Action Items Subject 10.2 Adoption of Resolution Approving and Authorizing Grade Span Changes at George Brown Junior Elementary School and Arrowview Middle School, and Delegating Authority to Staff to Execute and File the Notice of Exemption with the San Bernardino County Clerk and State Clearinghouse (Business Services) Meeting Apr 15, 2025 - Regular Meeting of the Board of Education Type Action Preferred Date Apr 15, 2025 Absolute Date Apr 15, 2025 Fiscal Impact Yes Prepared by: Thomas Pace, Director, Facilities Planning & Development George Brown Jr. Elementary School (“Elementary School”), located at 2525 North G Street, San Bernardino, currently serves students in grades kindergarten through six. Arrowview Middle School (“Middle School”), located at 2299 North G Street, San Bernardino, serves students in grades six through eight. Based on a review of current enrollment patterns and school capacities, the District has evaluated that the Elementary School faces overcrowding. To alleviate overcrowding at the Elementary School, the Board of Education (“Board”) intends to modify the grade span configuration of the Elementary School to serve students in grades kindergarten through five, beginning with the 2025-26 school year, and for sixth grade students to be served at the Middle School (hereinafter, collectively, the “Project”). On March 4, 2025, the Board directed District staff to hold a community meeting and gather community input from students and families potentially impacted by the overcrowding and/or the District’s potential plans to modify the grade span configuration of the Elementary School. The Board further directed District staff to return at a future meeting with a proposed plan to address the overcrowding, taking into consideration the community input, for consideration and approval by the Board, following a public hearing to consider the proposed plan. For the Project, the District hired an environmental consulting firm, Placeworks, Inc., to conduct a CEQA environmental review and prepare a CEQA analysis (“CEQA Analysis”), a true and correct copy of which is attached to the agenda item for this Resolution. Based on the CEQA Analysis, the Project has been determined not to have a significant effect on the environment, and the Project is statutorily and categorically exempt from the provisions of CEQA. The resolution approves and authorizes the grade span change at the Elementary School to serve students in grades kindergarten through five, beginning with the 2025-26 school year, and for sixth grade students to be served at the Middle School. The resolution further directs District staff to file the Notice of Exemption in accordance with CEQA and the CEQA guidelines, and the findings set forth in the resolution. The District staff recommends adoption of this resolution. BE IT RESOLVED the Board of Education adopts authorizing a notice of exemption for purposes of satisfying CEQA for the George Brown Jr. Elementary School grade span reconfiguration project, approving the project, and delegating authority to staff to execute and file the notice of exemption with the San Bernardino County Clerk and State Clearinghouse.
