Transparency tool for safe housing with Jacksonville Area Legal Aid

Friday, September 18, 2026 · Government meeting record

The 30-second read

Record incomplete

Jacksonville Area Legal Aid and city officials announced the launch of a new online rental registry tool, jaxtablehousing.org, allowing residents to check property code compliance violations and records. The initiative provides tenants with transparent data regarding rental properties amidst state preemption laws restricting local government regulations.

Why it matters

Tenants and prospective renters in Duval County can now access a public database detailing code violations and property records for local rentals before signing a lease or renting a property.

>> WE'LL GO AHEAD AND GET STARTED. MIKE GAY CITY COUNCIL DISTRICT 2 RULES RULES CHAIR GOT A LITTLE RIVER GOING ON. WE'RE HERE THIS MORNING TO DISCUSS A NOTICE MEETING FOR 2026, 0, 5, 1, 7, AND WITH THAT, I'LL GO AHEAD START WITH INTRODUCTIONS ON MY RIGHT. AND THEN WE'LL GET MOVING FORWARD. >> JUST TO CARRY HER COUNCIL AUDITORS OFFICE, CARLA SHALL OFFICE OF GENERAL COUNSEL. >> COUNCILMAN REGGIE GAFFNEY JR DISTRICT, THANK YOU ALL FOR BEING HERE. AND THE HELPFULNESS GET THROUGH THE SOME QUESTIONS THAT WE HAVE. THAT'S A ROSE IN IN THE RULES COMMITTEE. LAST MEETING IN YOUR INFORMATION. YOU SHOULD HAVE THE THE ACTUAL APPOINTMENT INFORMATION, THE CODE AS WELL IN FRONT OF YOU GET SOME. THIS IS SOME QUESTIONS THAT HEAD SENT TO RESEARCH TO FIND OUT ABOUT THE ACTUAL CONSTRUCTION TRADE BOARD. ONE OF THE FIRST QUESTION HOW MANY MEMBERS ARE ON THE CONSTRUCTION TRADE QUALIFYING BOARD. THERE'S 16 MEMBERS THAT ARE APPOINTED BY THE MAYOR CONFIRMED BY THE COUNCIL. THEY MAY SERVE TO THREE-YEAR TERMS UNTIL SUCCESSORS ARE POINTED. AND SO I ASK FOR CLARIFICATION ON WHAT WHAT THAT MEANT AND IS IT AND YOU SEE CONFIRM THIS. THAT IS BASICALLY 2 THREE-YEAR TERMS AND IT CAN KEEP GOING. SO THERE'S NO OFFICIAL IN IN TIME. IS THAT CORRECT? >> YES, THAT'S CORRECT. THEY CAN SERVE UNTIL THERE A POINT THERE. SUCCESSORS PLANNING CONFIRMS THAT COULD GO ON INDEFINITELY OR THEY CAN RESIGN. >> SO THAT THERE'S NO ONE ARCHITECT REGISTERED IN THE STATE. ONE ENGINEER REGISTERED IN THE STATE, 3 CONTRACTORS CERTIFIED BY THE STATE WHO ARE HOLDING A DOLLARS CERTIFICATES, A CONFERENCE TO SEE WITH THE BOARD OR AND REGISTERED WITH THE STATE ONE IN EACH OF THE FOLLOWING CATEGORIES, GENERAL OR BUILDING GENERAL BUILDING RESIDENTIAL CONTRACTORS, ONE POOL CONTRACTOR AND ROOFING CONTRACTOR FOR CONCH THE FOR CONTRACTOR CERTIFIED OR REGISTERED WITH THE STATE HOLDING A LOCAL SPECIALTY CONTRACTOR CERTIFICATE CERTIFICATE OF COMPETENCY AND WHEN A VALID TOURNAMENT OR MASTER'S CERTIFICATE OF COMPETENCY AND ONE IN EACH OF THE FOLLOWING CATEGORIES, ELECTRICAL CONTRACTOR, HEATING AIR CONDITIONING, REFRIGERATION, A CONTRACTOR, PLUMBING