A motion was made by Commissioner Ahearn-Koch, seconded by Commissioner Alpert, to suspend the City of Sarasota Rules of Procedure for City Commission Meetings for today’s Sarasota City Commission Workshop for the limited purpose of allowing public comment following the Staff presentation and initial Commission questions, and each speaker is limited to three minutes and a total public comment period limited to thirty minutes, which can also be extended. 10:06:37 A.M. Mayor Trice discussed procedural suggestions for administering today’s Workshop, and input was provided by Mr. Cover, Commissioners Alpert and Ahearn-Koch, and Deputy City Auditor and Clerk Rivers, and the outline was determined as follows: • Staff presentation • Public comment for 30 minutes, with the possibility to extend • Commission questions/deliberation 10:13:32 A.M. City Manager Friling provided opening remarks. 10:24:20 A.M. Messrs. Cover and Deveau presented and referred to a PowerPoint presentation displayed on the Chambers monitors entitled “City Commission Workshop Monday, August 31, 2026.” Vice Mayor Ohlrich left the Chambers at 10:24 A.M. and returned at 10:26 A.M. 11:19:53 A.M. Messrs. Cover and Deveau left the Dais. 11:21:00 A.M. Citizens’ Input received from individuals in the Chambers at City Hall. The Commission recessed at 11:51 A.M. and reconvened at 12:06 P.M. 12:07:38 P.M. Messrs. Cover and Deveau returned to the Dais. 12:08:23 P.M. Deveau and Cover, and Vice Mayor Ohlrich spoke in favor of an audit to determine whether there are cost-savings in the Parking Department. 12:15:15 P.M. Questions posed by Commissioner Alpert were addressed by Mr. Deveau, and slides were displayed on the Chambers monitors entitled “Additional Revenue” and “Parking Transactions 6-Month Comparison,” and Commissioner Alpert spoke in favor of securing a short-term loan to replace elevators in the parking garages and having increased parking fees for high demand

City’s Parking Program and Future Funding Workshop -3- 8/31/2026 areas such as Main Street and Palm Avenue than in the parking garages. 12:24:08 P.M. Commissioner Ahearn-Koch addressed comments made by the City Manager in the opening remarks regarding individuals being less than polite to Staff, apologized to Staff, requested the public to direct anything to the Commission, and voiced concerns regarding the format of the August 24, 2026, Parking Public Open House, in which verbal public input was not received, only written input, and Mr. Cover disagreed. Commissioner Ahearn-Koch posed questions, which were addressed by Messrs. Cover and Deveau, and a slide was displayed on the Chambers monitors entitled “Citywide Public Inventory At a Glance. 12:33:01 P.M. Commissioner Battie spoke to the topic, spoke in favor of increasing the parking rates by fifty cents ($.50), without Sunday paid parking, and posed questions, which were addressed by Messrs. Cover and Deveau, and a slide was displayed on the Chambers monitors entitled “Parking Rate Options to Maintain User-Fee Funding.” Commissioner Battie voiced concerns about Staff being harassed and admonished. 12:39:18 P.M. Questions posed by Mayor Trice were addressed by Messrs. Deveau and Cover, and City Manager Friling provided input. 12:51:30 P.M. The Commission continued to provide input and posed questions, which were addressed and slides were displayed on the Chambers monitors entitled “Financial Picture – Prior to Policy Change,” “Parking Rate Options to Maintain User-Fee Funding,” and “Upcoming Capital Expenditures”; that the following discussion ensued: • Concern regarding Parking Staff experiencing verbal abuse • An employer paid for parking for employees, and tickets were still given; how to make enforcement more efficient, which was addressed by Mr. Deveau • Increasing parking rates by $.50 • Many good suggestions were received from the August 24, 2026, Parking Public Open House, and there may be more suggestions; implement a taskforce/ad-hoc committee to consider the suggestions • Even raising the parking rates, balancing the parking budget is still tenuous; that over the years, instituting the parking meters did not work for a variety of reasons • Staff completing an analysis of removing parking meters from downtown and perhaps return back to the two- and three-hour parking as previously done in the City • Suggestions: to implement a parking validation program; color-coded zones; ferrying people from garages if can reasonably be accommodated in budget; short-term loan to replace elevators to spread the cost over the years • Majority of parking spaces are being used by people who are not residents of the City; therefore, unfair to bill residents for people who are coming from out of town to use spaces • More education about how many parking spaces are free downtown; that many of the comments from online were not aware the City has had a parking program for seven years with very little pushback or incidents • Commission made the mistake of extending the enforcement hours and people brought forward details the Commission did not consider • Users pay for parking by using the pay station or app; that the app includes a

