7.b Board of County Commissioners Agenda Request Date of Meeting: November 4, 2025 Date Submitted: October 28, 2025 To: Honorable Chairman and Members of the Board From: Reginald James, County Interim Administrator Subject: Acceptance of Wards Lot Property from the Gadsden County School Board for Nonprofit Development Statement of Issue: The purpose of this agenda item is to seek Board approval to formally accept the transfer of a parcel of property known as Wards Lot, located at 402 W. Washington Street, Quincy, Florida 32351, from the Gadsden County School Board for the construction of a Boys and Girls Club or a similar nonprofit community-serving facility. Background/Analysis: On October 28, 2025, the Gadsden County School Board voted to convey the parcel located at 402 W. Washington Street—commonly known as Wards Lot—to the Gadsden County Board of County Commissioners for the purpose of constructing and operating a Boys and Girls Club or a comparable nonprofit organization that provides services to youth and families within the county. The School Board determined that the property is no longer required for educational purposes and agreed to transfer the parcel to the County as part of an intergovernmental agreement. In accordance with the terms approved by the School Board, the County will assume all costs associated with the conveyance, including but not limited to surveying, legal description, platting (if necessary), title work, and recording fees. This initiative supports the County’s ongoing efforts to promote youth development, educational enrichment, and community revitalization through public-nonprofit partnerships. Fiscal Impact: The County will bear all transactional and administrative costs related to the property transfer. No purchase price or compensation is due to the School Board. Options:

1. Accept the conveyance of the Wards Lot property from the Gadsden County School Board 2. Authorize the Chairperson to execute any necessary documents related to the acceptance and recordation of the deed 3. Authorize the County Administrator and County Attorney to coordinate all necessary legal, administrative, and logistical steps to finalize the transfer and initiate planning for development of the nonprofit facility.