CONTRACTOR AND IRRIGATION CONTRACTOR, 3 GERMANS AND THEN IS DOWN TO 2 INDIVIDUALS ASSOCIATED WITH APARTMENT INDUSTRY. >> TO CITIZENS THAT ARE NOT ASSOCIATED WITH DEPARTMENT INDUSTRY. AND THEN MY NEXT QUESTION WAS. >> HOW LONG? >> I HAVE EACH BEEN ON THE BOARD, ESPECIALLY THE CHAIR. THEN THIS THERE WAS A REPORT. IT SAYS REPORT BELOW. I DON'T SEE THAT THE NEXT THING. SO ONLY OK ON THE NEXT PAGE. THANK YOU. THE IT LIST OUT THE DIFFERENT DIFFERENT ONES. AND WHEN THEY WERE ORIGINAL POINT TO DATE AND TERM IN DATE, THE SO THAT'S ONE THERE, 2 THREE-YEAR TERMS WOULD HAVE ENDED AND THEN IT GOES INTO A CONTINUATION KIND OF GIVES AN IDEA OF WHAT'S WAS BIN THE MAKE OF THAT. >> THANK YOU, JEFF. RECOGNIZE ME. I'M I'M NOT. SO THIS QUESTION SHOULD BE DIRECTED TO BUT I'M TRYING TO FIGURE OUT. SO IT SAYS TEAM MEMBERS, I GUESS MY QUESTION IS. >> AS THIS COMMITTEE DOES IT FEEL I'M GOING TO MAKE IT SAYS WE HAVE, I THINK FROM THE IMPRESSION AND UNDERSTAND AND I HAVE RIGHT NOW, WE ARE IN THE PROCESS OF TRYING TO PUT IN MEMBER ON THE BOARD. AND I GUESS THE QUESTION THIS LOADED QUESTION, THAT'S THE MAYOR. I GUESS HER ADMINISTRATION POINTS. ALL THE MEMBERS ARE AS A CITY COUNCIL. HOW DOES THAT PROCESS WORK? SO I GOT MY FIRST BLUSH. THAT'S A LOT OF THE QUESTION. SO THAT SAYS TEAM MEMBERS HAVING TO MAKE IT SAYS WE CURRENTLY HAVE FOOTE IS. >> BOARD PRESIDENT IS BEYOND JUST COME ON UP HERE AND THAT WE HAVE TO GO TO THE BACK AND FORTH TO THE MIKE AND THE PODIUM. >> PEOPLE TO ANSWER THOSE QUESTIONS THROUGH THE CHAIR TO A COUNCILMAN GAFFNEY, GARRETT, IN THIS ADMINISTRATION, THERE ARE 16 MEMBERS OF THE MAYOR'S OFFICE APPOINTS ALL MEMBERS OF THE BOARD AND FROM OUR RECORDS, WHICH IS KEPT, YOU KNOW IT IN YOUR OFFICE AND ARE CALLING HIM C WE'RE SHORT, ONE VACANCY AND JUST A QUESTION ABOUT THE CHAIR OR NO, NO, THAT'S OKAY. >> SO AL SISTANI POSITIONS CURRENTLY RIGHT NOW, 15 OF THE 16 TO 15 OF THE 16 A FEW WEEKS AGO. I KNOW WE HAD ONE. WE WAS REPLACING THE MAYOR ABOUT CORRECT? THAT IS CORRECT. OKAY. >> AND THAT WAS COREY FORD AND HE WENT AND HE REPLACED THE DAY. BUT ROBERTS AND HE WHO WAS TURNED OUT. >> OKAY. ALL RIGHT. WE HAVE A NEW THE I GUESS APPOINTMENTS COMING UP THAT I GUESS THE RULES COMMITTEE OF THE VOTE ON. >> YES, A MATTER OF FACT, WE'RE MEETING WITH AN ARCHITECTURE AND THE SHOWN INTEREST. WE DO HAVE JASON CANNON WHO'S BEEN ON THE BOARD SINCE 2019, WHO'S TURNED OUT ARCHITECT OF HIS TERM IN THE 2020 2025. AND WE'RE MEETING WITH ARE INTERVIEWING AN ARCHITECT LATER TODAY WHO HAS EXPRESSED INTEREST. >> ALL RIGHT. THANK YOU. THANK YOU. LIKE TO READ DR. JUSTIN SCOTSMAN UNDER JOHNSON JOINING US HERE. WELCOME AND THANK YOU FOR BEING HERE THIS MORNING. BACK TO YOU KNOW WHAT MY QUESTIONS THAT NEED ANSWERING FROM FROM THE RULES OF MEETING IN SOME OF THE TOP U.S. AND WE'RE BROUGHT UP A WIN AND HEAD RESEARCH AND DC