEEN PART OF THAT GROUP THAT'S LAUNCHED JET SKIS AND I KNOW IT'S A MESS. [LAUGHTER] FIRST I DO APPRECIATE BECAUSE I BROUGHT THIS UP YESTERDAY ABOUT OUR COMMITTEE INPUT. THAT WAS WELL WRITTEN AND I WAS HOPING THAT WE WOULD GET SOMETHING TO HEAR FROM OUR DUNEDIN COMMITTEES. ALSO IN THE NICOLE REALLY GOING ABOVE AND BEYOND THE CALL OF DUTY TO GET THE LOCAL AND NEARBY LAUNCH SITES BECAUSE THIS WILL BE, THIS WILL BE A REAL HIT TO THESE FOLKS THAT ARE PLANNING ON DOING THIS. WILL WE HAVE AN AREA THEN AND I KNOW WE TALKED ABOUT MOTORIZED AND I KNOW IT'S NOT JUST JET SKIS, FOLKS CAN LAUNCH THEIR KAYAKS, THEIR CANOES, THEY WILL STILL BE ABLE TO LAUNCH FROM THE, FROM THE PARKING LOT OR WHATEVER YOU WANT TO CALL IT,. >> THAT'S CORRECT. >> OKAY. OKAY. AND WILL THERE BE A DESIGNATED SWIMMING AREA SO WE CAN KEEP PEOPLE SAFE? >> YES. >> OKAY. AND. >> IT'S THAT AREA, COMMISSIONER IN BLUE. >> IN THE BLUE. >> KAYAKS, YEAH, NO. >> OKAY, THAT'S, ALL RIGHT, AND DOES THAT HAVE BUOYS OUT THERE SO THAT IT DOES KEEP A MOTORIZED CRAFTS? >> IT DOES. IT'S A VESSEL EXCLUSIONARY KIND OF -- >> OKAY. AND ALSO AS WE'RE TALKING ABOUT THE CAUSEWAY AND WHAT WE'RE -- AND WHAT WE'RE HITTING ON HERE, I MAY BE GETTING AHEAD OF MYSELF, BUT I KNOW IN THE PAST WE'VE HAD ISSUES WHERE ICE CREAM TRUCKS HAVE ARRIVED, JET SKI RENTAL, DIFFERENT BUSINESSES, I SEE IT'S BEEN ADDRESSED. ARE WE COVERING EVERYTHING THAT WE NEED TO COVER GOING FORWARD? >> I BELIEVE THAT COMMERCIAL PROHIBITIONS IN THE CODE COVER THOSE ACTIVITIES AND THEY HAVE BEEN ABLE TO BE ENFORCED. WE DO GET CALLS ON THAT, OUR OR CONCESSIONAIRE LETS US KNOW WHEN THERE ARE ACTIVITIES. >> IT'S THE SIM IN THE MARINA. -- SAME IN THE MARINA. IT TAKES SOME TIME TO CHASE THM DOWN. >> OKAY. AND THE LAST THING WAS, IF THIS GOES THROUGH, CAN WE CONSIDER INCREASING THE FINE TO REALLY PUT SOME TEETH IN THIS SO RATHER THAN YOU KNOW THE OTHER DAY I SAW SOMEONE COST ME $20 TO PARK, I'LL JUST TAKE THE $10 PARKING TICKET. I MEAN, CAN WE -- IF WE'RE GOING TO GO THIS FAR, CAN WE MAKE THIS WHERE WE REALLY CAN SINK OUR TEETH INTO THE VIOLATORS IF THERE ARE ANY? >> WE'LL TAKE A LOOK THAT WHEN WE'RE DRAFTING THE ORDINANCE. >> I KNOW I'M SOUNDING KIND OF HARSH BUT TO ME THIS IS BIG. >> I MEAN FROM THE DAYS OF HAVING BONFIRES OUT THERE TO YOU KNOW, BEING SOMEONE THAT HAS PARTICIPATED IN THE JET SKIING SO GOOD. THAT'S ALL I HAD, TONY. >> I THINK THE STATUTE OF LIMITATIONS IS GOOD FOR YOU, COMMISSIONER. >> SO I'M SAFE AFTER 40 YEARS. >> JUST THE TONE OF HIS VOICE, I'M THINKING MAYBE HE'S THINKING BASEBALL BATS AND. >> CAN WE PUT JAIL TIME. >> CAN WE GET GUIDO ON THEM. >> I'M NOT THE ONLY ONE THAT'S DONE THAT. [LAUGHTER] >> AND I DO HAVE A FOLLOW-UP. >> YEAH, AFTER I'M DONE. SO SO I VAGUELY REMEMBER WHEN THIS WAS AROUND IN THE 90s, AND I KNOW IT WAS PRETTY CONTROVERSIAL. I KNOW IT WAS A PACKED CITY HALL. WHEN IT REALLY HAPPENED. AND THE RESTRICTIONS GOT PUTS IN AND THAT LITTLE AREA WAS DECLARED AND I REMEMBER THE THINKING WAS AND THIS IS GOING TO BE A QUESTION, GENTLEMEN, SO AND I REMEMBER AT THE TIME IT WAS WELL WE GOT TO GIVE THEM SOMETHING, WE GOT TO GIVE THEM SOME AREA. SO HOW DO WE RESPOND TO THAT THAT WE GOT TO GIVE THEM SOMETHING. ESPECIALLY IN LIGHT OF I BELIEVE THE WE ARE ALSO GOING TO CLOSE THIS OFF AND NOT ALLOW IT FROM THE MARINA BOAT RAMP. SO I HAVE NOT HAD ONE JET SKI PERSON CONTACT ME. I HAVE A FEELING THAT'S GOING OO CHANGE. BUT TELL ME WHAT THE ANSWER IS FOR THAT. >> SO MAY, I I, MAYOR? >> YES, PLEASE. >> WELL I THINK THE ANSWER IS -- I KNOW THE ANSWER IS WE WILL REDIRECT THEM TO A BOAT RAMP. >> TO JORGE, WE WILL JUST REDIRECT THEM TO JORGE. >> AN OFFICIAL BOAT RAMP, TO TONY'S POINT, NOT A SHORELINE BUT A BOAT RAMP WITH A PROPER LAUNCHING INFRASTRUCTURE WITH A PROPER PARKING WITH -- AND SO ON AND SO FORTH. SO AS FAR AS RESTRICTING IT AND GIVING THEM SOMETHING, YOU KNOW FOR MOTORIZED WATERCRAFT LAUNCHING, THE, I THINK THAT WE CAN SEE THAT THE BALANCE BETWEEN THE ENVIRONMENT AND THE LITTLE AREA THAT HAS BEEN PROVIDED HAS VERY DETRIMENTAL TO THE ENVIRONMENT AND THAT THERE IS A REASON WHY ACCESS TO WATER IS ESTABLISHED THE WAY THAT ACCESS TO WATER IS ESTABLISHED VIA A BOAT RAMP AND ALL THOSE TYPES OF DIFFERENT AMENITIES THAT FACILITATE, YOU KNOW, LAUNCHING VESSELS. SO I THINK THE ANSWER IS THAT THAT WE WILL PROVIDE EVERYBODY WITH A LIST OF, YOU KNOW, OF WHERE THEY CAN LAUNCH THEIR MOTORIZED WATERCRAFT AND ENCOURAGE THEM TO, TO USE AN OFFICIAL RAMP. THE BEST ANSWER I CAN GIVE YOU. >> YEAH, NO, I GET IT. I UBGET IT. I LOVE TO RIDE THEM BY THE BAY. I HAVEN'T DONE IT FOR LIKE 15 YEARS SO LAST TIME I TOOK A MAJOR SPILL SO I HAVEN'T BEEN BACK ON ONE. SO AND I CAN CORRECT, RIGHT? WE ARE NOT -- OUR THINKING RIGHT NOW IS THE, THE MARINA BOAT RAMP IS NOT GOING TO ALLOW JET SKIS. >> ACTUALLY NO. WHAT WE WANT TO DO IS RESTRICT THE MARINA RAMP TO RESIDENTS ONLY. >> INCLUDING JET SKIS. >> INCLUDING JET SKIS, MOTORIZED WATERCRAFT. THAT SAID WE NEED TO, WE NEED TO, AND WORKING WITH THE CITY ATTORNEY, ABOUT WHETHER OR NOT WE CAN RESTRICT A PUBLIC AMENITY LIKE THAT TO RESIDENTS ONLY. THERE ARE RAMPS THAT DO IT IN PINELLAS COUNTY AND YOU KNOW OTHER AREAS THAT DON'T SO WE CAN LOOK AT A COMBINATION OF EITHER RESIDENTS ONLY OR A FEW FOR NONRESIDENTS THAT WOULD BE PROHIBITIVE, BUT WE'RE WORKING OUR WAY THROUGH THAT RIGHT NOW. >> COME ON, JEN. COME ON. >> I TRANSFER THE HOT SEAT TO THE CITY ATTORNEY. [LAUGHTER] >> WHY WOULD WE NOT BE ABLE TO SIT RESIDENTS ONLY IN A CITY OWNED MARINA? >> SO RESEARCHING THIS RIGHT NOW AS TO WHETHER OR NOT YORE GOING TO BE ABLE TO, THERE ARE. >> MAYOR FREANEY: IF YOU'RE NOT READY YOU DON'T HAVE TO ANSWER THE QUESTION. >> THERE ARE CONCERNS WE WANT TO MAKE SURE THAT WE'RE NOT INVITING PROBLEMS, AND IF, AND WE REALLY WANT TO KNOW THAT WHAT WE'RE TRYING TO ACCOMPLISH, HOW BE MULTIPLE WAYS SO WHICH IS THE BEST WAY FOR THE CITY TO GO ABOUT IT. >> YEAH, I GOTCHA. OKAY. >> IF I COULD JUST ADD,. >> SURE. >> BAH THE MARINA ADVISORY COMMITTEE HAS WEIGHED IN EXTENSIVELY ON THIS PARTICULAR ISSUE AS WELL SO WITH RESPECT TO AND RESPECTFUL OF THE MARINA ADVISORY COMMITTEE THAT IS IT ULTIMATE GOAL AND WE WILL FIGURE OUT A WAY TO GET TO RESIDENTS ONLY OR ENCOURAGING RESIDENTS ONLY AT THE MALINA BOAT RAMP. >> YEAH, ENCOURAGING AIN'T GOING -- OKAY, SO, I'LL LET YOU GUYS DEAL WITH ALL THAT. NO, I THINK THAT'S A GOOD TRACK. THE OBVIOUSLY THE OBVIOUS ALTERNATIVE FOR PEOPLE WOULD BE SEMINOLE BOAT RAMP. I DON'T UNDERSTAND THEIR COST. DOES THAT MEAN IF I GO OUT FOR THE DAY I'M GOING -- IT'S GOING TO COST ME $20? I MEAN MOST OF THEM HAVE $6, $10, THAT ONE HAS 2, $2.25 AN HOUR OR $20 A DAY. SO I MEAN HOW DOES THAT WORK? 92 THAT IS WHAT IS PROVIDED ON THEIR WEB SITE. AS FAR AS THE COST AND OBVIOUSLY YOU CAN SEE THERE ARE SOME OTHERS SUTHERLAND WHICH DOES ALLOW ACCESSES $6 AND IT'S ABOUT FOUR MILES AWAY. >> YEAH, OKAY, I DIDN'T NOTICE THAT PALM HARBOR, OKAY. GOTCHA. OKAY. AND TARPON. >> THEN OBVIOUSLY THERE IS PRIVATE VENDORS AS WELL THAT HAVE BOAT LAUNCHING AND THAT IS A MUCH MORE SIGNIFICANT FEE OF HOSTING YOUR VEHICLE IN THEIR LOCATION OF BETWEEN 175 TO $375 A MONTH. >> GREAT. OKAY. WELL, WHEN WE HAVE 500 JET SKI PEOPLE AND 250 OF THEM ARE DUNEDIN RESIDENTS I WANT TO MAKE SURE WE'VE GOT THE ANSWER EVEN THOUGH ENVIRONMENTALLY I THINK THIS IS KIND OF A NO-BRAINER TO ME. OKAY SO YEAH I THINK THAT'S MY ONLY QUESTIONS. SO I'M GOING TO OPEN IT TO, OH, WAIT, I'M SORRY, FOLLOW-UP. I APOLOGIZE. >> AS I ALWAYS DO. >> MAYOR FREANEY: THAT'S CAY. CAN YOU GO >> CAN YOU GO GO TO THE SOUTH SIDE CURRENT ENVIRONMENT SLIDE SMTION THE ONE WHERE STEVE WAS, I THINK IT WAS STEVE. SOUTH SIDE. THERE WE GO. JUST I WANTED TO CLARIFY ESPECIALLY FOR THE PUBLIC WHO MIGHT SEE THIS LATER. WHERE THE BLUE, THE BLUE SHADED AREA AND WHERE IT SAYS NO BOATS/KAYAKS IS THAT NO BOATS, NO KAYAKS OR IS THAT NO BOATS YES KAYAKS? >> NO VESSELS AT ALL. THAT'S KIND OF THE DES UGNATED SWIM AREA -- DESIGNATED SWIM AREA. >> VERY GOOD. THANK YOU. >> MAYOR FREANEY: ANYBODY ELSE HAVE FOLLOW-UP QUESTION? OKAY. I WILL OPEN IT UP FOR PUBLIC INPUT. IF ANYBODY WISHED TO COME FORWARD TO PROVIDE PUBLIC INPUT, MOVE FORWARD AND NAME AND ADDRESS FOR THE RECORD. EVEN THOUGH WE KNOW WHERE YOU LIVE. >> RAY BOUCHARD, 233 LEE STREET, DUNEDIN. GOOD MORNING. MAYOR, VICE MAYOR, COMMISSIONERS. AND EVERYBODY HERE. THANK YOU. THIS SOUNDS WONDERFUL THAT EVERYBODY'S DONE SO MUCH RESEARCH. AS FAR AS SOME OF THE VERY RECENT QUESTIONS, THE SWIM BUOYS THAT PROTECT THE SWIMMING AREA AS OF LAST WEEK THERE WAS ONE WHITE BUOY THAT WAS OVER TOWARD THE RENTAL WHERE THE KAYAKS ARE, AND I SWIM FROM THERE ALL THE WAY UP TO MILE MARKER 5 WHICH IS JUST BEFORE YOU GO INTO THE BRIDGE IN THE INTERCOASTAL, AND THERE WAS NO OTHER WHITE BUOYS THERE. ENVIRONMENTALLY, I'VE SENT SOME PHOTOS TO NATALIE AND NICOLE COUPLE WEEKS AGO. THE NORTH SIDE WHICH HAS NEVER ALLOWED ANY RAMPS OR ACCESS TO LAUNCH IS FULLY VEGETATED WITH WAX MYRTLE, PURSLANE WHICH IS A LOW GROUND COVER AND PALMETTOS AND THINGS LIKE THAT. EVEN AFTER THE STORM THERE WAS NO DESTRUCTION TO THAT SHORELINE WHATEVER. THE PHOTOS ON THE SOUTH SIDE, WHICH IS WHERE THE LAUNCH WAS AND THE SWIMMING AREA IS, HAS NO VEGETATION AND THAT CAUSED PART OF THE REASON THE COUNTY'S SPENDING I'M SURE OVER A MILLION DOLLARS TO RECOUP THAT PARKING AREA. AND IF WE CAN JUST USE THAT AS AN EXAMPLE FOR THE PROTECTION OF EITHER SIDE, VEGETATION PROTECTS IT: JOSEPHINE SAYINGERMAN, JOAQUIN HANSON AND SOFIA WIKSTROM WITH THE UNIVERSITY OF STOCKHOLM HAVE DONE RESEARCHING ALL OVER THE WORLD. THERE IS SOME ARTICLES THAT I HAVE SHARED WHICH THEY CAN SHARE WITH YOU SO I WON'T BORE YOU WITH ALL THE DETAILS BUT EVERYTHING THAT ANTHONY AND OTHER PEOPLE SPOKEN ABOUT THE IMPORTANCE OF THE VEGETATION IS IN THESE REPORTS. ANY KIND OF MOTORIZED VESSEL TRAFFIC CAUSES THIS DAMAGE. THE FLORIDA FISH & WILDLIFE CONSERVATION COMMISSION FOUND THAT DURING A 10-YEAR STUDY THAT ONE OUT OF EVERY FOUR ADULT MANATEE CARCASSES, WHICH THEY RECOVERED, BORE EVIDENCE OF 10 OR MORE WATERCRAFT STRIKES. I KNOW THAT'S BETWEEN BLADED AND ALSO JET SKIS. SOME OF THEM NEVER, YOU KNOW, THEY DIE FROM THAT AFTER SO MANY WOUNDS. AS A PERSONAL NOTE WHEN I WAS A KID WE COULD GO OUT INTO THE ANCLOTE AREA AND EVEN ST. JOSEPH SOUND. FOUR PEOPLE WITHIN ONE HOUR COULD HARVEST 20 GALLONS OF SCALPS. IN THE LAST TWO DECADES, SCALPS HAVE NEVER RECOVERED IN THE ST. JOSEPH SOUND AREA OR IN THE ANCLOTE AREA AND EVEN THOUGH THE NORTHERN COUNTIES CITRUS HERNANDO AND PASCO OPEN TO SCALP SEASON THEY OFTEN HAVE TO REDUCE THE SEASON BECAUSE OF THE REDUCTION OF THE LACK OF RECOVERY OF THE SCALPS. SO WE NEED THOSE SCALPS TO HELP CLEAN THE WATER, WHICH HELPS THE SEAGRASSES AND EVERYTHING ELSE, TAMPA BAY IS ONE OF THE LARGEST ESTUARIES IN THE WORLD. IT'S THE SECOND LARGEST SHARK POPULOUS ESTUARY, ONLY THE GREAT BARRIER REEF IN AUSTRALIA HAS A BIGGER ESTUARY FOR SHARKS. SHARKS ARE CRITICAL TO THE HEALTH OF THE -- >> YOU ARE, THANK YOU, RAY, APPRECIATE IT. OKAY. ANYONE ELSE WISH TO COME FORWARD? >> HIT BY A JET SKI ON THAT BEACH WHERE YOU'RE TALKING ABOUT. >> OKAY, ANYONE ELSE WISH TO COME FORWARD AND SPEAKOON THIS ISSUE? NAME AND ADDRESS FOR THE RECORD AND THREE MINUTES. GOOD MORNING. >> MY NAME IS DAVE FERGUSON. 1110 PALM BOULEVARD HERE IN DUNEDIN. I'M ONE OF THOSE PEOPLE THAT'S BEEN USING THANKS TO THE GENEROSITY OF DUNEDIN, THE CAUSEWAY TO LAUNCH MY SMALL FISHING BOAT. IT'S A 12-FOOT JOHN BOAT WITH A 10-HORSE MOTOR. I HAVE NEVER, EVER SCARRED SEAGRASSES. I AM A MEMBER OF THE SIERRA CLUB. I APPRECIATE THEIR WORK. ALTHOUGH THEY AREN'T QUITE RIGHT ON SOME THINGS, I WOULD BE LITTLE BIT MORE LESS SKEPTICAL IF I WOULD SEE THEM DEAL WITH THE SEAGRASS ISSUES AROUND THE SPOIL ISLANDS IN ST. JOSEPH SOUND. THE SEAGRASS DAMAGE THERE BY BOATS AND JET SKIS FAR EXCEEDS ANY SEAGRASS DAMAGE IN THE LAUNCH AREA ALONG THE DUNEDIN CAUSEWAY. THE REASON I CAN SAY WITH CONFIDENCE I HAVE NEVER DAMAGED THE SEAGRASS IS BECAUSE I HAVE OARS ON MY BOAT. WHAT I DO WHEN I LAUNCH ON THE DUNEDIN CAUSEWAY IS PUSH THE BOAT OUT UNTIL IT'S IN A FEW INCHES OF WATER, HOP IN, ROW THE BOAT OUT TO THE EDGE OF THE CHANNEL, DROP THE MOTOR, AND GO. AND WHEN COME IN TO LAND, I LIFT THE MOTOR AND EITHER GLIDE IN OR ROW INTO INTO THE SHORE. I ALSO TAKE ISSUE WITH THE FACT THAT THERE ARE ENOUGH PLACES TO LAUNCH THE BOATS. HAVING A LITTLE JOHN BOAT LIKE THIS I CAN'T GO OUT INTO OPEN WATER. IF I'M CAUGHT IN A STORM I'M IN TROUBLE. IF I HAVE TO LAUNCH UP AT SUTHERLAND IN PALM HARBOR I'M IN OPEN WATER. IF I LAUNCH SOUTH IN THE SOUND I'M IN PROTECTED WATERS THERE. IF A STORM COMES UP, I'M PROBABLY OKAY. THE WAVES WON'T BE BIG ENOUGH TO BOTHER ME AND I CAN GET TO A PROTECTED AREA QUICKLY ENOUGH TO WAIT OUT THE STORM. BUT IF I HAVE TO COVER THAT LONG DISTANCE FROM THE BOAT RAMP UP INTO PALM HARBOR DOWN TO THE CAUSEWAY AND A STORM COMES IN EITHER WHILE I'M IN TRANSIT OR TRYING TO GET BACK OR WANT TO GO BACK, EITHER WAY, I'M IN TROUBLE. I HAVE TO WAIT IT OUT OR IF I WANT A CHANCE TO STORM, NOT A SMART IDEA IN A SMALL BOAT. SOMEONE ON THE WATERWAYS COMMITTEE ACTUALLY JOKED SAID WELL, WHAT ABOUT JUST PUTTING YOUR BOAT IN THE WATER, ROWING OUT AND DROPPING THE MOTOR. WOULD I BE IN TROUBLE FOR THAT IF I LAUNCHED OFF THE CAUSEWAY FOR THAT PURPOSE? WHEN WE TALK ABOUT THE DAMAGE TO THE SEAGRASSES, THAT IS CONCERNING, BUT I'M ALSO CONCERNED ABOUT WHAT HAPPENS UP IN THE AREA WHERE WE LAUNCH THE SAIL BOATS. THE PADDLE BOARDS, SKEGS ARE DRAGGED ACROSS THE SEAGRASS, SAIL BOATS DROP CHAIR RUDDERS AND CENTER BOARDS AND SCRAPE IT UP. PEOPLE ARE OUT THERE FISHING PULLING UP SEAGRASSES THEY GET STUCK AND THEY PULL. YOU GOT PEOPLE WADING AROUND AND KICKING THROUGH THE SEAGRASS, AND DAMAGING THAT AREA AS WELL. WHAT ABOUT US? WHAT ABOUT THE LITTLE GUY? WE CAN'T AFFORD A PLACE ON THE WATER WHERE WE CAN LAUNCH OUR BOATS OFF A DOCK. WE CAN'T AFFORD TO HAVE A MARINA. THERE ARE WAYS AND I HAVE TALKED TO A NUMBER OF PEOPLE ON THIS -- THANK YOU. >> MAYOR FREANEY: THANK YOU, DAVE, APPRECIATE IT. APPRECIATE YOUR PERSPECTIVE. OKAY, ANYONE ELSE WISH TO COME FORWARD TO AND TO SPEAK ON THIS ISSUE? OKAY. NAME AND ADDRESS FOR THE RECORD? AND THREE MINUTES. >> MY NAME IS CLAUDIA JUST A LITTLE BIT ABOUT ME. FOR SOME OF YOU THAT DON'T KNOW ME, I AM A DUNEDIN RESIDENTS, PRESIDENT AND FOUNDER OF SAILABILITY OF GREATER TAMPA BAY. I SIT ON THE COASTAL WATERWAY COMMITTEE. I WAS ON THE MARINE ADVISORY COMMITTEE. IN THE PROCESS WE JUST ARE WITH THE COASTAL CAUSEWAY FOUNDATION WE JUST START AD5001C3 THROUGH THE BOAT CLUB AND ALL THE USES OF THE PENINSULA AND THE MARINA BUT A LOT OF US DO USE THE CAUSEWAY. I REALIZED THAT YOU KNOW DUNEDIN DOES A LOT FOR ITS CITIZENS AND NOT ONLY THAT THE PUBLIC THAT COMES OVER HERE TO SEE WHAT'S GOING ON OUR CAUSEWAY, THE SUNSET AND STUFF LIKE THAT. AND THE CONCERN IS I THOUGHT THAT THE CAUSEWAY WAS FOR NONMOTORIZED WATERCRAFT, BUT THERE ARE SOME PLACES AS WE LEARNED THAT WHERE SOME CAN LAUNCH LIKE THE JOHN BOAT THIS GENTLEMAN WAS SPEAKING ABOUT. THE CONCERN FOR ME IS SAFETY. HAVING BEEN, I'M A SAILOR AND A KAYAKER, AND I KNOW THAT WHEN WE DROP IN TO GO KAYAKING, OVER BY THE HIGH AND DRY, THAT LOT OF THE JET SKIERS ARE TOTALLY INCONSIDERATE OF THE PEOPLE TRYING TO GET OUT ON THE WATER. THERE'S A VERY SHORT DISTANCE BETWEEN WHERE THE SHORE IS AND GETTING ACROSS THE CHANNEL AND IT'S NOT AN UNCOMMON THING FOR THEM TO TRY AND SWAMP YOU AS YOU'RE CUTTING ACROSS. IT'S NOT JUST FOR THE KAYAKS. THERE ARE KIDS SWIMMING OVER THERE, SAILING, STAND-UP PADDLE BOARDING, AND JUST ENJOYING THE SIGHTS AND AS THE FIRE CHIEF I BELIEVE IT WAS HAD SAID THERE HAS ALREADY BEEN TWO FATALITIES OVER HERE. THOSE ARE THE, AND THERE'S GOING TO BE MORE. I KNOW THAT PRIOR TO THIS MEETING, THERE WAS A THING ON FACEBOOK BEING POSTED BY THE JET SKIERS FOR MEETUPS OVER ON THE CAUSEWAY. AND IT WAS A MESS. AND I DIDN'T GO BECAUSE I PROBABLY WOULD'VE GOTTEN IN A FIGHT WITH SOMEONE OR SOMETHING, SO I FIGURED YOU KNOW I DON'T WANT TO BRING A BAD NAME TO ME. BUT WE NEED TO, YOU KNOW, FIGURE OUT HOW WE CAN MAKE EVERYTHING WORK FOR OUR COMMUNITY, AND IF THERE'S ANYTHING I CAN DO, LET ME KNOW. IT'S NOT THAT I'M DISCOUNTING HAVING MOTORIZED WATERCRAFT THERE, BUT THERE NEEDS TO BE SAFETY. OKAY? THANK YOU VERY MUCH. >> MAYOR FREANEY: THANK YOU, CLAUDIA. ANYONE ELSE WISH TO COME FORWARD AND SPEAK ON THIS ISSUE? I HAD A FEELING YOU MIGHT. [LAUGHTER] NAME AND ADDRESS FOR THE RECORD, THREE MINUTES. HI, NANCY. >> GOOD MORNING, NANCY SCHMIDT, 1380 DAFFODIL PLACE HERE IN DUNEDIN. I FEEL AS I'VE BEEN IN FRONT OF THIS GROUP ON A FEW OCCASIONS. I AM SO PLEASED TO SEE THAT THE CITY IS IN SUPPORT, THE COUNTY IS IN SUPPORT OF THIS. AS A MEMBER OF THE, I ALWAYS SAY CAUSEWAY ADVISORY, I DON'T GET INTO THE WHOLE NAME, MEMBER OF THAT COMMITTEE FOR YEARS, IT HAS BEEN AN ONGOING ISSUE DEALING WITH NOT JUST THE JET SKIS BUT THE VOLUME AND YOU HAD QUESTIONED HOW MANY JET SKIS. THERE WAS SOME BACK IN I DON'T KNOW, OKAY, IN 2023, THE DEPUTY SAID THERE WERE OVER 12,000 CLASS A JET SKIS IN PINELLAS COUNTY. THE ONLY COUNTY IN THE STATE THAT HAS MORE IS MIAMI-DADE. AND ONE OF THE ISSUES WE DEAL WITH IS NOT JUST THE PEOPLE HERE IN EITHER DUNEDIN OR IN PINELLAS COUNTY, IT'S THE VOLUME THAT COMES FROM ALL OVER. I SEE IT ON FACEBOOK PAGES ALL THE TIME WHERE THEY ANNOUNCE THESE JET SKI MEETUPS AND WE'RE TALKING HUNDREDS, ALMOST, THEY WANT TO GET A THOUSAND JET SKIS AND THEY GO FROM ALL UP AND DOWN THE AREA, THEY ROUND ANCLOTE AD I THINK THIS IS GREAT FUN HAVING LARGE VOLUMES. YOU NEVER SEE BOATS HAVING LARGE VOLUME MEETUPS LIKE THIS SO IT IS A TREMENDOUS VOLUME. THEY'RE ALL ON THE CAUSEWAY, THEY'RE ALL BLOCKING UP EVERYTHING. THEY ARE DOING SAILS. THEY ARE REPRESENTING TO PEOPLE WHO HAVE ABSOLUTELY NO EXPERIENCE. AND I'VE SEEN PEOPLE WITH BABIES ON JET SKIS GOING OFF THE CAUSEWAY: AGAIN, THIS HAS BEEN AN ISSUE FOR YEARS. THE CAUSEWAY ADVISORY HAS MENTIONED IT TO THE CITY ON A NUMBER OF OCCASIONS. AND I WISH WE COULD'VE POSTED THE MEMO THAT WAS SENT THAT DESCRIBED ALL THE REASONS WHY THIS SHOULD BE ENFORCED WE DON'T HAVE JET SKIS ON THE CAUSEWAY. IT SITES ALL KINDS OF REGULATIONS, ALL KINDS OF EXPERIENCES, AND IT WAS A REALLY EXCELLENT DUPLICATE, AND I KNOW IT WAS REFERENCED BUT IT WOULD'VE BEEN NICE TO SEE IT UP THERE AS WELL. AGAIN, THERE WAS ANOTHER ISSUE ABOUT WHERE ARE THEY GOING TO LAUNCH. IT'S SIMILAR TO PEOPLE WITH BOATS. THERE ARE LIMITED NUMBER OF PLACES THAT YOU CAN GO WITH BOATS, EVEN THE CITY OF DAWNDZ HAS A WAITLIST FOR BOATS, AND SO IT'S NOT JUST RELATED TO THE JET SKIS. IT'S RELATED TO ANYBODY WHO WANTS TO USE THE WATERFRONT. WE ARE A VICTIM OF OUR SUCCESS. THE CAUSEWAY IS SO BUSY. EVEN HONEYMOON ISLAND IS DEALING WITH ISSUES RELATED TO THE VOLUME THEY'RE HAVING MAJOR ISSUES OUT THERE. AGAIN, I THANK YOU FOR YOUR SUPPORT, AND I HOPE IT GOES THROUGH. THANK YOU. >> MAYOR FREANEY: THANK YOU, NANCY. ANYONE ELSE WISH TO COME FORWARD AND SPEAK ON THIS ISSUE? NAME AND ADDRESS FOR THE RECORD. AND THREE MINUTES. HI, FAWN. >> FAWN, 971 MCCLAIN STREET, DUNEDIN. I WAS A STARVING AUTHOR IN 1999 WHEN I QUIT MY JOB AT THE TAMPA TRIBUNE AND I WAS A RESIDENT OF LUTZ, FLORIDA. IN THE WORST FAILURE OF MY LIFE, MY BOOKS, MY BOOK WAS GETTING REJECTED OVER AND OVER, AND FOR MENTAL HEALTH I CAME TO THIS PLACE, DUNEDIN, RENTED A KAYAK, AND CHANGED MY LIFE: I DON'T KNOW THAT THERE ARE MANY PEOPLE WHO HAVE BEEN TO THE CAUSEWAY AS MANY TIMES AS I HAVE SINCE. I'VE KAYAKED SUNRISE, MOONSET, SUNSET, OFTENTIMES IN THE SAME DAY: I LOVE IT THIS CAUSEWAY, AND I HAVE SEEN HOW IT HAS CHANGED OVER THE YEARS. WHAT WE ARE TALKING ABOUT IS NOT ANTIJET SKI. IT'S ABOUT PUBLIC USE, QUALITY OF LIFE, SAFETY, AND COMPATIBLE ACTIVITIES. THE QUESTION ISN'T WHETHER JET SKIS SHOULD EXIST. THE QUESTION IS WHETHER THE MOST HEAVILY USED PUBLIC BEACH ON THE CAUSEWAY IS THE RIGHT PLACE FOR THEM TO LAUNCH. BECAUSE OF THE HURRICANE FOR THE FIRST TIME RESIDENTS HAVE EXPERIENCED WHAT THE CAUSEWAY CAN BE. WE'VE DISCOVERED THAT QUI9 QUI- QUIET HAS VALUE. PEOPLE ENJOY SITTING BY THE WATER WITHOUT CONSTANT ENGINE NOISE. WE HAVE DISCOVERED THAT KAYAKERS AND PADDLE BOARDERS CAN LAUNCH WITHOUT WEAVING THROUGH MOTORIZED TRAFFIC AND LITERALLY THE AMOUNT OF TIMES THAT I'VE FELT MY LIFE HAS BEEN ENDANGERED HAS GONE DOWN. IT IS ALMOST A SPORT FOR SOME OF THESE JET SKIS TO THROW WAKES TRYING TO GET AT US. AND SOMETIMES I HAVE A DOG WITH ME. AND THAT'S REALLY SCARY. AND SO I HAVE FOUND GREAT JOY IN SEEING THE RESURGENCE OF THE WILDLIFE, THE NUMBER OF DOLPHINS, THE MANATEES, SEEING THE SEAGRASS, IT'S CHANGED, AND THE ATTITUDE HAS CHANGED. SO I WAS DELIGHTED WITH YOUR RECOMMENDATION, AND I KNOW YOU'RE GOING TO GET A LOT OF PUSHBACK I JUST WANT TO TELL YOU WE'LL BE THERE TO FIGHT BECAUSE THIS IS THE RIGHT THING TO SEE IN 27 YEARS HOW THIS HAS CHANGED AND WHAT IT HAS COME BACK TO, IT'S THE RIGHT THING. THANK YOU. >> MAYOR FREANEY: THANK YOU, FAWN. ANYONE ELSE IN THE AUDIENCE WISH TO COME FORWARD AND SPEAK ON THIS ISSUE? OKAY. SEEING NO ONE, I WILL CLOSE PUBLIC INPUT. AND I WILL GO TO, YOU JUST WANT SOME CONSENSUS WHETHER OR NOT TO KEEP MOVING THIS FORWARD? >> YES, CONSENSUS DIRECTION, PLEASE, MAYOR. >> I WILL GO TO FINAL COMMENTS AND WITHIN THAT IF YOU COULD SHARE YOUR SUPPORT OR NONSUPPORT I WILL START WITH VICE MAYOR. >> THANK YOU, MAYOR. I REALLY, REALLY APPRECIATE HOW FAWN PACKAGED THAT BECAUSE THAT SPOT ON. THIS ISN'T ANTIJET SKI. THIS IS ABOUT PUBLIC USE. THIS IS ABOUT PRESERVATION OF OUR NATURAL RESOURCES FOR FUTURE GENERATIONS. IT'S ABOUT SAFETY, IT'S ABOUT QUALITY OF LIFE, HERE IN DUNEDIN. AND BECAUSE ALL OF THAT IS IMPACTING, ALL OF THAT IS BEING IMPACTED. YOU KNOW, SOME KEY TAKESAWAYS HERE IS THE INFRASTRUCTURE ON THE CAUSEWAY DOES NOT SUPPORT THE LAUNCHING OF MOTERESSED CRAFT. AND DAVE, I APPRECIATE YOUR COMMENTS ON YOUR 10-HORSEPOWER JOHN BOAT. AND I WISH I COULD SAY THAT EVERYBODY OUT THERE IS RESPONSIBLE AS YOU ARE. AND THAT'S THE PART THAT I'M HAVING A PROBLEM WITH WITH REGARDS TO THAT BUT I DO APPRECIATE THAT COMMENT. YOU KNOW, THE OTHER THING IS THAT I'M A CAPTAIN ON A CLEARWATER FERRY. CLEARWATER, I'M SORRY, CALADESI FERRY. AND YOU KNOW EVERY TIME I GO THROUGH THE GATES OF HONEYMOON ISLAND THE RANGERS TELL ME OH, MY GOD, YOU HAVE NO IDEA HOW MUCH OUR, YOU KNOW, OUR SEAGRASS AND OUR MARINE ECOSYSTEM HAS COME BACK. AND YOU KNOW, THAT'S IMPORTANT BECAUSE THE SEAGRASS AFFECTS EVERY LIVING THING IN THAT AREA. AND SO WITHOUT THAT, YOU KNOW, THE RESULTS ARE NOT GOOD. TALK A LITTLE BIT ABOUT CONGESTION, AND THIS IS, THIS ACTUALLY IS EVEN KIND OF OUTSIDE OF THE BOUNDARIES OF THE CAUSEWAY BECAUSE WE STILL HAVE A LARGE INFLUX OF JET SKIERS THAT COME INTO THAT AREA, AND TO THE COMMENTS OF THE RECKLESS BEHAVIOR OF SOME OF THOSE JET SKI OPERATORS, I'VE SEEN IT FIRSTHAND. WE'VE HAD, I'M ACTUALLY SHOCKED THAT WE'VE ONLY HAD TWO FATALITIES IN SINCE 2020. BECAUSE CASE IN POINT, I WAS DRIVING THE FERRY, AND THERE WAS A STRING OF JET SKI TOURISTS THAT THE WERE COMING IN FROM CLEARWATER AND THEY WERE ALL IN A LINE AND THEY WERE GOING QUITE FAST, AND THERE WAS A ONE PERSON IN THIS TOUR WAS VERY FOCUSED ON THE LEADER OF THAT TOUR TO THE POINT WHERE THIS PERSON WAS NOT SEEING ANYTHING ELSE AROUND HIM AND SO I'M WATCHING THEM COMES CROOG, AND THIS INDIVIDUAL WAS THE THIRD PERSON IN LINE AND LITERALLY I HAD TO THROW THE BOAT IN REVERSE BECAUSE I THOUGHT SHE WAS GOING TO HIT U, AND YOU KNOW, THAT'S WHAT IT IS. AND THERE'S ANOTHER THING GOING ON OUT THERE AND THAT'S WITH THE STORMS, I'M VERY PASSIONATE ABOUT THIS, OBVIOUSLY. WITH THE STORMS, THE SAND BARS HAVE SHIFTED. AND WITH THE SHIFTING OF THE SAND BARS, THAT'S AFFECTED THE BOAT TRAFFIC THROUGH THAT PARTICULAR AREA. SO IF YOU ARE, LET'S JUST SAY I'LL USE THE FERRY AS AN EXAMPLE, AND AGAIN, THE FERRY OPERATES IN THE PRESCRIBED CHANNELS FOR SAFE NAVIGATION, YOU KNOW WE ARE VERY RESTRICTED IN, IN UROABILITY TO MANEUVER, SO WITH THE JET SKIERS ARE RUNNING ACROSS ORSTERN AND JUMPING THE WAKE AND ALL OF THAT STUFF, IT'S CREATING A HAZARD THAT YOU KNOW IS REALLY GOING TO BE DETRIMENTAL TO THE SAFETY OF THE INDIVIDUALS OUT THERE ENJOYING THIS BEAUTIFUL RESOURCE THAT WE HAVE. AND I JUST, YOU KNOW, JUST WE DON'T HAVE THE INFRASTRUCTURE OUT THERE. THIS MAKES NO SENSE. AND SO YOU KNOW I'M OBVIOUSLY VERY MUCH IN FAVOR OF THIS. I THINK YOU KNOW, IT'S, THIS IS HIGH TIME TO HAVE THIS DISCUSSION, ESPECIALLY IN LIGHT OF THE FACT THAT WE HAVE SEEN THE MEW MARINE ECOSYSTEM COME K TO THE EXTENT THAT IT HAS SINCE WE STOPPED ALLOW MOTORIZED WATERCRAFT. SO ANYWAY, THAT'S, THOSE ARE MY COMMENTS. >> ARE YOU SURE YOU DON'T HAVE ANYMORE? [LAUGHTER]% JUST KIDDING. >> I'VE GOT PLENTY TO SAY, BUT I THINK -- HOPEFULLY I MADE MY POINT. >> MAYOR FREANEY: YEAH, I THINK YOU DID. COMMISSIONER SANDBERGEN. >> YEAH, IT'S HARD TO FOLLOW THAT. VERY WELL PRESENTED, VICE MAYOR. THAT WAS VERY WELL. VERY COMPREHENSIVE. I GUESS WHAT -- THE ONLY THING I WOULD -- TAG ON WITH MY VICE MAYOR IS THIS DOES NOT MEAN THAT WE'RE ANTIJET SKI. IT JUST MEANS YOU HAVE TO LAUNCH YOUR JET SKI SOMEWHERE ELSE INSTEAD OF RIGHT THERE. YOU KNOW I GUESS ALL OF A SUDDEN I HAVE THIS, YOU KNOW SITTING UP HERE AND I KNOW WE GET E-MAILS ABOUT MEMORIAL BENCHES THAT WERE DESTROYED WE GOT PEOPLE THAT ASK WHATEVER HAPPENED TO THEM AND I'M MAYBE SOME OF THEM MAY STILL BE OUT AT SEA. BUT I GUESS THE VISION GOING FORWARD IS YOU KNOW I CAN SEE FAMILIES SITTING OUT THERE ON THE BENCH IN THE AFTERNOON WATCHING THE SUNSET. I CAN SEE JUST A COMING DEMEANOR OUT THERE WHERE YOU KNOW YOU CAN GO OUT, YOU CAN GO OUT AS FAMILY, YOU CAN GO OUT AS A COUPLE YOU CAN GO OUT BY YOURSELF AND RELAX AND ENJOY WHAT WE HAVE TO OFFER. AND NOT LISTEN TO THE JET SKIS AND YOU KNOW, AND LIKE I SAID I'VE HEARD IT. AND AT THE END OF THE DAY, FOR ALL THOSE FOLKS THAT DIDN'T PICK UP THEIR TRASH AND JUST THERE TO HAVE A GOOD DIME, YOU KNOW, JUST LIKE THE FOLKS ON THE SOCIAL MEDIA, THERE'S JUST A SMALL HANDFUL THAT MAKE IT BAD FOR EVERYBODY. SO I WILL BE VERY SUPPORTIVE GOING FORWARD OF MAKING THESE CHANGES. I KNOW THEY'RE BI, I'M SURE WE'RE GOING TO HEAR ABOUT IT, BUT I THINK RIGHT NOW IT'S THE BEST THING FOR OUR CITY, SO THANK YOU, MAYOR. >> MAYOR FREANEY: OKAY. COMMISSIONER GOW. >> THANK YOU, MAYOR. BOY WE HAVE SEEN SOME CHANGES ON THAT CAUSEWAY. RIGHT? JUST OVER TIME IN GENERAL. IN HONEYMOON ISLAND AND DUNEDIN BEACH. MY FATHER WHO WAS PROUDLY DUNEDIN'S FIRST DIRECTOR OF PARKS AND RECREATION, BROUGHT HYDROPLANE RACING OUT TO THE CAUSEWAY BACK IN THE MID-60s, AND IT IS KIND OF HARD TO SEE THAT NOW. BUT THERE WAS A, A VERY WISE WOMAN SYLVIA EARLE WHO MENTIONED THERE WAS A TIME WHEN WE TRULY BELIEVED WE COULD NOT DAMAGE OUR OCEANS. WE COULD NOT DAMAGE THE GULF. IT WAS SO VAST AND SO DEEP. IT WAS JUST UNIMAGINABLE. AND HERE WE ARE TODAY AND THAT CONVERSATION IS COMPLETELY CHANGED. WE ARE WELL AWARE OF THE DAMAGE THAT WE CAN CAUSE TO OUR OCEANS, TO OUR GULF. AND WE'RE ALSO AT THE SAME TIME SEEING THE BENEFITS OF OUR WATERS, AND WHAT IT DOES, AND WE'RE STARTING TO RECOGNIZE THAT OUR GULF IS AN ECONOMIC ENGINE FOR? CITY OF DUNEDIN FOR PINELLAS COUNTY, FOR THE STATE OF FLORIDA. AND THE SURROUNDING STATES AROUND THE GULF. AND FOR A VARIETY OF REASONS, TO ENJOY THE WATER BY ROTE BOAT, BY JET SKI, BY KAYAK, BADDALBOARD, OR JUST TO SIT ON THE SHORELINE. AND SO I REMEMBER GROWING UP IN ADDITION TO THE, THE HYDROPLANE RACING BUT IT WAS JUST DUNEDIN BEACH AND POPULATIONS HAVE CHANGED. AND THERE WAS NO, THERE WAS NO SUCH THING AS DOG BEACH. THERE WAS NOTHING ON THE SOUTH END. YOU JUST WENT STRAIGHT OUT TO DUNEDIN BEACH AND WAS HYPERACTIVE GROWING UP SO I TOOK SUMMER LESSONS OUT THERE EVERY SUMMER UNTIL I HAD MY DRIVER'S LICENSE BECAUSE MOM NEEDED ME OUT OF THE HOUSE. EVENTUALLY ALL OF A SUDDEN BECAUSE OF POPULATION, DOG BEACH BECAME A THING. OUT ON THE SOUTH END. NOBODY WAS ON THE CAUSEWAY. THE CAUSEWAY WAS FOR BONFIRES AND FOR THE TEENAGERS TO HANG OUT ONCE THE SUN WENT DOWN. AND BUT LOOK AT IT NOW. IT'S HONEYMOON ISLAND, IT'S THE MOST VISITED STATE PARK IN THE STATE. WE'VE GOT THE WHOLE LINE OF THE SOUTH SIDE ON THE CAUSEWAY. ALL FILLED WITH PEOPLE, AND TO HAVE THE PASSION AND UNDERSTANDING OF OUR WATERS WE HAVE TODAY, COMBINED WITH JUST THE INFLUX OF POPULATION, WE'RE TRYING TO FIT 10 POUNDS OF MUD IN A FIVE-POUND BUCKET. AND WE'VE GOT TO PICK AND CHOOSE ON HOW WE USE IT: NOW THE JET SKIERS HAVEN'T BEEN ABLE TO LAUNCH THERE SINCE THE HURRICANES WHICH IS APPROXIMATELY A YEAR AND A HALF, TWO YEARS AGO. THEY HAVE CERTAINLY ALREADY FOUND A PLACE T

