His is Dr Grooms who please. >> This if you state your name and address for the record, please. 2.24 >> There it is. You're it's working now. >> Doctor Linda groans with the Unity Football Classic from Tallahassee. 2 to 4 North Martin Luther King Boulevard. >> And thank you. Please. Go ahead. >> Okay. I just made myself available because I've notice that this particular issue is being withdrawn. And I didn't know if I needed to respond any appropriate way. It's it's the yes, thank you. Okay. Next is. >> MR. Colonel Oliver. >> Yes, my name is car. Addresses on file. I'm glad. Day 2026 0, 5, 4, 1, was. Deferred. Because for made it, there's no incorporation in 18, 66 silver. I say, including. A lot of money. Has been dished out. To people who don't own the land. And Everything out. Allows the black Americans. You want to know why I say that the sudden home state at. A lot of immigrants who come from Ellis Island. They gave you land a lot. Up and a great mate weights and most of still live there. And the problem is, is that in this city, I want to ask some fundamental questions. My first question versus 1969, or 68 when a consolidated. >> This city how much money touched head of foundational black America. I want to tell tabulation of those numbers because we've got real doll. Because we are on the real estate. And number 2. I filed a lawsuit against to sit. Do with 18, 66 Civil Rights Act. And the biggest problem for me. As day. Yo landlord. You're my 10. Every dollar that comes into this city, especially associated with projects like has got to go do land owners. Y'all immigrants in a region. You don't my lawsuit was started 2 wars. The general counsel's office. The mayor's office, even the City Council press. He didn't return. His civil service a month. But the mayor it and a general counts and I want them going to say and she books me. She takes me extension. 20 days to match you gate. It's 100 to 8 days. If play these political games with me. The one thing she's going find out when kids so relection go. Because I've been taking a light Democrat. But the more mining the mall hard come down. Because one thing down learn none of this land belongs to you. >> All right. Thank you, MR. Oliver, do we have any more carts? Ok? Thank you very much. That concludes our public comment period before we go into. The agenda items I do want to make just one general comment. I know we're. And finance committee deals more with these type of issues and interactions. But I just want to make a general comment just like to request that we all as best we can. We're going to have, especially during this budget time when we're going through sometimes emotional issues. We we go through some back and forth, maybe with. Parties who are affected are stakeholders are affected or with members of the staff administration between the council and back and forth. Just like to ask all of us if we could just keep in mind if we did all as best we can be as respectful in our in our comments or interactions and where we can see opportunities to calm things down or to be careful about. The words we choose and how we interact with each other. So that's just a general comment I've been watching different committee meetings and interactions with different people just just like to request that especially of our committee. As we go into the other actions associated with the budget process that we're all involved in. So just a general general request. General comment, thank you very much. We're going to first go to since city council PRESIDENT Is here. We're going to first take up. One of the bills that's near and dear to his heart on Page 7, it's item number 11 and it's 2026, 0, 5, 7, 4, Going to get a motion on the bill. Motion is second on the bill. I'd like to first go to city Council PRESIDENT Holland police. You're recognized. >> Thank you, Chair Miller. I appreciate it. Y'all might recall my insulation speech. I noted that my passion has always been job creation. I mentioned manufacturing, logistics, aerospace, defense, marine space medical as industries that are particularly suited to support Jacksonville families and also Jacksonville veterans. Thousands of jobs are coming to Jacksonville and Ed Randolph in the audience knows that not just Cecil Field, which been a another passion of mine, but to the North side to tally ran to the South side, the Stan for Service Act that you're about to vote on now ensures that 10% of all new jobs created in part by a city Red Grant will go to veterans Guard reserves and active duty spouses. It's important to note that veterans more civilians, they give the charity more then civilians. They also vote more than civilians. This is a workforce that we always want to grow here in Jacksonville. There's another part of this bill. While we're adjusting the city's public investment policy. This bill also adds Cecil Airport alongside Jets port in a provision that gives preference to companies relocating and growing there in the cip Cecil in the port to gems in Jacksonville with unique economic development potential. That's why we're taking this opportunity to add Cecil. So when we introduced the Stan for service at it was during America's 200 50th anniversary. We're just getting to vote on it now. But I know that my installation speech that 10% of Americans served during the Revolutionary War 250 years ago, they delivered to their posterity, the greatest country on Earth. 