AND EVERYBODY TO GO AND GET GET THE THE INFORMATION IT AND ONE OF FOUND OUT A MISSION. SEE IT TO THAT WAS THE STATEMENT MADE THAT THE >> AGAINST THE BOARD CHAIR IS WAS A POSE AND BLOCKING ANY ANYBODY COMING IN TO TO THE BOARD. AND SO I WENT BACK. >> AND I ASKED HOW MANY TIMES HAVE MEANTIME, THEY HAVE TRIED TO REPLACE MEMBERS OR THAT YEAR. THERE WAS NO NO RECORD. ANY CANDIDATE IS AS BEN TRYING TO REPLACE THE BOARD CHAIR. SO THAT KINDA ANSWER MY QUESTION ON THAT. WE'RE I'M NOT SURE WHERE YOU GOT YOUR INFORMATION FROM, BUT WHAT WHEN I GO BACK AND LOOK, WHAT I GOT TO GIVE TO THE RULES COMMITTEE IS IS THAT I FIND NO FINDINGS THAT BOARD CHAIR OR A BOARD MEMBER AS PUT THE OPPOSITION UP TO ANYBODY. JUST TRY TO COME UP ON THE BOARD. >> SOME THREW THE CHAIR INTO TO THE TO THE COMMITTEE. SO YOU WOULD NOT HAVE FOUND, YOU KNOW, ON YOUR SIDE BECAUSE AMERICA POINT, I DID NOT WANT TO HEAR THAT IN COMMITTEE. AND THAT'S REASON WHY I SAY LET ME TALK TO YOU INDIVIDUALLY BECAUSE I RECEIVED A PHONE CALL FROM THAT. YOU'RE ASKING NOT TO HAVE HIM REPLACED BECAUSE, YOU KNOW, HE WANTS TO CONTINUE TO SERVE. AND AND SO, YOU KNOW, AGAIN, DIDN'T WANT TO SHARE THAT IN PUBLIC. BUT AGAIN, YOU KNOW, WE'RE ALWAYS TRYING TO UPDATE ALL OF THE BOARDS, YOU KNOW, BECAUSE, YOU KNOW, YOU HAVE HEARD IT'S, YOU KNOW, MANY OF YOU USE THE MONEY TO COUNCIL MEMBERS, AS YOU'LL SEE, THERE'S A MILLION PEOPLE IN JACKSONVILLE GO GET PEOPLE NEW PEOPLE TO, YOU KNOW, TO SERVE ON THESE BOARDS. AND SO AGAIN, IT WASN'T ANYTHING IN WRITING. IT WAS SEVERAL CONVERSATIONS THAT THE BOARDS HERE AND I HAD ASKING TO TO CONTINUE TO SERVE. >> THANK YOU FOR THAT. AND SO BASICALLY CHARGED WITH GOING IN LOOKING AT THE FACT LOOKING AT WAS LIKE WHY I'D LIKE TO RECOGNIZE ELSEWHERE WOOLEN WHO'S JOINING US. HE IS PART OF THE THE RULES COMMITTEE AS WELL. SO JUST KIND OF GIVING A LITTLE OF THE SPIDA WE WERE WITH THROUGH DIFFERENT ITEMS THAT THE MAKEUP OF THE THE CONSTRUCTION TRADE BOARD AND OF AND HAS RESEARCHED DO. >> FINDINGS TO SEE IF AND HOW MANY APPLICANTS HAVE BEEN PICKED THAT HAVE APPLIED FOR THE CONSTRUCTION TRADE BOARD AND HOW MANY IS BASICALLY THE OTHER TURN DOWN AND THERE WAS NO RECORD THE FINDINGS OF THAT AND MR. BISWAS OF SAYING THAT IT WAS BASICALLY A CONVERSATION THAT THAT HE HAD WITH THE BOARD CHAIR WITH THAT. SO BEFORE WE GO ANY FURTHER, DO THE EITHER COUNCIL MEMBERS GET ANY? >> QUESTIONS ON AND DO IT? I DON'T HAVE A QUESTION MORE OF A COMMENT IF CERTAIN RULES COMMITTEE, PROBABLY 6 OR 7 YEARS AND I KNOW THE CHALLENGE, PARTICULARLY THAT THIS BOARD AND OTHERS AND IDENTIFYING QUALIFIED FOLKS. SO IN THE PAST WE'VE BEEN A LITTLE MORE TERMS OF LATITUDE AND GOING WITH PEOPLE HAVE EXPRESSED INTEREST IN DOING IT. BUT I I WANT TO BE HERE TO HEAR IT BECAUSE I KNOW YOU'RE A SOME GENUINE CONCERNS AT THE RULES COMMITTEE. SO I WANTED TO COME AND TAKE A