PRESENT AT IONS 1.a. 2026 Juneteenth Proclamation Commissioner Gow read the 2026 Juneteenth proclamation designating June 19 , 2026, as Juneteenth Day in the City of Dunedin , Florida and encouraging all residents to observe this day as a historically significant event in the heritage of our city and nation. He presented the proclamation to Dr. Theresa Smalling , Human Resource/Risk Management Director. Human Resource /Risk Management Director Smalling accepted the proclamation in recognition of Juneteenth and noted : It is a day that commemorates the end of slavery in the United States. It also celebrates freedom , resilience and progress. Juneteenth reminds us of our nation 's history and the ongoing importance of equality , inclusion, opportunity and justice for all. It is a time to refiect on the struggles and achievements of those who came before us while recommitting ourselves to building inclusive and welcoming communities in which everyone , regardless of race or ethnic backgrounds , has a sense of belonging and being seen . As a city , we recognize Juneteenth during the annual Employee In-Service Day to be held this year on Thursday , June 18th . This day is an opportunity for City of Dunedin employees to work together on community service activities, learn from each other and celebrate our diverse employee population . Our theme this year is Celebrating Our Diversity Looking Toward the Future . She thanked the Commission for the recognition of Juneteenth . CITIZEN INPUT Mayor Freaney advised now was the time for anyone in the audience to speak on a topic that is not already on the agenda . Kathleen Sands Martin of 428 Orangewood Drive asked who is responsible for the upkeep of the Pinellas Trail and commented : She has a large dog she walks every day and from Orangewood to Beltrees is disgusting. People are throwing their garbage bags on the gulley side , the right side coming into town. People leave their dog waste bags because there are no containers to drop off and then continue to walk. 26-1