10% of us are now and they defend the greatest country on Earth. So the Stan for Service act shows that Jacksonville will always stand up for its 10%. I think there's no room for argument anymore. Jacksonville's, most military and veteran friendly city in the nation. And I see a very important reason for that. I had not heres encounters so would appreciate everybody's support on this Bill. Thank you. Thank you, MR. PRESIDENT will next. Go to pass PRESIDENT Character. You're recognized. >> Thank you, MR. Chair hats off to you, MR. PRESIDENT, I just want to be added as a co-sponsor and regret that I didn't catch in time to be at it is going to do, sir, but I support it wholeheartedly. >> And all of our military service families here in the city. >> Thank you. Next. Go to pass PRESIDENT Carlos. You're recognized. Anyone else. We have Councilmember Club where you're recognized. >> Thank you, through the chair to present Howland. Just want to make sure have clear on what you said. So you're saying that Cecil, when you say sees in the bills season should be given additional positive consideration when evaluating potential public investment policy. You're saying that they should be considered when new companies could moving to Jacksonville that they should be considered as one of those locations for them to relocate. >> Through the chair, yes, m'am. That's exactly it. There's there's actually a provision in the pdi-p right now that says other considerations and under there, it says for companies wanting to relocate in around Jaxport. They will be given additional consideration for incentive because Jack Sport is an economic development engine for our county. I just added with the second part of this Bill, Jack Sport and Cecil Airport. So it is basically add Cecil Airport along side because I think that's a particularly valuable growth engine for Jacksonville as well. >> Thank you so much for that. Thank you, chair and thank you to the the chair to legislative services. Please at me as a co-sponsor. Seeing no one else sick you. I just want to make a couple comments. One is. >> When I saw this come up, I was excited for obvious reasons. Sen. The PRESIDENT City council PRESIDENT Just articulated most of those. Most of those things that made me excited about this but I did some research also on most of the larger companies and where they stand right now. And and I'm happy to say. >> Most of the long-standing companies here in Jacksonville have already achieved and surpassed this goal. So this isn't something that's a that's a stretch or something that those main employers in our communities. Well, we'll have to really work hard at. But what it also does is sends the message. We do value our veterans. We do value the military. We do value their spouses and any new company that comes to our new PRESIDENT Since established. They know what that mark on the wall is too be in line with what we've traditionally done in the business community in throughout Jacksonville, in and to recognized. And I'm proud of being considered the most military and veteran friendly city United States. And so I'm excited about this. And I think there are other ways we can. We Focus. To do similar type of thing. So i thank you, MR. PRESIDENT for this. And with that, please open about record your vote. >> 0 nays. >> Action. You have approved 2026. 0, 5, 7, 4, Thank you, MR. Chair you you. Welcome. More will not go to the front of the agenda that's published. We have quite a few deferrals and we'll just work our way straight through the regular agenda. Item one twenty-twenty 4, 0, 9, 6, 6, is deferred to request of Council member Carrico number to 2025. 0, 3, 6, 1, is deferred request of Councilmember White and the 3. 2026 or 2 to 7 deferred at request of Councilmember Diamond. And number 4, Twenty-twenty 0, 3, 1, 8, I believe we're still on this particular one with the withdraw. That's the request is withdraw to have a motion. We have a motion second on the withdraw. Any anything you would like to Council Mayor Johnson. >> Thank you, MR. Chair I was asked to sponsor this bill and and looking at it. There were some nuances that needed to be corrected. And so I asked him to withdraw so it wouldn't sit unclog your the agenda and will bring it back at a later time when they do have all the information to Thank you. Okay. Thank you. >> No one else like you. Please open about record your vote. >> And use your earnings. Fire action. You you've withdrawn Twenty-twenty 6, 0, 3, 1, 8. We turn the page to item number 5. >> 2026, 0, 3, 2 0 is deferred to request Councilmember White item number 6, 2026 or 3, 7, 7, is tougher to request of Councilmember Johnson. Item 7, 2026, 0, 5, 4, 1, is tougher to request of downtown investment authority. Number 8, 2026 or 5, 7, 0, is deferred at request of Council member Borland and item number 9, 2026, 0, 5, 7, 2, we have a motion on the amendment. We have a motion second on the amendment. This river which police explain the amendment. >> The amendment is to attach a revised exhibit one, which is the bt to correct account information. >> Ok, and thank, you know, in the queue, all those in favor the amendment signify by saying yes. All those oppose no, we have. Well, no one on one. No one withdrawn, know. So the amendment passes. I heard some eyes and say yes is, but I think they all count so the amendment emotion on the bill. Please. The motion is second on the bill as amended. We have pastors Salem in the queue. You're recognized, sir. >> chair was going to ask ms just to come up and explain the bill. It's a lot of money. >> Good afternoon, MR. CHAIRMAN Committee members to the chair COUNCILMAN Salem, this legislation. >> Is the result of 2026 to 13 where you all approved a mechanism to to set aside, I guess, is the best way to put it in a contingency. Funds. I didn't say my name anniversay finance to set aside funds for any unfunded future incentive obligations so long as there are unfunded obligations. As we go