LISTEN TO SEE WHERE THIS WAS WAS GOING. BUT AS FAR AS THE OPPORTUNITY FOR SOMEONE TO SERVE AND EXPRESSED AN INTEREST IN DOING SO, I LOVE TO SEE WHAT THE RESOLUTION IS ON THIS ONE SO THAT WE CAN MOVE THIS PLAN FORWARD. >> ALL RIGHT. THANK MR. THIS OF THROUGH THE CHAIR TO COUNCIL BULL. YOU'RE ABSOLUTELY RIGHT. AND HOW WE CAME ACROSS THIS PARTICULAR NOMINEE WAS THROUGH THE CONSTRUCTION TRADE POOR. THEY REACHED OUT TO ME AND HAND HIM TO REACH OUT TO BE HERE IS A CANDIDATE THAT WE'VE COME IN CONTACT WITH AND HE WOULD LIKE TO SERVE. AND SO THAT'S HOW THE PROCESS STARTED. ACTUALLY, THIS PARTICULAR NOMINEE WAS GENERATED FROM THE BOARD. AND I SEE THE EXECUTIVE DIRECTOR HERE. HE WILL TELL YOU WHEN THE ADMINISTRATION FIRST CAME INTO OFFICE, WE HAD MULTIPLE CONVERSATIONS BECAUSE THIS THIS BOARD IS PRETTY HARD TO TO STAFF. AND SO SO, STEPHEN, I'M MISTER STILLER, 9, YOU KNOW, WE WENT THROUGH THESE ARE SOME, YOU KNOW, PEOPLE THAT THAT THAT THAT ARE SERVING SERVING WILL DUE DILIGENCE. AND AS PEOPLE COME OF THIS, WE CAN FIND PEOPLE WE WILL TRANSITION, BUT NOT TO DO A FULL FLEDGE SWEEP BECAUSE A LOT OF THE MEMBERS THEY WERE OUT OF TURN. AND SO I REALLY APPRECIATE IS STILL THERE PROVIDING NAMES TO US BECAUSE, AS YOU KNOW, IN THE CONSTRUCTION INDUSTRY, YOU KNOW, A LOT OF THESE INDIVIDUAL WORK. AND, YOU KNOW, THEY DON'T HAVE TIME TO COME IN. AND SO SO USUALLY WHEN WHEN THEY REACH OUT TO THE MINISTRY SAID WE HAVE SOMEONE WE TRY TO JUMP ON ON. THOSE ARE THE INDIVIDUALS IT. AND IF I CAN TALK A LITTLE BIT ABOUT WHAT CAME UP ABOUT THAT ONE CUSTOMER THAT HE THAT HE HAD A LOT OF TIMES, WE DO TAKE THE RECOMMENDATIONS OF THE VARIOUS BOARDS BECAUSE THEY DO VET INDIVIDUALS AS MUCH AS THEY CAN, BECAUSE THEY'RE, YOU KNOW, WITH THIS, THE ENVIRONMENTAL PROTECTION BORDER, THE CONSTRUCTION TRADE QUALIFYING BOARD, YOU KNOW, STAFF USUALLY THEY HAVE, YOU KNOW, THEY HAVE THEIR EAR TO THE GROUND IN THE KNOW WHO WOULD BE GOOD, WHO'D BE A GOOD FIT TO CONTINUE TO DO THE WORK OF THEIR PARTICULAR BOARDS. BUT BUT AGAIN, YOU KNOW, JUST A A, YOU KNOW, PIGGYBACK ON WHAT COUNCILMAN BOURLA SAID, HE'S ABSOLUTELY RIGHT. THIS IS A HARD BORDER TO TO GET INDIVIDUAL CITIZENS IN THESE PARTICULARLY AREAS TO TO PARTICIPATE BECAUSE OF THE CATEGORIES. YOU, SIR. THANK YOU. THE SO THE >> ONE OF THE STATE THAT YOU MADE THAT THE BOARD RECOMMENDED THIS OF POSITION, NOT NOT THE PERSON, THE ORDER. THEY RECOMMEND THE PERSON. >> THEY RECOMMENDED THE PERSON IN. SO IT DOES HAPPEN. IT JUST HAPPENED TO HAVE FAIL IN THE THE SAME ONE THAT THE BOARD CHEER WHO HAVE WHO HAS BEEN SERVICE INC. >> MAYOR BROWN, MAYOR BROWN APPOINTED HIM BACK IN 2012, 2012, 2011, 2020, 12 AND SO. >> BUT WHAT MY QUESTION IS THE WANT TO FIND OUT WHO HAVE HOW HOW'S THE WHO IS THE BOARD? YOU SAY THE BOARD. HOW IS THAT? WHO IS THAT? >> SO IT WAS STAFF. IT WAS THE STAFF, THE EXECUTIVE