City’s Parking Program and Future Funding Workshop -4- 8/31/2026 forty-cent ($.40) convenience fee • Original enforcement hours are favored, no Sundays in terms of fee rate; designate free quick (15-minute) pick-up spaces • Belief is parking system should be financially sustainable, and the users should bear a reasonable share of the cost rather than routinely shifting the cost to taxpayers • Doubts there are any merchants who desire to pay for the parking program in order to make the parking free • Being financially sustainable does not mean maximizing parking revenue; therefore, the City should determine what an efficient parking system reasonably costs to operate, which includes reviewing the City’s costs, and then recovering those costs in a way which will support businesses and manage parking demand • Eliminating meters does not answer who pays for parking • Keep ten minutes free for on-street paid parking, and one hour free in the parking garages to incentivize people to go into the garages • Included in the discussion and in the agenda backup material is a robust permitting concept of resident permits and increased employee permits, which is favored; also doing things by district; auditing the department by getting a consultant to determine if the Parking Department is functioning efficiently; wayfinding; one of the largest areas of potential and opportunity is how to make the garages full, making people feel safe in the garages, I-Rides from garage to Main Street, tailor program to the City’s population; customer service, less ticketing and more ambassador function • City needs a strategic approach to parking; the solutions should be strategic rather than seventy-five cents ($.75) across the board; consider the diverse needs • Educate the public on Florida Amendment 3, the Homestead Tax Exemptions, Property Assessments, and Spending Restrictions Amendment (Amendment 3), since the results will severely impact whether or not the City can pay for parking out of the General Fund • Change/updating the signage 1:25:31 P.M. City Manager Friling stated that the recommendation is the following: • Keep the current suspension of the extended parking enforcement hours in place through November 2026; Staff will replace the signage to avoid confusion • Staff will continue to work on developing some of the programs discussed today, including the business validation program and an enhanced valet program • Provide the Commission with some additional information requested and also look at other operational improvements for the parking system • Following the Referendum of Amendment 3, Staff will evaluate where the City is as a result of the outcome, then Staff will be able to flesh out some of the additional programs, which will return back to the Commission for further discussion • Currently, the recommendation is no changes to the parking system, do not implement anything at this time, and maintain the temporary enforcement in place which the Commission already approved • Staff will continue to engage with the public; however, Staff needs time to work on an outline and format prior to going back to the public 1:27:29 P.M. In response to a question from Mayor Trice asking if there is value in forming an ad hoc committee prior to November 03, 2026, City Manager Friling stated that at this time, she is not in the position to recommend an official ad hoc committee; that the belief is more work is needed, and Staff needs to complete their own homework first.

City’s Parking Program and Future Funding Workshop -5- 8/31/2026 1:30:05 P.M. Commissioners Ahearn-Koch and Battie posed questions, which were addressed by City Manager Friling. 1:32:03 P.M. Commissioner Battie thanked everyone for attending and providing recommendations to the Commission and encouraged Staff to reach out to the business community individually to get their thoughts, and not just to the Downtown Improvement District (DID). 1:32:56 P.M. In response to a question from Commissioner Ahearn-Koch asking if the idea to have a consultant to review the Parking Department recommended to wait until after November 03, 2026, since expending funds would be required, City Manager Friling stated yes; that any options requiring to expend additional City funds at this time are not recommended. 1:33:21 P.M. Vice Mayor Ohlrich requested South Side Village not be overlooked in the parking system analysis and recommendations. 1:33:58 P.M. 2. ADJOURN (AGENDA ITEM 2) Mayor Trice adjourned the Sarasota City Commission Workshop of August 31, 2026, at 1:33 P.M.