through the process of finalizing our annual comprehensive financial report, our audit. The floor for any amounts that get moved is the 2024 Unassigned fund balance number. Through the chair MR. Salem un included an additional amendment to that very bill to have another floor of belt and suspenders of 17% of general fund revenues. And so as we're winding down the audit, we go through the motions of understanding are their unfunded incentive obligations that if there are. What is the Unassigned Fund balance and then we determine any excess revenues over expenses and that audit. Would be committed above those floor amounts. The bill that you all past 2026. To 13 required that while we were disclosing that commitment in the audit report when it gets issued, that piece of legislation would come before you to actually move the funds in the system. And that is what you have before you today. Thank And I I believe. >> Just for clarification. With neither are general counsel or auditors. I believe this was based on and the Spurs a maid was. Councilmember lands. Bill. That was introduced and passed requiring what we're doing today. Is that correct? >> To the chair? Yes, that's correct. It says Councilmember Laden's bill, ok, thank Can take. Oh, yes, please. I'm sorry to have response. Know, it's ok and that 70% I think was the amendment that I had is that. >> What you are referencing this per se, the chair to MR. Salem, that's exactly correct. Now, just to question, if there were not any completion grants or other obligations that we the government had. What would happen to this money? Through the chair to MR. Salem. >> As has always happened anytime we have excess revenues over expenses at the end of the year, it goes to operating reserves. Unassigned fund balance. >> Okay. So that's where it would go. If we didn't have these obligations. Yes. Thank you, sir. >> It's still going to reserves, but it's committed for future unfunded obligations. Thank you so much. >> Thank u next. PRESIDENT. How when you're recognized. Thank you, MR. Chair for this River. >> We confirmed that this is related to chair Lamb lands. Amendment that he did his legislation. He did a few months ago COUNCILMAN Salem's changes 17%. But I know that last week Chair Landon indicated in the first finance committee he thought his intent is to try to refund the 26 million dollar public Safety Protection Fund with an amount over the 17%. Is that not right, MR. Ok, you know what I'm talking about. And does this movement of this money right now the Jx sf completion grant jeopardized bad intent. >> Through the chair, MR. Peterson is approaching the podium. He's probably the best one to address that. I try to get about a 30nd heads up She ate feel Peterson Council letter. >> Through the chair to cows present Holland. So what Councilmember Lane was referencing is in the months quarterly summary that we just released last week, jso is projecting this city. The general fund as a whole is projecting about 29 million dollar favorite variance. And so replenishing that 26 million, if you will. That was set aside for public safety through pulling from operating reserves because we expect operating serves to go up in the current tier this 33 34 million dollar piece of legislation ultimately has nothing to do with that. 26 Million. That's what I needed to Thank you so much. >> Thank you. We'll next. Go to Vice Chair clock mayor. You're recognized. Thank you. Simply wanted to reemphasize with this particular bill and the fact that it's by code. And we all mention who was the author of the but when it's going who who was the author of the bill, but just the fact that it will come back to us and then appropriation of the these dollars will require legislation. Katie, thank you to no one else in the queue. Please open about record your >> Using earnings. >> By your action, you prove 2026 or 5, 7, 2 as amended. Go next to item 10 2026 or 5, 7, 3, We have a motion. MAY have a second motion is second on the bill. 2 known to please up in about a quarter vote. >> 0 nays. >> By our actions approved 2026 or 5, 7, 3, We've already taken up item 11. So go to Page 8 item number 12, 2026, 0, 5, 7, 5, We have a motion MAY get a second. Make motion second on the bill. Seeing no one in the queue pastors and care code giving comments. Are you? Are you good? Didn't have any, she I'd be happy to talk a little bit about. The organization is located in my district. Many of you know, the executive director, Michelle Mcmanaman one some people think operation new simply way to get people suits for job interviews. That's not at all what they do. And if you go and visit know, explain that it's really a transition, program for veterans that are either aging out retiring from military service rep previous military service and just finding their way through the job market. And this these dollars will help with case management. So they continue and continue and continue to be with those veterans as they go on into the workforce. So it's a great organization and hope you will support it. >> Thank you. We're going next to a council member blue. So you're recognized. Thank you. Chair of known operation New Uniform for many years. I've known staff. My father actually >> helped with some of the resumes for a lot veterans. I would love to be a co-sponsor of this bill and support my my dear friend Kevin oh, It's almost like Valentine's Day up here. Well, will next go COUNCILMAN Roland, you're recognized. Thank you, MR. I too, would like to be as a co-sponsor. I attended one of their graduation ceremonies and I did have great appreciation. >> What impact this program has on our veterans. Thank you. >> They're I was graduate of this