DIRECTOR WE RECEIVED JULIO. HE'S IN THE OFFICE THROUGH THE CONSTRUCTION TRADE BOARD STAFF. THEY REACHED OUT AND REFERRED HIM TO US. SO AS A POTENTIAL NUMBER, THE EXECUTIVE DIRECTOR. >> YOU WOULD COME UP TO THE PODIUM AND IF YOU WOULD GIVE YOUR NAME AND ADDRESS IN YOUR POSITION, STEPHEN COOPER IS THAT MICROPHONE ON. IT'S A GOOD CHANCE TO SPEAK, SPEAK INTO IT SO WE CAN WE CAN ACTUALLY STEVENS DONOR TO 3RD. ONE IS FORCE A STREET. I'M THE EXECUTIVE DIRECTOR OF THE CITY. COULD BE IF YOU'RE THE ONE THAT THE ON THIS APPLICANT, YOU'RE THE ONE THAT RECOMMENDED HIM GUESTS ARE. >> SO HE'S A CUSTOMER OF OURS. HE'S GOT 2 LICENSES FOR BOARD AND HE EXPRESSED TO ME MONTHS AGO HE WON'T BE ON THE BOARD. I GAVE HIM THE APPLICATION, WHICH IS ONLINE, WHICH ARE, YOU KNOW, DO A TIME FOR THE TIME AND TIME AGAIN. YOU KNOW, PEOPLE COME IN AND IN THAT CASE AND WE DISCUSSED HIM BEING ON THE BOARD AS A PLUMBER BECAUSE WE CURRENTLY HAVE ARE JOURNEYMAN PLUMBER OR PLUMBING OR BACON. AND I EXPRESSED TO HIM THAT YOU CAN FEEL AT SEA. SO HE APPLIED AND AND WHERE ARE DOING SO. >> FROM WHAT HE'S SAYING THAT THE RECOMMENDATION WAS FOR THE PLUM AND TRADE AND WHAT I'M SEEING IN THE REQUEST IS FOR THE HVAC TREE. >> THAT THREW THE CHAIR AND YOU'RE ABSOLUTELY RIGHT. SO SO WHEN HE CAME TO US, HE HAS MULTIPLE LICENSES, RIGHT? AND SO IF YOU LOOK AT THE MEMBERSHIP, THE FORMER TURNS OUT OR TURN DOWN IN 2025 AND HAD ONLY BEEN ON THE BOARD FOR PARTIAL TERM. HVAC HAS BEEN ON THE BOARD 15 YEARS. SO, YOU KNOW, IN OUR LIMITED. >> SO WHAT I GUESS WHERE I'M I'M LOOKING AT 2 MORE MEMBERS ON THE BOARD. THE BETTER IS THE WAY I SEE IT. THAT HELPS YOU GET AN A FOR A QUORUM OF SO IF WE'VE GOT RECOMMENDATION FOR PLUMBER AND WE'VE GOT A VACANCY FOR POOR OR I FEEL LIKE THIS WHERE WE SHOULD WITH THIS. >> AT THE TIME THE PLUMBING WAS NOT OPEN. >> IT WAS THE HVAC. WE WENT THROUGH HIS LOVE THEM. >> SURE, I THINK, YOU KNOW, WORKING TO FOLLOW ALONG HERE. BUT GO AHEAD, SIR, THE PLUMBER. ACTUALLY, SIMMONS WRITES THE NATION LAST YEAR ON I DON'T HAVE THE EXACT DATE, BUT IT WAS PRIOR TO THE SENATE DISCUSSING SO HE THE PLUMBING POSITIONS ARE THINKING, OKAY, OKAY. SO MR. ISSUE. SEE WHERE A LOGIC LEAGUE LOOKING AT THIS THAT WE'VE GOT US THAT OF THE MAYBIN AND WHAT I'M HEARING. THAT'S WHAT THE RECOMMENDATION WAS WAS FOR A NOT TO SAY THAT WE CAN'T START LOOKING FOR SOMEBODY FOR HVAC, BUT I WOULD I WOULD RATHER SEE A PALMER VACANCY FIELD FIRST THEN TO REMOVE SOMEBODY AND STILL HAVE A VACANCY. >> OF THE 5TH THROUGH THE CHAIR, WE SUPPORT, YOU KNOW, WE SUPPORT THAT. BUT THE ONLY ISSUE IS AND IF I CAN ASK GC CICI'S UP SAYS COMING UP FOR RULES, WE HAVE TO WITHDRAW KNOW TO REINTRODUCE IT AS A PLUMBER OR CAN AN AMENDMENT BE MADE? >> TO MR TO IT AND THEN USE I DON'T SEE A PROBLEM WITH AMENDING THAT BECAUSE IT'S JUST A CHANGE TO THE SEAT THAT DOESN'T REQUIRE LIKE A SWITCH