Workshop Minutes June 2, 2026 Dunedin City Commission The pa inting on the asphalt that shows where bicycles should be and people walking are not there . She cannot comment on how it is past Beltrees except for if the upkeep is as bad ; however , in talking to other people and it needs to be repainted or something . See ing and hear ing no one else wishing to speak , Mayor Freaney moved to the next agenda item . Response to Citizen Input City Manager Bramley explained Pinellas County is responsible for the maintenance of the Pinellas Trail in that area . She and Parks & Recreat ion Director Mulkey have made notes , and they will reach out to the County toda y. 2. WORKSHOP ITEMS 2.a. Dunedin Causeway Usage Discussion Staff Presentation City Manager Bramley introduced the item advis ing : The Dunedin Causeway has been closed since Hurricane Milton . It is currently act ively under repa ir by Pinellas County , which the City has been pushing for quite some time . It has been called to the City 's attent ion by several different members of comm ittees and residents regarding severa l different areas , that during the time the Causeway has been closed to motor ized watercraft launch ing , there has been the resurgence of seagrass and native wildlife in the area . Also , park ing and trash issues are no longer there , as well as all those types of issues along the Causeway. The City received , on December 9, 2025 , a very well thought out memo from the Causeway and Coastal Waterways Comm ittee requesting the City take action perta ining to the Causeway as far as launching mo tori zed vehicles off the south side of the Causeway . City staff have done the ir research in the intervening period ; given the Causeway was closed at that time there was time to do the research . They have been talking with Pinellas County that has jurisdiction and there have been several emails back and forth . City staff wanted to be sure it would be the City 's call whether or not to permit launching motorized watercraft off the south side of the Causeway. In fact , it is the call of the City of Duned in; Pinellas County has given that authority to make that call in writ ing from the County Engineer . Following the staff presentation , including the research and some input from boards and committees , res idents and specifically the Causeway and Coastal Waterways Committee staff will ask for consensus direction to allow City staff to work with the City Attorney to draft an ord inance which would prohibit launching motorized watercraft from the Causeway . This would not prohibit motorized watercraft in the lntercoastal or the Sound because that is under the jurisdiction of the Fish and Wildlife Commiss ion and the State . This is specifically about launching motorized watercraft off of the Causeway . Se veral members of City staff worked on this issue together after several meetings . Strategy & Sustainability Manager Delfino referred to the PowerPoint presentat ion , Dunedin Causeway Usage , Attachment A, and provided the following highlights and comments . History and Background - Page 3 - Details 1963- 2026 • 1990 - City Commission tentatively banned launching /retrieving motorized watercraft from the Causeway (Tampa Bay Times) Also , in the 1990 's there were ordinances that passed. • 2019 - County Ordinance 19-29 restricting usage (seagrass damage) On the north side of the Causeway 26-2