ARMANDS AND OTHER COMMERCIAL DISTRICTS ARE 10:17:38AM IMPORTANT TO THE ECONOMIC WEALTH AND VITALITY AND HEALTH OF 10:17:41AM THE CITY. 10:17:42AM I RECOGNIZE THAT AS WELL. 10:17:44AM WE SHOULD ALWAYS CONSIDER HOW POLICIES AFFECT THE BUSINESSES 10:17:47AM AND INVEST HERE, EMPLOY PEOPLE HERE, AND CONTRIBUTE TO THE 10:17:51AM SUCCESS OF THESE DISTRICTS THAT ARE CRITICALLY IMPORTANT TO 10:17:54AM OUR QUALITY OF LIFE. 10:17:55AM AT THE SAME TIME, THOUGH, GOOD PUBLIC POLICY REQUIRES US TO 10:17:59AM CONSIDER THE INTERESTS OF THE ENTIRE COMMUNITY. 10:18:01AM RESIDENTS, BUSINESSES, EMPLOYEES, VISITORS, TAXPAYERS. 10:18:06AM THAT BRINGS ME TO A BROADER PERSPECTIVE AS YOUR NEW CITY 10:18:08AM MANAGER. 10:18:09AM IRONICALLY, TODAY IS MY THREE-MONTH ANNIVERSARY WITH THE 10:18:14AM CITY OF SARASOTA. 10:18:15AM BOY, LET ME TELL EVERYONE IN THIS ROOM, IT'S BEEN A DOOZIE. 10:18:20AM IN THAT RELATIVE SHORT PERIOD, I'VE SEEN EXTRAORDINARY 10:18:27AM STRENGTHS OF THE COMMUNITY AND THE SIGNIFICANT CHALLENGES 10:18:29AM THAT FACE ALL OF US TOGETHER AS ONE COMMUNITY. 10:18:31AM PARKING MATTERS. 10:18:32AM WE KNOW THAT. 10:18:34AM TODAY'S DISCUSSIONS MATTER TO THE PUBLIC. 10:18:36AM BUT PART OF RESPONSIBLE LEADERSHIP IS KEEPING EVERY ISSUE IN 10:18:41AM PERSPECTIVE AGAINST THE FULL RANGE OF RESPONSIBILITIES AND 10:18:44AM PRIORITIES THAT THE CITY FACES. 10:18:45AM DURING MY VERY SHORT TENURE, THREE MONTHS ONLY, I HAVE 10:18:50AM WITNESSED THE PROFOUND LOSS THIS BEAUTIFUL CITY EXPERIENCE, 10:18:55AM STILL EXPERIENCING TODAY FROM OUR 2024 HURRICANES AND 10:18:58AM STORMS. 10:19:00AM COMING FROM THE OUTSIDE, I AM ASTONISHED THAT WE ARE STILL 10:19:04AM RECOVERING TODAY FROM THOSE THINGS, INCLUDING REBUILDING OUR 10:19:07AM FINANCIAL RESERVES IMPACTED BY THOSE STORMS. 10:19:09AM WE HAVE PROJECTS THAT HAVEN'T EVEN STARTED THAT WE'RE STILL 10:19:13AM WORKING ON. 10:19:13AM WE HAVE SIGNIFICANT INFRASTRUCTURE AND FLOODING CHALLENGES. 10:19:16AM WE FACE SERIOUS PUBLIC SAFETY ISSUES. 10:19:19AM WE CONTINUE TO ADDRESS HOUSING DEVELOPMENT PRESSURES, AND WE 10:19:22AM ARE PREPARING FOR AMENDMENT 3 REFERENDUM ON NOVEMBER 3 10:19:26AM BALLOT THAT COULD SIGNIFICANTLY AFFECT CITY REVENUES AND OUR 10:19:30AM ABILITY TO PROVIDE SERVICES IN YEARS AND YEARS AHEAD OF US. 10:19:34AM THESE ARE ONLY SOME OF THE CHALLENGES THAT WE FACE. 10:19:36AM AS A COMMUNITY, WE HAVE A GREAT DEAL OF WORK TO DO TOGETHER. 10:19:39AM THERE IS ALSO A FUNDAMENTAL FINANCIAL REALITY THAT WE FACE 10:19:43AM AS WELL.

file:///C/Users/JJohnson/Desktop/26-08-31-CommissionWorkshop.txt[8/31/2026 4:34:42 PM] 10:19:43AM THERE IS NO SUCH THING AS FREE PARKING. 10:19:46AM PARKING GARAGES HAVE TO BE BUILT AND MAINTAINED, STREETS AND 10:19:50AM PARKING SPACES HAVE TO BE MAINTAINED. 10:19:52AM TECHNOLOGY AND ENFORCEMENT AND PERSONNEL AND OPERATIONS ALL 10:19:55AM HAVE A COST ATTRIBUTED TO THEM. 10:19:58AM IF THE PERSON USING A PARKING SPACE DOES NOT PAY FOR THE 10:20:00AM COSTS, THE COSTS DO NOT DISAPPEAR. 10:20:02AM THEY ARE SIMPLY PAID FROM ANOTHER SOURCE. 