TO AN ORDINANCE OR A WAIVER OF ANY KIND AS FAR AS I CAN TELL US. SO SO THE ADMINISTRATION SUPPORTS DOING THAT. >> AND SO WE WILL KEEP NAVIGATING THROUGH HERE BECAUSE IT'S ARE WE DID HAVE AN ELECTRICIAN COME IN OR A JOURNEYMAN ELECTRICIAN BACK IN THE DAY. AND THEY PUT HIM IN AS THE ELECTRICIAN BY ACCIDENT. AND THEY USUALLY JUST AMENDED IT AND HAVEN'T COME BACK YET AGAIN, THIS WOULD BE US THAT THIS WOULD BE A SIMILAR WE I THINK WE IT WE'VE GOT A PATHWAY TO DO THAT OF. SO THAT KIND OF GETS US THROUGH ONE PART OF THIS TO WHERE YOU CAN BE SEEN AS THANK YOU. SO THAT KIND OF A GUESS AS TO WHAT THE BOARD RECOMMENDED AND GETTING GETTING NO DOUBT. AND TO THE SAME ON THAT, THE OTHER ISSUE WAS A CODE ENFORCEMENT. WE HAVE ANY REPRESENTATIVE FOR CODE ENFORCEMENT HERE. COOK, COME ON UP TO THE PODIUM, GIVEN NAME AND ADDRESS FOR THE RECORD. >> FLOW RATE HAWKINS, BUILDING CODE ENFORCEMENT CITY OF JACKSONVILLE, 2.14, NORTH LOGAN STREET. THANK YOU SUPERVISOR FOR BEING HERE. SO >> IT WAS DISCUSSED THERE WAS ISSUES AND THERE WAS A A CITIZEN THAT COME BEFORE THE RULES COMMITTEE. >> SAYING ABOUT SOME PROBLEMS WITH THIS POTENTIAL CANDIDATE YEAR OF CAN YOU GIVE US A LITTLE BIT MORE LIGHT IN THE KNOW WHAT THE A VIOLATION WAS? HASN'T BEEN RESOLVED HAS FINDS PAY JUST CONFIRMATION FROM FROM YOUR BILLS DEPARTMENT. YES. >> WE DID ISSUE MR. IOLA I-255 $1 CITATION FOR NOT PULLING A PERMIT AT THE ADDRESS THAT THE I DON'T KNOW WHAT THAT IS PRECIOUS IN FRONT OF ME WHERE THE GENTLEMAN SPOKE IN PUBLIC COMMENTS AND ALSO HIS MOTHER'S AND HOSPICE. SO HE PAID, THOUGH, THAT HE PAID THE CITATION. HE HAS MADE THE THE DEPARTMENT WHOLE AS FAR AS THE BUILDING DEPARTMENT AND THE CODE ENFORCEMENT. SO WE ACTUALLY HAVE NO ISSUES WITH HIM AT THIS MOMENT. POSSIBLY ARE ONLY ISSUE IS WAS WOULD BE THE IF HE HAS A COMPRESSOR AND IS REPAIRED THE FOLKS AND MADE THEM WHOLE. THIS POSSIBLY COULD NOT POSSIBLY WILL NOT GO ANY FURTHER THAN WHERE IT IS RIGHT NOW. >> THE THE WARRANTY, THE WORD WAS DONE WITHOUT A LICENSE WITHOUT A PERMIT AND THEN WAS PERMITTED PAYING A FINE. YES. BUT FROM WHAT I WAS GATHERING, THAT IT'S STILL NOT >> REPAIRED FULLY REPAIRED AND OPERATIONAL. >> AS FAR AS THE LAST RULES COMMITTEE, YOU GUYS THE THAT YOU HAD AND AND WHERE WE'RE AT, WE HAVEN'T HEARD ANYTHING OTHER THAN THAT, OK? SO WE DON'T KNOW IF IF IF THAT'S BEEN REPAIRED YET. >> OKAY, THAT I JUST REMEMBER THE ONE OF THE RESIDENT TO COME IN AND KIND OF VERY UPSET. >> THE SEE A LOT OF OF OF YOU, WHICH IS SPEAKING FOR THE CONSTRUCTION TRADE BOARD, BUT IT A NORMAL PROCESS FOR OF CITIZENS COMING UP IN TO YOUR BOARD THAT OF FOLLOWING COMPLAINTS. >> WE HAVE A 3 MINUTE PUBLIC COMMENT DOWN A CONSTRUCTION TRADES AND NO, SIR, WE DON'T. WE DON'T. WE DON'T GET A LOT OF THAT. OKAY. THANK YOU. SO WE WE ALWAYS ASK, WHERE DID YOU FIND OUT ABOUT US? AND SO? >> HAS THERE BEEN ANY