program about 11 years ago. So you can imagine what my thoughts are. So and my wife used to work there as well. So very proud of her and everyone involved helping our veterans and their spouses because there's a spouse program online and in person and they have next and expand. Yeah, I'll get right expanded there. Presence in the Tampa area as So lots of lots of veterans and current transition military. They can go as long as their commanders allow them the time to go through the program before the transition, which actually is preferred. So thank you. Pass PRESIDENT For. For introducing this bill. We'll go back to prison howling. You're recognized. Thank you. Chair. >> For the record, I want to note someone brought up during public comment a member news staff is one of my board members at the Fire Watch Project Inc and I checked ethics and there's absolutely no conflict there whatsoever. So my board members are paid, but there is a member and use an employee there who's actually on my board the way that the fire watch board works as we've rather than have donors on our board. We have influential veteran serving organizations which is help us expand rapidly, including would Warrior Project Ghana stores and others. So there's no conflict here, which is why I am a why I'd like to co-sponsor this and I dishan of praise to Michelle and her team and how great operation new uniform has been for transitioning veterans. Just a wonderful gem of our organization that started in Jacksonville has now spread out too. Tampa Bay as well as Nashville, Tennessee. The so fantastic organization for veterans. Incorrect Scrivener Scrivener's errors and then attach a revised exhibit one to remove the line item budget and the extension language within the term sheet include capital expense descriptions in the term sheet. >> Thank you. And is this on the amendment? Okay. We have no in the queue for the amendment impaired. The amendment signify by saying yes or I. Those opposed no. The amendment passes. We motion and second on the bill as amended will first go to pass PRESIDENT Salem. You're recognized. >> Thank you, chair has stated this morning in rules. I think this is a positive step for those that are coming out of Trinity. If you pass by this area as I do multiple sometimes multiple times a day, 6, 7, days a week. You see all homeless out there during the day. With all their belongings and such. And it's quite a sight particularly as During the heat of summer. So. They will be able to take. And I believe it's 55 people. I'm not sure that that's going to solve any where near solve the problem. >> Of a. >> What's going on on the west side of our downtown area. But it's definitely a step in the right direction. I hope at some point we can have a separate flight facility for these for for people as we do 4 souls Barker on the east side of downtown. But Alby supporter, thank you. >> Thank you. We're going next to Councilmember Peluso. You're recognized. >> Thank you, chair. I would also like to be less as a co-sponsor this bill for 2 reasons. You're recognized. >> That would be it for the queue. Please open about a quarter >> 7 yeas, 0 nays. >> Direction. You prove Twenty-twenty 6, 0, 5, 7, 8 as amended. Well, next, go to item number 14, 2026 to 5, 7, 9, Second on the bill. We have passed PRESIDENT Salem and the q you're recognized. >> Thank you, chair. I I expressed a lot of concern about this bill this morning in rules that had a discussion with the inspector general apparently a few weeks ago on this organization. I had a discussion with being between rules and neighborhoods he's indicated to me that this organization has solved all their issues other than the commingling of the money, which which you can't go back and solve. And he believes that. They're okay now. And so ow it to for this morning. But I'm ready to move personally and will be supportive of getting them off the list. I hope in the future that the inspector general can work with grants so that there is some communication, all organizations like this so that we we know that they've cleared it up or they haven't cleared it up and we can take an appropriate vote. Thank you. Thank you. The next to Vice chair collect mayor. You're recognized. >> Thank you, chair. I concur with past PRESIDENT Salem's comments. One thing that I've noticed in my time on the council is that there aren't many foundation to, unfortunately they don't comply ever. And so I'm eating this bill. I noticed that they did attempt to comply in APRIL and just like what was emphasized earlier, the fact that and the analysis of there report that there was, as he said, commingling of the accounts, which is not something that should be done. But does the fact that you you tried if there's someone representing other than the council member? I appreciate that because there are many organizations, nonprofits who I. Who Received. Many more dollars than you did and had. They did make an effort at all to do any kind of report audit and submitted in a timely fashion. Never looked at all. So I appreciate that. And for the that reason, I am going to support the bill today. Thank >> Thank you. Go next to Councilmember Portland. You're recognized. Thank you, MR. Chair I I defer suggest a deferral this morning as well. But given information council temperatures shared. >> I also discussed I think it is appropriate and hopeful to work with us utters as well as planned grants. I'm taking a look at our not compliance list and seeing what maybe what kind of path at the very least me back to the various committees sort of state of that process as to where we as you might well expect as an advocate for the nonprofit sector, the important work that