Workshop Minutes June 2, 2026 Dunedin City Commission • 2024 - south side of Causeway closed due to storm damage /erosion Parks and Recreation Director Mulkey continued: Current Ordinance: 14-21 , Section 54-32 - Page 4 - Details/Map The Ordinance clearly identifies three main areas of the south side of the Causeway . It is divided into an area that has no watercraft ; an area that allows for non-motorized watercraft , and an area just west of the drawbridge is the motorized watercraft zone between the channel and the land area . The Code provides essentially that it is illegal to operate a vessel within these areas tha t does not conform to the rules noted on the map . It is very busy and very congested with multiple uses and conflicts . There is nothing on the north side because the County made the decision in the 1990 's to forego those types of activities . Southside Current Environment - Page 5 - Detail/Graphic- Signage The Dunedin Causeway permits launching of motorized and non-motorized watercraft in specific areas . • There are no paved ramps. This is not an improved boat launch or any type of infrastructure provided to allow for that activity . Launching is right from the shore , which does have impacts . • The southern facing area is divided into four separate sections. • No boat launching is permitted on the north side of the Causeway , west of the drawbridge . • Authorized under Ordinance 14-21 , Section 54-32 Northside Current Environment (County Ordinance adopted 10-22-19) - Page 6 Sec. 58-402 . -Acts prohibited ; (a) and (b) Detail This is countywide and indicates it is unlawful to cause seagrass damage . Benefits to the Environment - Page 7 - Sign "The aquatic preserve system is critical to the environmental , recreational , and economic well-being of the county and is committed to preserving the aquatic preserve system in an essentially natural condition so that its aesthetic, biological , and scientific values may endure for the enjoyment of future generations ." (Pinellas County Ordinance - Section 58-401) • Seagrass Protection , Preservation & Resurgence • Sea Life Protection , Preservation & Resurgence • Shore Bird and Wildlife Nesting Mr. Mulkey noted: His research indicated this conversation has been ongoing for years . The Dunedin Causeway and Coastal Waterways Committee issued the letter in December to outline and provide their recommendations . Shoreline launching has many negative effects on the environment beyond only the seagrass . It encourages bank scouring, bottom disturbance , prop scaring , and jet wash that can take years for the seagrass beds to recover , which are vital habitats for the flora and fauna of the Sound and the waterway itself. More nutrients are added to the water as well as chemical pollution from vehicles coming to the water 's edge . There are also continuous noise and wave act ion and other effects that have a profound impact on wildlife. Not only the turtles , manatees and dolphins , but also the birds and other animals that frequent the area , some of wh ich are threatened. 26-3