VIOLATIONS IN THE PLUMBING LICENSE OF THIS? THE APPLICANT? NO. THANK YOU, SIR. >> BUT SPEAKING THE MOUNT OF PERMITS AND OTHER THINGS, IS THAT GOING TO BE POSSIBLY LATER? YES, YOU'VE GOT SOME INFORMATION. GET SOME INFORMATION ON THAT AS WELL. I NOTICED MISTER AIELLO AT THE LAST RULES COMMITTEE. HE SPOKE TO HAVING HUNDREDS OF CLIENTS AND PART OF THIS. AND YOU KNOW, US DOING OUR INVESTIGATION THROUGH WITH MRI. HE HAS AND HE ALSO SPOKE TO HAVE AN ELECTRICAL LICENSE LIKE ELECTRICAL COMPANY. IT'S GOING AS THE AS WE FOUND IN THROUGH OUR INVESTIGATION IS A MISTRIAL HAS BEEN IN BUSINESS OF WITH THE KANKA BUSINESS 2023. HE SCORED A TOTAL OF 14 PERMITS IN DUVAL COUNTY. HE'S PULLED 3 IN 2026 IN HIS PLUMBING AND PLUMBING AREA. HE'S BEEN IN BUSINESS AND PLUMBING SINCE THE 4/17/2026 AND HE HAS PULLED 2 PERMITS. AS FAR AS THE ELECTRICAL SIDE OF THIS THING WE FOUND MR. KENNETT VOGEL IS ESSENTIAL ELECTRICAL. I DON'T KNOW IF HE'S BEING POLICIES QUALIFY AND WE DON'T SEE THAT IN THE DBPR. WE DON'T WE DON'T KNOW IF HE WORKS FOR MRI, BUT IN THAT IN THAT AREA THERE'S BEEN 190 PERMITS POLLED WHICH THIS GENTLEMAN'S BEEN REGISTERED SINCE 2025. SO WE DON'T SEE HE'S ELECTED HIM BEING ABLE TO SUPPORT ELECTRICAL WORK. YOU KNOW, THE AMOUNT OF PERMITS THAT ARE PULLED ALWAYS RAISES A RED FLAG WITH THE WITH U.S. IS AS BUILDING CODE ENFORCEMENT OF NOT BE IN NOT MAKING THE ACCUSATIONS. BUT >> WE LOOK AT THAT. LOOK AT A TOTAL PERMITS. THE ADUS THAT'S THAT BECAME A CLINTON PULL INTO PERMITS. YES, ALL RIGHT, MR. MR. GET ME. >> SOT, THANK YOU FOR RECOGNIZING ME ON CHAIR TAKEN. SO I JUST WANT TO MISS ON FOLLOW ALONG CORRECTLY. SO THERE'S A LOT OF MOVING PARTS ON THIS. SO MISTY ISLE, IT WAS WORTH FOR FROM THE BUILDING AND TRADES COMMITTEE FROM WHAT IS SAME LIE IS THAT HE DOES HAVE SOME OF RICHLAND SAYS THE RIGHT THING. SOME CONCERNS. THAT'S WHAT IT SEEMED LIKE FROM LEAST TO UNDERSTAND THAT I HAVE. THE THING IS THAT I HAVE RECOGNIZES THAT HE WAS RECOMMENDED FOR A LOT OF PHYSICIANS AND EVER HE WAS NOMINATED FOR ANOTHER POSITION. I THINK THAT'S A LOT TO GO AS WELL. I JUST WANT TO MAKE SOME FOLLOW ALONG CORRECTLY. SO WE COULDN'T ON THE RIGHT THAT REACTION. IT'S A LIKE YOU WANT TO ENROLL ABOUT THE GUY YOU WANT TO CLARIFY FROM. >> IF YOU TAKE THAT AND TO MISTER DENNIS, THE THING THAT YOU'RE THE KENT COUNCIL IN GAFFNEY AND THEN TODAY IS THE MAYOR'S PREROGATIVE TO SEAT OR TO NOMINATE INDIVIDUALS IN WHATEVER CATEGORY HE HAS THE THE LICENSE, WHICH IS THE CODE SAYS IF YOU HOLD THIS LICENSE, YOU COULD BE SEATED IN THIS SEAT. RIGHT? E. SO THERE'S A COUPLE THINGS KIND OF GOING ON. IT IS SEEMS LIKE A A D AN ATTEMPT TO PROTECT A SEAT OR INDIVIDUALLY IN THE SEAT WHO HAS BEEN THERE LONGER THAN ANYONE SINCE 2020 12. RIGHT. AND SO THE OPTICS IN MY VIEW IS THAT THIS IS MORE OF ASSASSINATING OR OR REALLY KIND OF GOING AFTER INDIVIDUAL WANTS TO