Public Meeting - Climate Vulnerability Assessment

Tuesday, September 17, 2024 · Government meeting record

The 30-second read

Record incomplete

The City of North Lauderdale held a public meeting to discuss a new project assessing how critical city infrastructure, such as fire stations and water facilities, might be affected by future flooding and sea-level rise. This assessment is a required step to qualify the city for state and federal resilience grant funding under the Resilient Florida Program.

Why it matters

The city is identifying which essential facilities are most at risk from flooding to prioritize future infrastructure repairs and secure state grant funding for flood resilience projects.

VULNERABILITY ASSESSMENT - AGENDA • Project Purpose • Grant Funding • Open Discussion • Flooding Concerns • What is Vulnerability? • Critical Assets • Exposure Analysis • Final Vulnerability Assessment • Timeline and Milestones

PROJECT PURPOSE • Examine the vulnerability and risk of critical assets to flooding events. • Identify protection and mitigation priorities. • Align priorities with the Broward County Local Mitigation Strategy. • Improve eligibility for State/Federal grant funding for flood resilience projects.

• May 2021 – Governor signed Senate Bill 1954 into law • The program is intended to fund efforts to prepare communities for the impacts of rising sea levels, intensified storms, and flooding. • The program includes a selection of grants available to counties, municipalities, special districts with specific responsibilities, and regional resilience entities. • In FY 2022-23, the State awarded $275M in grants to communities for resilience projects. • Vulnerability Assessment (VA) reports allow communities to apply for grant funds. SURVEY QUESTION #1

VISUALIZING VULNERABILITY Vulnerability examines an asset’s exposure and sensitivity to a threat. It is also important to understand how easily an asset can change or adapt.

VISUALIZING VULNERABILITY A low-lying firehouse is more vulnerable than a park, even if both have the same exposure.

VULNERABILITY ANALYSIS FRAMEWORK Vulnerability = Impact + Adaptive Capacity Adaptive Capacity – The ability of a person, asset, or system to adjust to a hazard, take advantage of new opportunities, or cope with change. Vulnerability – The propensity or predisposition of assets to be adversely affected by hazards. Vulnerability encompasses exposure, sensitivity, potential impacts, and adaptive capacity. Impact = Exposure + Sensitivity Exposure – The presence of people, assets, and ecosystems in places where they could be adversely affected by hazards. Sensitivity – The degree to which a system, population, or resource is or might be affected by hazards. Impact – Effects on natural and human systems that result from hazards. Evaluating potential impacts is a critical step in assessing vulnerability.

SURVEY QUESTION #2

SURVEY QUESTION #3

STEP 2 - EXPOSURE ANALYSIS (MODEL DEVELOPMENT)

STEP 2 - EXPOSURE ANALYSIS • Refine and conduct stormwater modeling. • Identify the depth and extent of flooding: • 100-year storm • 500-year storm • Identify the depth and extent of flooding with sea level rise using NOAA projections: • 2050 and 2080

• Measure the impact of flooding severity on assets • Assign risk levels based on flooding extent and severity • Preliminarily prioritize assets based on area or immediate need STEP 3 - SENSITIVITY ANALYSIS

• Present the preliminary Critical Asset database initial Exposure and Sensitivity Analysis • Solicit community-specific input on preliminary results • Prepare for revisions of methodologies and assumptions STEP 4 – PUBLIC OUTREACH MEETING #2

• Incorporate community feedback to refine methodologies and assumptions • Detail results and conclusions with illustrations and maps • Prioritize assets based on area or immediate need • Assure compliance with Florida Statutory requirements STEP 5 - VULNERABILITY ANALYSIS REPORT