Workshop Minutes June 2, 2026 Dunedin City Commission Anyth ing to reduce congestion and use impacts , even the County has been support ive of mak ing this restriction and has proposed some other improveme nts to help the natural area and improve the recreational env ironmen t. There are still places for access to the water for that type of use . Mar ine Ecosystem Revitalization: Support - Page 8 Public or Written Support : • Causeway & Coastal Waterway Comm ittee • Pinellas County • Sierra Club • Tampa Bay Estuary Verbal Support : • Dunedin Youth Sailing • Windlasses • Marina Advisory Comm ittee Fire Chief Handoga continued the presentation. Benefits to the Publ ic: Fire Rescue - Page 9 - Multiple Informational Graphics Dunedin Causeway remains a very busy area for the Fire Department ; much of it is driven by boat traffic and when the jet skis are out there . There were 2 fatal accidents , May 2021 and March 2024 involving personal watercraft. Most water rescue calls are in the subject general area . Th is is definitely an area of concern for the fire department. HR/R isk Management Director Dr . Smalling cont inued the presentation . Benefits to the Public : PCSO - Page 10 - Calls for Service 1/1/22 - 4/30/26 There was a total of 13 ,917 calls for service , both dispatched and self-in itiated . Of those calls , 80 were jet ski re lated . "On Plane " bas ically means speeding through a no wake zone ; meaning there is only a small portion below the water . Before the closure in 2024 , it was mostly speeding in the no wake zones ; since the closure , most of the calls have been from jet skis attempting to launch in the closed area or other unauthorized areas . Depu ty City Manager Quintas cont inued the presentation . Pinellas County Data and Support - Page 11 In terms of coordination with the County as late as yesterday afternoon : The County indicated they would support the City taking a pos ition to restrict access to watercraft on the south side of the Causeway and , in addition , would be in support of some kind of living shoreline /restoration of the south side and might make some funding available for that effort . Thomas Washburn , Pinellas County Transportation Division Director , indicated regarding the north side , the pilot project the County has done , which has been done with signage in their coordination with the Sher iffs Office , they believe it has been relatively successful with minimum issues with compliance . He acknowledged they will make no changes on the south side without coordinating first with the City . The County hopes to complete the south side grading efforts within the next 4 - 6 weeks ; they will ma intain the area as restricted until a decision is made to move forward. 26-4