10:20:05AM ULTIMATELY, THE POLICY QUESTION IS HOW THOSE COSTS SHOULD BE 10:20:08AM ALLOCATED AND WHO SHOULD BEAR THOSE AND PARTICULARLY AT A 10:20:12AM TIME WHEN THE CITY IS FACING SIGNIFICANT FINANCIAL STRESSES. 10:20:15AM WE NEED TO BE TRANSPARENT ABOUT THOSE CHOICES. 10:20:19AM EVERY DOLLAR GENERAL FUND SUPPORT DIRECTED TO ONE SERVICE IS 10:20:22AM ANOTHER DOLLAR THAT CANNOT BE DIRECTED SOMEWHERE ELSE. 10:20:25AM THAT IS THE REALITY THAT WE FACE. 10:20:27AM AND WE NEED TO REMEMBER IN THIS ROOM THAT THAT DECISION 10:20:31AM RESPECTFULLY RESTS WITH YOU, THE ELECTED CITY COMMISSION TO 10:20:35AM MAKE THOSE HARD DECISIONS. 10:20:37AM I HOPE TODAY'S CONVERSATION GOES BEYOND REALLY JUST A BINARY 10:20:43AM CHOICE BETWEEN PAID PARKING AND FREE PARKING. 10:20:45AM IT'S MUCH BIGGER THAN THAT. 10:20:47AM THERE MAY BE OPERATION OPPORTUNITIES THAT WE ALREADY ARE 10:20:52AM EXPLORING AND DISCUSSING WHICH WE'LL DISCUSS WITH YOU TODAY 10:20:54AM AS A BOARD. 10:20:55AM REGARDING BUSINESS VALIDATION, VALET SERVICES, BETTER 10:20:58AM UTILIZATION OF OUR PARKING FACILITIES. 10:21:01AM THERE ARE A LOT OF THINGS THAT WE CAN DISCUSS AND MAKE 10:21:03AM BETTER. 10:21:04AM THERE'S NO DOUBT ABOUT THAT. 10:21:05AM THESE ARE CONSTRUCTIVE AREAS WHERE STAFF CAN CONTINUE TO 10:21:08AM WORK AND WILL CONTINUE TO WORK TO ADDRESS THE CONCERNS THAT 10:21:11AM WE'VE HEARD. 10:21:11AM BUT AT SOME POINT, WE HAVE TO ALSO MAKE DECISIONS AND MOVE 10:21:15AM FORWARD. 10:21:16AM WE CANNOT CONTINUALLY REVISIT THE SAME ISSUE AT THE EXPENSE 10:21:19AM OF THE MANY OTHER PRIORITIES FACING THE CITY. 10:21:22AM YOU, THE COMMISSION, AND OUR COMMUNITY AND OUR STAFF. 10:21:25AM OUR RESPONSIBILITY IS TO LISTEN, EXAMINE THE FACTS, CONSIDER 10:21:30AM DIFFERENT PERSPECTIVES, MAKE DECISIONS, AND THEN MOVE 10:21:33AM FORWARD TOGETHER. 10:21:34AM TOGETHER BEING THE KEYWORD. 10:21:36AM I LIKE TO ALSO ADDRESS THE WORK OF OUR PARKING EMPLOYEES. 10:21:40AM AND THIS IS VERY SERIOUS. 10:21:42AM I HOPE EVERYONE IS LISTENING TO THIS. 10:21:44AM SINCE I HAVE BEEN HERE IN THIS SHORT THREE MONTHS THAT I 10:21:47AM HAVE BEEN YOUR CITY MANAGER, I HAVE SEEN WHAT OUR EMPLOYEES 10:21:52AM HAVE BEEN SUBJECTED TO, WHICH IS INCREASING EVERY SINGLE DAY 10:21:55AM IN THE FIELD. 10:21:55AM INCREASED ANGER AND PERSONAL ATTACKS BY MEMBERS OF OUR 10:21:59AM PUBLIC, AND IT'S GETTING WORSE AND IT NEEDS TO STOP. 10:22:02AM IT NEEDS TO STOP. 10:22:05AM PEOPLE ARE -- PEOPLE ABSOLUTELY HAVE THE RIGHT TO DISAGREE

file:///C/Users/JJohnson/Desktop/26-08-31-CommissionWorkshop.txt[8/31/2026 4:34:42 PM] 10:22:10AM WITH CITY POLICY. 10:22:11AM THEY HAVE THE RIGHT TO DISAGREE WITH ME AS THE CITY MANAGER. 10:22:13AM THEY HAVE A RIGHT TO DISAGREE WITH THIS COMMISSION AND THEY 10:22:16AM HAVE THE RIGHT TO CHALLENGE RECOMMENDATIONS THAT ARE MADE BY 10:22:18AM OUR STAFF, BUT DISAGREEMENT OVER PUBLIC POLICY SHOULD NEVER, 10:22:22AM EVER BECOME PERSONAL ATTACKS AGAINST OUR CITY EMPLOYEES WHO 10:22:26AM ARE SIMPLY DOING THEIR JOBS. 10:22:29AM OUR PARKING EMPLOYEES DID NOT ESTABLISH THESE POLICIES. 10:22:34AM THEY DID NOT HAVE INPUT. 10:22:36AM THEY ARE SIMPLY DOING THEIR PROFESSIONAL JOBS AND 10:22:38AM IMPLEMENTING