they do and I want anything to compromise the credibility of If they're working in this process will be looking forward to working with those individuals and seeing if we can get a better handle as to what this looks like, what we can do to minimize the list much as possible. Thank you, MR. >> Thank Really enjoyed the discussion on on rules. But also here today. This is my view of how things should work. And we're also focused on the here and now, but also looking forward to always see where men make the process season systems better. Then they are right now. So you've all express that. And I think I appreciate that very much. So with that, please open about record your vote. >> 7 yeas, 0 nays. >> My reaction proved 2026 or 5, 7, 9 will now go to the introduce or a council member. Johnson. You're recognized. >> MR. Cherubs want to thank you and the committee I came in case there are any questions. Also want to recognize Dr, Garrett, MR. Thank you, Doctor Salem for asking those questions and I didn't know what was happening to it after it, you know, saw and heard about the committee. I wanted to make sure that they were all here. So if there are questions that are asked, they could speak to them. They'll also be available for finance tomorrow. But thank you for that, MISTER Chair and thank you, colleagues for your vote. All right. Thank you. >> And for all those he who showed up and in case. >> You are. >> Your expertise was needed. Thank you for attending today. We'll now go to item 15, 2026, or a 5. A 3. Have a motion amendment. Please. We have a motion and a second on the amendment as written. The bt to include the additional cleanup entry and correct Scrivener's. >> And, you know, pretty meeting as was explained to me, this is a a straight forward that counting cleanup measure. >> And I think that's that's the bottom line here. Someone has something else. I think I think this is another one of those that. Is as as is stated to fear. Okay. No one in the queue. Please up in about a quarter vote. Skews me on the amendment. Yeah. I wanted to move it to quickly. All those favor of the amendment. Please signify by saying yes or I. As well on a nose. No, the amendment passes. We have motion and second on the bill as amended. Now, please open about recording the. >> 7 yeas, 0 nays. >> approve 2026. All those in favor of the amendment signify by saying Aye. All those opposed no. The amendment passes. Motion second on the bill as amended. To know in the queue. I did want to mention something and just want to pull out their food for thought and see if any of you. Have any thoughts on this. In a previous unrelated bill when when it came to the matter of eminent domain. If memory serves me right, we placed a requirement that if there was to be in. Some want to exercise. Eminent domain that before it occurs, they would come back to this body. The council, not the committee. I just wanted to throw that out there and see if there is any thinking on the relevance of such an amendment. 4 for this bill as well. Any the comment colleagues? Pastors, assailant knew looking nice. >> Thank you. Chair Councilmember White could not be here today. He asked me to kind of watch over this bill for him. He did not mention anything about any changes to the bill. So I think Councilmember whites preference would be to move the bill as it's written. Maybe the auditors or pouch ec might want to say something. But he did not. This did not come up and. In rules this morning. >> MISTER Chair, if you would like to to the legislation is only adding one additional. It has one additional affected properties. So the council approved. This overall legislation, the project, cetera, and the need for going out and obtaining ownership rights are easement rights to the various properties back in 2024, they identified one parcel or one property where they needed a difference. Either a different these men are a different set of rights to be obtained through the process and they are working with that property owner to to address that. So I doubt that this one additional parcel or this change would have would ultimately result an eminent domain. And I do think at the time that that Bill was discussed more recently, the nature of the project, I think, was part of why the council felt very strongly about that. Adding that additional provision because this would did come up in the context of that discussion in the type of project that it was, I think, led the council to Tully one way on the new recent one versus how they how they address the Chafee Road project at the time. >> Ok, thank you. Yes, that's very helpful. And that does put this context or perspective, especially if it's just pertaining to one one particular property and by the way, this is written, focus is on. Actually what you can what level you can go to 4 the purchase of the property. This seems to be that the focus new praise value. So, yes, that was very helpful. Okay. While drop that. Pretty Council district 7, Jim people or so McAllen, that large group, 3. Thanks, everyone. We're going to start with. Comments. We have 2 cards as of right now. And the first is. >> Dr Linda, I believe it's grooms and followed by Colonel Oliver. So very proud of her and everyone involved helping our veterans and their spouses because there's a spouse program online and in person and they have next and expand. Yeah, I'll get right expanded there. Presence in the Tampa area as So lots of lots of veterans and current transition military. We have influential veteran serving organizations which is help us expand rapidly, including would Warrior Project Ghana stores and others. And for the that reason, I am going to support the bill today