Workshop Minutes June 2, 2026 Dunedin City Commission County Ordinance - Section 58-401- Page 12 - Sec. 58-401 . - Purpose and intent. Underline portion : The board recognizes that equine riding is not the exclusive cause of seagrass damage within the aquatic preserve system ; dredging and careless vessel operation , in particular , also poses a significant risk to seagrass beds . Therefore , the board has determined that the prohibition of equine riding and other activities that cause seagrass damage within the aquatic preserve system is reasonably necessary to preserve the aquatic preserve system and protect the public health and welfare . County Ordinance - Section 58-402 & 404 - Page 13 - Sec . 58-402. - Acts prohibited . Underline portion : It shall be unlawful for any person to cause seagrass damage within the aquatic preserve system without a permit from the County , Sec . 58-404 . - Areas embraced - underline portion: All territories within the legal boundaries of Pinellas County , Florida , including all incorporated and unincorporated areas, shall be embraced by the provisions of this division , unless in conflict with or specifically deleted by a municipal ordinance . Tampa Bay's Aquatic Preserve - Page 14- Map of Area Aquatic Preserves Ms. Delfino re iterated the Ordinance is applicable to the entire aquatic preserves shown on the map . Next Steps - Ordinance Review Process - Page 15 Prepare Draft Ordinance - Language (4 weeks) Advertise Ordinance/Meeting - (min 7 days) First Reading of Ordinance Advertise Ordinance/Meeting - (min 5 days) Second Reading of Ordinance Available Launch Locations - Page 16- Map Information on other public and private launching opportunities nearby . Recommendation - Page 17 City Manager Bramley noted : Staff recommend that the City Commission move forward with amending Ordinance 14-21 , Section 54- 32 , to prohibit launching of motorized watercraft along the Dunedin Causeway . City Attorney Cowan has advised it is necessary to adopt by ordinance in order for it to be enforceable by the Pinellas County Sheriffs Office . This effort meets many of the elements of the City 's Strategic Plan adopted after many months of public input and vision and the mission . She thinks restricting access to the Causeway is much more reflective of Dunedin and the quiet and peaceful environment in that area . It also meets strategic themes under Environmental , Resiliency , and Sustainability and also community amenities . Staff request consensus direction to bring forward proposed ordinance language to the Commission in a future meeting (proposed July 2026) . 26-5

Workshop Minutes June 2, 2026 Dunedin City Commission Commission questions, concerns and comments were addressed to include : In response to the question of whether there is any data about scaring and how much damage is caused by prop boats versus jet sk is that do not have a traditional prop , a significant study was done by Tampa Bay Estuary identifying scaring and discussing all those impacts which was a reason for their letter in support as far as being able to have that seagrass recovery and how important it is to the environment. In terms of what information for options the City can give those who are currently launching from the Causeway if that abil ity is taken away , there are boat ramps anyone can use as close as Seminole Blvd ., even Dunedin residents. It was noted the conversation should be about motorized watercraft , not only jet skis which are the most visible. There is no inventory of jet ski owners in Dunedin ; staff talked about it ; however, could not quantify that aspect. In terms of enforcement , it will be by the Pinellas County Sheriff's Office as they are now . Typically , they issue a warning first , as they do in most matters . The assumption is then it would move to a citation ; a step-by-step process can be provided at first reading . City staff has not received calls about opening the Causeway to motorized watercraft; however, it is anticipated there will be some push back . Regarding the Southside current environment slide , it represents what is out there at this time , except the motorized area has been blocked off since the storm ; that area is not operational. Canoes and kayaks will still be able to launch from the area . In terms of activities on the Causeway , like trucks renting jet skis and so forth , it was noted the commercial prohibitions were thought to cover those activities and have bee n enforced . Regarding should this pass , could the fines be increased to put some teeth in the ordinance for violations ; it was noted that could be explored . In terms of implementing the restrictions , how does the City respond to people regarding giving them something , especially since this will not be allowed from the marina boat ramp as well. City Manager Bramley responded that the answer is that City staff will redirect them to a boat ramp , an official boat ramp , not a shoreline , and she noted it can be seen , the balance between the environment and the little area that was provided has been very detrimental to the environment and there is a reason why the way to access the water is established via a boat ramp with the different amenities that facilitate launching vessels. A list can be provided . City Manager Bramley clarified the expectation for the marina boat ramp is to restrict it to Dunedin re side nts only , including jet skis and motorized watercraft . She is working with the City Attorney as to whether a public amenity can be restricted in that way . There could also be consideration of a fee for non- residents that would be prohibitive. The Marina Advisory Committee has weighed in extensively on this issue as well. Regarding the fee for the Seminole Blvd boat ramp on its website of $2.25 per hour or $20.00 per day ; there are others also including Sutherland that has access for $6 .00 and is about 4 miles away in Palm Harbor. There are also private vendors that have boat launching and hosting the vehicle at $175 - $375 a month . Rega rdin g the Southside current environment slide , it was clarified the blue shaded area where it says no boats /kayaks ; that is no vessels at all ; that is sort of the designated swim area . Public Input Mayo r Freaney opened the item to public inp ut. 26-6

