He stated there was significant interest in kayak kiosks at a City park, with the beach area at Ponce de Leon Park being the most favored location. He noted there was interest in regular rental availability and that respondents were largely interested in a public-private partnership with the City to provide same. He also reviewed freeform comments submitted and requested Council direction on next steps. Councilmember Lockhart expressed preference to pursue a marketing campaign to increase engagement on this topic for additional feedback prior to acting, opining that water recreation rentals were a low priority for Urban Design given other needs of the City. Mayor Lux concurred, receiving confirmation from City Manager Reichert that Laishley Marina had existing kayak rentals. Councilmember Julian stated he had spoken with Commissioner Tiseo and reviewed the County Commission meeting, noting their concern was regarding the increased cost of the north bridge at Alligator Creek. He stated there was uncertainty regarding the maintenance costs and cost overruns for the design/engineering phase. Lakshmi Gurram responded the way to minimize risk of overruns was to develop realistic cost estimates during the bid process. Discussion ensued regarding the project's costs and available grant funds as well as the burden on City staff and potential alternatives to the project. City Manager Reichert received confirmation from Lakshmi Gurram that the local agency program agreement needed to be signed by June 2026 to secure the grant funds, expressing concern the timeframe was too brief to contract with a design consultant by that deadline.

Councilmember Polk received clarification from Tom Spencer of infrastructure proposed by a developer. She noted the area was outside of the City's utilities service area, questioning whether the City would be required to provide service to surrounding properties in that area. Tom Spencer replied the service area would be expanded, indicating developers would be responsible for costs related to expanding lines. He noted water would be provided on a first-come, first-served basis. Councilmember Polk received confirmation from Tom Spencer that the City would be purchasing the water at a bulk price. Discussion ensued regarding the provision of the 500,000 gallons to the City and the rezoning process for properties in the expanded service area. Randy Thibaut spoke on the economic significance of development that the interlocal agreement would facilitate. Councilmember Julian noted a timeline for the proposed waiver was needed. Councilmember Polk inquired whether the water meters would be removed. Kurt Pentelecuc, Punta Gorda housing Authority Executive Director, stated there was a single meter that serviced 30 units.
