What This Bill Does
Texas law now allows a voter with an outdated residence address to cast a ballot in their registered precinct if they still reside in the county, provided they submit a required statement of residence. The measure also sets voter registration changes to become effective 30 days after the voter submits notice, and takes effect on December 4, 2025.
Changes the legal requirements for voters who have moved within the same county, altering how they verify their residence at the polling place and when their registration update becomes active.
Who It Affects
Groups the bill's text affects, as described in the record. Being affected is not a position for or against it.
Voters who have changed residence within a county
Voters with outdated addresses must submit a statement of residence containing standard application information before being accepted for voting in their registered precinct.

Election officers must collect and process the executed statements of residence from voters whose addresses are not current.