Workshop Minutes June 2, 2026 Raymond Bouchard, 232 Lee Street made the following points : Dunedin City Commission Regarding the swimming buoys that protect the swimming area , as of last week there was one white buoy over toward the rental where the kayaks are. Where he swims , there were no other wh ite buoys. Environmentally , the north side , which has never allowed any ramps or access to launch , is fully vegetated . Even after the storm there was no destruction to that shoreline . On the south side where the launch was and the sw imming area has no vegetation and that is part of the reason the County is spending , he is sure , over $1 million to recoup that parking area. He cited extensive research by the University of Stockholm . He has shared articles with City staff ; information about and importance of vegetation is in those reports . Any kind of motorized watercraft causes this damage . The Florida Fish & Wildlife Conservation Commission found that during a 10 -year study , one of four adult manatee carcasses recovered had evidence of 10 or more watercraft strikes , blades and jet sk is. He cited also that scallops have never recovered in the St. Joseph Sound area , Anclote and count ies further north often have to reduce the time for the open season. Dave Ferguson of 1110 Palm Boulevard made the following points : He has been using the Causeway to launch his small fishing boat; he has never harmed seagrass . He has oars on his boat he uses to the edge of the channel and then drops the motor and lifts the motor when coming back. He is a member of the Sierra Club , of which he supports most of their work . He cited significantly more seagrass damage by motorized watercraft around the spoil islands in St. Joseph Sound than there is along the Dunedin Causeway . In terms of having enough places to launch ; having a little john boat he cannot go out into open wate r; he cannot launch at Sutherland in Palm Harbor ; south in the Sound he is in protected waters . This is a safety issue in case of a storm . Damage to the seagrass is concerning; however , he is also concerned about the area where sailboats are launched and the paddle boards where there is damage in that area. Claudia Nable of 1094 Suemar Road made the following points : She is President and Founder of Sailability Greater Tampa Bay. She is also a member of the Coastal Waterway Committee and a former member of the Marina Advisory Committee. Dunedin does a lot for its citizens and the public that come to the city to see things on the Causeway. She thought the Causeway was for non-motorized watercraft . Her concern is safety being a sailor and a kayaker and expressed that people on jet skis are not considerate of them or even the kids swimming and paddle boarding. Nancy Schmidt of 1380 Daffodil Place made the following points: She was happy to see the City and County in support of this action . She has been a member of the Causeway Committee for years and it has been an ongoing issue deal ing with not only jet skis , but the volume . In 2023 , there was a report that there were over 12 ,000 Class A jet skis in Pinellas Coun ty; the only county with more is Miami-Dade . An issue is the volume that comes from all over ; she sees on Facebook all the time the jet skis meet ups where there are hundreds; their goal is large volumes . Rentals are rented to people with no experience . 26-7

Workshop Minutes June 2, 2026 Dunedin City Commission She suggested posting the memo from the Committee listing the reasons why it should be enforced not to have jet skis on the Causeway ; it was referenced but not attached . Fawn Germer of 971 McLean Street made the following points . She related her experience of kayaking on the Causeway in terms of her mental health . She has seen how the Causeway has changed over the years . The issue is not about jet skis , but public use , quality of life , safety and compatible activities . The question is whether the most heav il y used public beach on the Causeway is the right place for jet skis to launch . Because of the storms , people have discovered the quiet enjoyment of the Causeway without the engine noise , and kayakers and paddle boarders can launch withou t weaving through motorized traffic . The number of times she felt her life was in danger has gone down . She has seen a resurgence of wildlife , dolphins , manatees and seagrass. She is in support of the action . Seeing and hearing no one else wishing to speak , Mayor Freaney closed the public input. Commission Comments/Direction The Mayor and Commissioners voiced their support for the proposed ordinance , including reiterating it is abou t public use , preservation of natural resources , safety , and quality of life , all of which are being impacted and there are alternatives for launching ; citing the damage to the seagrasses and relating personal experiences on the Causeway and waterways ; also noting the waterways being an economic engine for the entire area . They emphasized this was not about being "anti-jet skis ". Appreciation was expressed by all those citizens who came forward to speak on both sides of the issue ; however, not ing it is a small segment of the population causing issues, but the majority of the population is affected . Mayor Freaney explained there would be two public hearings for the proposed ordinance and the Commission will hear what people have to say about the issue . City Manager Summary City Manager Bramley advised : Staff had their consensus direction and would work with the City Attorney to address the ordinance and have it for the first reading as soon as possible . She reiterated that the County has committed to keep the Causeway closed , even after the repairs are completed , until th is ordinance can be put in place and make it enforceable . City staff are work ing with the Pinellas County Sheriffs Office to be aware and prepared to enforce. The Dunedin Causeway and Coastal Waterways Committee did submit the December 29 , 2025 , memorandum that is well thought out ; she will request City Clerk Wells to attach that memorandum to this agenda item retroactively to be in the public record moving forward and it will be attached to the ord inance at first reading as well. BREAK 10:20 A.M. -10:36 A.M . 2.b. FY 2027 City Commission Line-Item Budget Discussion Staff Presentation Finance Director Tyler advised: Attachment A - FY2027 City Commission Budget Summary shows actual costs for FY25 and the first 7 months of FY26 , the original Budget for FY26 , and the proposed Budget FY27 . 26-8

Workshop Minutes June 2, 2026 Dunedin City Commission Salary & Benefits have increased due to a projected increase of 15% for Insurance Costs in FY27 over FY26. Operating Cost area has some decreases in FY27 compared to FY26 : Internal Service Funds (ISF) allocation and ISF Building Maintenance Fund allocations decreased citywide in FY27 by about $11 ,000 in total. Decrease in the City Commission Budget. Staff are still fine tuning the IT Services budget that is not expected to change by much. For most departments, both those cost centers or ISF reduce their costs in FY27 compared to the prior year . Early in the FY27 Budget process this year, Finance staff worked with all departments to reduce operating costs in the General Fund ; it is done for the entire City ; however , focusing on the General Fund for this time . They asked that all departments try to reduce their operating costs. Overall Citywide the operating costs were reduced to just under $1 million in total in the General Fund . Within the City Commission Budget , they also reduced some of those costs as seen in Attachment A.: Training costs were reduced in FY27 from $1 ,500 to $1 ,000 each compared to FY26 . Books and Publications and Subscriptions reduced by $3 ,900 in FY27 compared to FY26 due primarily to reducing the National League of Cities amount by $3,900 for the membership dues , planning that those would not be renewed in FY27 for the subscription. Another big part of the budget is the Aid to Organizations budget for FY27 , Aid to City Partners and grants to non-profits $222 ,000 in total ; the same as the FY26 Budget. The grant applications have been out for about three weeks and are due back from the Social & Cultural Non-Profits by June 12 , 2026 . The first meeting with Aids to Organizations Subcommittee is projected to be in early July. Attachment B - FY2027 City Commission Budget Detail includes the line-item Budget FY26 original and FY27 Draft Budget. Commission questions, concerns and comments were addressed to include: Finance Director Tyler explained , providing details of the process from beginning the budget process in January to bringing the City Commission Budget to the Workshop , meeting with various departments , meeting with the City Manager and Deputy City Manager with the draft numbers. It is the first time the City Commission has interacted with the proposed budget. Concern was expressed regarding some change's year-to-year. For example , 50 th Annive rsary of the City 's relationship with the Blue Jays , which will be a heavy burden on many of the Commissioners because of the allowance dollars for travel. Finance Director Tyler explained those items are taken into consideration ; this draft proposed budget was presented having worked with the City Manager's Office and it is open for discussion and changes , the purpose of this meeting . City Manager Bramley advised regarding a trip like Toronto , the liaison and the Mayor are usually budgeted for additional travel which was discussed in December. The trip to Scotland is incorporated into the budget as well. The remainder of the Commissioners should they elect to go either on private pay or use their travel allowance and any remainder being very clear that any spouses who go are paid privately . The thought was expressed that it is important for citizens to note the Commission members are asked to participate in a number of events that expend the Travel & Per Diem very quickly . For example , going to Tallahassee , various State meetings, Toronto that money is out-of-pocket after $3 ,000. That should be kept in mind going forward. The details of how the money was spent can be provided to the Commission . 26-9

Workshop Minutes June 2, 2026 Dunedin City Commission Concern was expressed about the proposed reduction in the Training , noting that Travel and Education previously were in the same line item in that they can offset each other being the only expense accounts the Commiss ion can use . Travel & Education should be appropriate while not being excessive . Other areas could be reduced if necessary . Consensus Direction: Leave Training for the Mayor and Commissioners at $1,500. Discussion ensued with clarification that the Florida League of Cities connects the City with the National League of Cities . Public Input Mayor Freaney opened the item to public input. Hearing and seeing no one wishing to speak , Mayor Freaney closed the public input. 2.c. *STARRED ITEM: Property Tax Reform Discussion Staff Presentation City Manager Bramley explained : This item was placed on the agenda yesterday afternoon . The reason for the request was transparency that the item would be discussed during the workshop this morning . The House and Senate are in session in Tallahassee discussing property tax reform. There is a bill that has come out of committee on the Senate floor currently being debated. There is not a great deal of information today because it is so dynamic . There is the fact that the bill currently being debated in FY2028 is a $150 ,000 Homestead Exemption increase . The revenue decrease for the City of Dunedin would be $4 .2 million in FY2029. Increasing the Homestead Exemption to $250 ,000 would decrease Dunedin revenue by $6 .3 million. The City is currently in the middle of the budget process having prepared a budget for the Commission and the Board of Finance. This would change things. It will go to referendum if it gets out of the House and Senate today or tomorrow. The Session is finished tomorrow and if it gets out , it will be on the ballot for November which would impact the City's budget process most certainly . Staff wanted to present an overview of exactly the status right now as far as they know ; it is constantly changing. They also wanted to talk with the Commission about a fact sheet to be able to talk with their constituents and also about the Communications plan moving forward should it get out of the House and Senate and become a referendum . Strategy & Sustainab ility Manager Delfino advised : Currently , the Legislature is in debate on the Senate floor . The Senate and House Bills are identical is the claim; however , several amendments are being filed. Yesterday , the debate was very robust in the Senate Committee hearing that was 6 hours and 15 minutes and passed 13 - 5. She thought there was very good discuss ion and even on the Republican side they were looking to see additional changes to the bill language before they could support it off the floor ; or so they had stated yesterday in committee . Her hope is to see additional amendments come through today that may make it a little better . One of the largest issues being discussed at this point is simply the name of the bill , Save Our Homes from Excessive Taxation is what would go on the ballot. This is a little different than what would come up through a resident petition because that would require a Supreme Court review of the ballot language ; this does not if it is passed out of the House and the Senate . There might still be an opportunity that would be addressed as far as that language being fair; there was significant discussion around that language yesterday and how it would be interpreted by residents because not a lot of people are going 26-10

Workshop Minutes June 2, 2026 Dunedin City Commission to look further into what that means ; they will see Save Our Homes From Excess ive Taxation and of course , who does not want that. The language right now she thought to be one of the items they want to see addressed so that when it makes it to the ballot , residents have good information in terms of the losses they will see in service in exchange for the reduction in property tax . She noted that was a very high-level summary as to the status and reiterated they were debating on the floor ; she thought their goal was to get something voted off the floor today . What that will look like at this point , she was not entirely sure . Amendments that passed yesterday included : Putting the schools back in as being exempted from this issue ; There were some additional amendments that also passed in terms of removing the trust fund component from the bill that everyone heard the Governor talking about. There were probably more questions than answers because it is not clear as to who would qualify to receive funding from a trus t fund that has no money and the fact there is no dedicated revenue stream to allocate toward this trust fund . Additionally , there was more discussion as to fiscally constrained count ies and it really sounded like those would be the prior ity to addressing those shortfalls because they will be wiped out of any revenue sources at this po int because of the value of their homes . There were additional amendments that did fail ; therefore , the hope is there will be more amendments seen today . She will be watching the rest of the debate . Commission questions, concerns and comments were addressed to include : Ms . Delfino thought by today the result would be known. In terms of what happened to the indication in January that the Senate intention was to be a little more conservative approach regarding the increase of the exemptions ; Ms . Delfino explained : The Senator from Miami-Dade presented the bill yesterday that was a direct reflection of the Governor's plan ; he sees in his representation a lot of waste , fraud and excessive spending , as do many of his counterparts , other House and Senate Representatives of that area and th is bill for them is addressing that issue . There was discussion that not all municipalities , cities and counties are run in that way so , why were they addressing something that needs to be handled in south Florida? The whole state would be affected through this process ; that was part of the debate . Unfortunately , it is a priority of the Governor to see this impact , and she thought there were Representatives willing to bring it forward who do not represent Dunedin and similar communities that are fiscally responsible and run to the best of their ability . Regarding whether any polls have been done should this move to referendum , the Florida League of Cities (FLC) presented last week at the conference and in a call on Monday . Ms . Delfino recalled the poll they referenced was right at that cusp as to whether or not it would pass. The comments they have made are that typically with a referendum like this the highest poll is right when the item is announced and once people start understanding all of the components is when the polling tends to trend downward from there ; there is some hope with that as far as being able to provide education to the communities . She noted many cities and counties are putting out their own information very similar to what Dunedin has presented. She noted whether it is challenged with the language is another component FLC is looking at in terms of a judge determining if it needs to be revised or prevents it from moving forward . The County has ma intained a quiet perspective on this . Ms. Delfino advised that Finance Director Tyler has been working with Tax Collector Mike Twitty as far as providing information and data . They have been very responsive to all requests and have put out a sort of tool kit to speak out as far as the impact of the bill. As far as the County takes stance, she has not seen it publicly . 26-11

Workshop Minutes June 2, 2026 Dunedin City Commission City Manager Bramley advised that the last conversation she had with the adm inistration at the County , qu ite some time ago , indicated they were go ing to wait to see exactly what the bill is before tak ing a pos ition and start ing the ir campaign . She commented and wou ld defer to City Attorney Cowan ; however , once it is schedu led for referendum , at that po int the City turns to an education platform ; the City has obv iously taken a position on th is through its public tax reform forums , at that point City staff would prov ide the City Commission with information on the exact impact to the City and it would then be up to City staff and the Mayor and Commiss ioners to educate their constituents . City Attorney Cowa n adv ised as elected offic ials , the Mayor and Commiss ioners can prov ide their individual op inion . She acknowledged it was correct , as bluntly as they wanted. Ms . Delfino noted it should be preceded by "My individual opinion is " and City Attorney Cowan acknowledged that was correct as well , not speaking on behalf of the City . Finance Director Ty ler acknowledged a $4 .2 Mill ion decrease would be a very significant negative impact to the City . Regard ing whom in Tallahassee is asking tough quest ions seeming ly to get to a logical po int fo r this proposal , Ms . Delfino noted her observation from the Senate Committee was typically Democrat Representat ives are quest ioning a lot of the language and what is and is not included . In terms of what she has seen as far as who is speak ing on behalf of the tremendous loss of serv ice money for local government , it was Senators Pizzo , Polsky , Shar ief, Sm ith , and Berman ; there were three members from the Pinellas Delegation on that Committee , Chair Hooper, Vice Chair Rouson , and Senator DiCeglie , she personally did not hear their comments . Regard ing the $5 .5 Million fund the Governor wants to promote his position , there will be no funds . The State does not have the money . The State is facing a several bill ion deficit in their future years and have to dea l with their own problems . The comment yesterday regarding funding is that they would prefer to handle it legislatively and let their future Senators and Representatives decide how much funding would be allocated into that fund and how it would then be distributed ; they called it grant applications ; but there is no definition as to how those would be rated , who would benefit , or how much wou ld be available . City Att orney Cowan commented regard ing the focus on the Homestead Exemption , which is one aspect of the bill ; however, the bill does several things : First , it does the Homestead Exemption ; It also would affect the amount that could be assessed against non-homestead property ; It further limits how the City could spend any ad valorem revenue . There are only specific categories that the ad valorem could be spent on ; those are not all the items the City cu rrently spends ad valorem . Mayor Freaney questioned expend itures such as Li ttle League , Citywide Cyber Secur ity and so forth . Ms . Delfino advised much of the debate yesterday with a Senator asking who pays for Code Enforcement Officers and Permit staff, where does that fit in and there was no answer to that. The bill sponsor had said that falls under Infrastructure so it can go into that category . Again , there was that comment about how those categor ies were written so broadly was that everything should be able to fit in as far as the City should be doing as far as providing essential services . She commented it is very vague , but there is no clarity because there were questions that were not provided with a direct answer . The question was asked , where do libraries fit ; and the answer was libraries are Education . Though the bill does not specifically say libraries , the bill sponsor sa id it cou ld include librar ies during the debate , but it is not actually wr itten in the bill. She thought there would be more questions and challenges as th is moves forward to really understanding what is and what is not included in that language . In response to the comment that all these questions should be resolved by the end of the day , Ms . Delfino thought the only th ing that will be resolved today or tomorrow will be whether or not this is going on the 26-12

Workshop Minutes June 2, 2026 Dunedin City Commission ballot ; the questions have not been addressed . Should staff see additional clarifying amendments, then potentially some questions will be cleared up . Her op inion was , as with other laws passed this year , it will be left with more questions than answers . Pub lic Input Mayor Freaney opened the item to public input. Hearing and seeing no one wishing to speak , Mayor Freaney closed the public input. Add itional Commission Questions In terms of the Suncoast League of Cities (SLC) , they also wrote a letter from their membersh ip that they had advanced to the Delegation and beyond which is one of the reasons why the City also followed up yesterday with a letter from the Mayor on behalf of the Commission citing some very specific positions the City of Dunedin takes. The City is in very close alignment with the SLC and the City 's own interest. In response to the question of who is involved in the SLC , she provided names of those various officers and their cities . In terms of a comb ined Lobby effort , Ms . Delfino thought that came from the FLC representing all of the municipalities in the ir letters and testimony during the entire session , including yesterday being in the audience of the Committee meeting . She explained the details of where the City 's letter had been sent. Commission Comments/Direction Vice Mayor Walker commented: He would characterize this action ; in the way it is being done as extremely irresponsible . To put this on the city , municipality , especially one that enjoys the Duned in credit rating of AA+ and living and managing a city that provides the level of amenities that the City is proud to provide to the community and residents and to embark upon this path with a referendum that potentially would have the noted fiscal impacts going forward without a plan , without any dialogue with regard to how to make up the difference . Basically , personally what this looks like to him is essentially this will result in a significant shut down of the services and amenities the City is able to provide . He does not know how it got to this po int. His line of questioning was toward the comments by Commissioner Gow as to "all hands-on deck ". He appreciates the Florida League of Cities ' advocacy; he thinks every municipality should be communicating about what goes away. Commissioner Sand bergen commented on hoping that Tallahassee makes the right choice ; it sounds like they were going to be forced to make a choice ; hopefully in the favor of the City. After that , the City will rely on the voters and how much more the City is able to do. Commissioner Gow echoed the comments of his colleagues and in addition commented : He suggested rather than making these bad bills and then making them better later, why not make it better the first time , which seems more efficient. He does not understand the logic and thinks in basically trying to create a slush fund for the Governor without a way to fund it or where the money would go . He is very thankful for the work of Strategy & Sustainability Manager Delfino , as well as the Florida and Suncoast League of Cities . He thought there should be an incredible amount of pressure on the County to come up against this as it affects everyone and without any discussion about how those funds will be made elsewhere . He does not understand this being a conversation starter , let alone the potential to go to referendum . Commissioner Dugard commented: 26-13

Workshop Minutes June 2, 2026 Dunedin City Commission Comparing the State of Florida against all 50 other states , Florida is 47th in expend ing citizens ' resources. The word "excessive " in this bill is a step into ignorance and that is on purpose being hopeful to sell the audience they are talking to. The job of the City is to try to educate the citizenry as to what this bill will do to them , their future and that of their children . History shows that it takes much more time to reconstruct government once it has been taken apart . This is a dismantling of local and county government on the part of those who politically benefit from such actions . He spoke to the issue of the 1% benefiting from these actions and citizens should not allow it to be done to them . Mayor Freaney commented: Florida is one of the lowest tax states . She hopes that at the end of the day there will be a surprise ; however , it has already gone so far it is difficult to think that will occur. She is very disappointed in the State Legislature who knows and when the Commission was in Tallahassee , behind the scenes there were comments like , "it 's going to be fine , that's crazy , it's not going to happen , we understand , we are not going to unleash that kind of chaos into our local communities , nobody needs this , don 't worry , there will be some minor things done , something that will have some help , don 't worry: "; however , here we are. Former Senator Jeff Brandes , a Republican, made comments on Bay News 9 Political Connections about how rushed this is , how ill thought out , how many open questions , no way to supplement the income and lost revenue and yet they move on . One of the things he brought up was where do renters fit into this and the concern for affordability when they will probably be the worst hit of all, businesses as well. Don 't keep a trust fund that has no money and act like that is going to help fill the incredibly large gap that funds basic services to residents . Local government is the closest to the people , Commissioners are accessible and residents can come and talk to them, call or run into them and she will listen to their questions and complaints , all the Commissioners will do so . This is a quality-of-life community and the City will struggle with basic types of services ; however , it is the quality-of-life which Dunedin residents voted for , keeping the amenities , keeping the charm , that is why they moved here and why people come to visit. If this makes it to the ballot and makes it through , the secondary losses will be the businesses and the city 's economy . This is a tourist state; people love to come to this city and that is part of what creates the economic vitality of the city and creates the ability for the City to have the money to create the amenities . It is irresponsible . Next year is when a 20-year expert Commission convenes that meets every 20 years in the State of Florida to talk about the issues of property tax in an intellectual and valid way ; because clearly there are issues with the system ; they bring forward logical and thought-out questions answered with not many quest ions left on the table . They bring those recommendations back ; however , the Legislature does not want to wait , they want to rush it through with little thought to all the ramifications that throw everyone into chaos . 3. INFORMATIONAL ITEMS Mayor Freaney congratulated Strategy & Sustainability Manager Delfino on her Florida City /County Managers ' Association (FCCMA) Rising Star Award . 26-14

>> THANK YOU,