SERVE IN ORDER TO PROTECT ONE SEAT. RIGHT. AND SO I WOULD JUST ASK, YOU KNOW, THE ADMINISTRATION IS OPEN TO HAVE YOU ALL ENDED UP ANOTHER SEAT TO NOT DISPARAGE, YOU KNOW, A CITIZEN THIS OUT THERE OUT THERE WORKING BECAUSE I GUARANTEE IF YOU GO, YOU KNOW, YOU WANT HAS BEEN IN BUSINESS. YOU'RE GOING TO HAVE SOME TYPE OF COMPLAINT. COUNCILMAN CARLUCCI SAID IT. I'VE BEEN IN BUSINESS. I'VE HAD COMPLAINTS, YOU KNOW, COUNSELING GAME THAT, YOU KNOW, YOU PROBABLY HAD A COMPLAINT OVER YOUR YEARS IN BUSINESS. SO I JUST ASK THAT THAT IF THIS THE ADMINISTRATION IS OPEN TO HAVING THAT, THE MEN TO GO INTO THAT OPEN SEAT, YOU KNOW, ALLOW HIM TO SERVE INSTEAD OF, YOU KNOW, TRYING TO RAKE THIS. THIS GENTLEMAN THIS, YES, IT IS AN DUVAL COUNTY, THIS BUSINESS OWNER ACROSS THE COALS. >> MR. DENNIS, THE U.S. >> IS NOT ABOUT AN ATTACK ON ANYBODY. AND I DON'T TAKE I DON'T RECEIVE BN TOLD THE MY INQUIRY, IN FACT, FINDING IT BASED ON ON THAT SO THAT THAT'S UNFOUNDED. AND ONCE AGAIN, WHAT WAS SAID IN RULES ABOUT SOMEBODY BLOCKING SOMEBODY THAT WAS FELT THAT WAS OUT OF BOUNDS AS WELL. HE S BEEN IN BUSINESS IN CONSTRUCTION OF 30 PLUS YEARS, MR. HOCKEY, ALL RECALL EVER HAVING TO HAVE ME BEFORE THE CONSTRUCTION TRADE BOARD. >> NO, SIR, THANK YOU. MOST OF THE FOLKS IN THE BUILDING DEPARTMENT IN CONSTRUCTION, WE'VE ONLY HER UPSTANDING RIGHT ON TRACK OR IS THAT NOT? ALL RIGHT. THANK THANK YOU, SIR. I JUST WANTED TO CLARIFY THAT THE GUESTS. >> WE MAY HAVE HAD ISSUES THAT WE DEALT WITH, BUT WE DEALT WITH THEM AND THEY NEVER ROSE TO THE LEVEL OF BE IN HEAVEN, TOO. >> BROUGHT BEFORE A STATE BOARD OR CITY BOARD IN OUR LICENSE AND THE WIND SO PROTECTIVE OF THIS BOARD IS NOT. >> TRYING TO DIMINISH OR S*** SHED SHED SHADE ON ANYBODY IS. >> THIS BOARD IS A GOVERNING BOARD THAT ACTUALLY JUST AND A JUDICIAL CON CONCEPT WORK FOR CONTRACTORS ISSUING LICENSES TO WEAR. YOU KNOW THAT THIS IS A SO A LIFE SAFETY, DIFFERENT ISSUES THAT FALL UNDER THIS UMBRELLA. SO I WILL ALWAYS BE PROTECTIVE OF THAT TO GO BACK AND NOW TOLD THAT THE GETTING A CANDIDATE AND HE'S GOT THE LICENSE TO GET ON THE BOARD. I BELIEVE IN THE QUALIFICATIONS. THE REQUIREMENTS SAID THEY HAD TO HAVE THE WHAT, 3 YEARS AS A LIASON THE THE HOLD A LICENSE. I CAN TAKE A LOOK AT THAT. BUT, YOU KNOW, YOU LOOK AT THAT BECAUSE I BELIEVE THAT THERE WAS A REQUIREMENT THAT THEY HAD TO BE LICENSED FOR A CERTAIN PERIOD OF TIME. >> IS THAT ISN'T IT? IS THAT IN 62 TO 1, 0, 0, 1, MISSOURI CITY ORDINANCE. I HAD THAT WITH. IF YOU LOOK AT IT SOMEWHAT, LOOK AT IT. >> IF YOU IF YOU GET THE ACTUAL ORDINANCE THAT I'M JUST FOR SLIGHT KNOW, YOU'VE GOT THE PLEASE SHARE WITH US IF YOU WANT TO. WE READ THE WHOLE THING. >> THIS WAS A STRETCH OF TRICLOSAN BORGEN REFERRED AS TO THE BOARD CONSISTS OF 18 MEMBERS FROM THE FOLLOWING CATEGORIES WHICH SHALL BE APPOINTED BY THE MAYOR AND CURRENT FROM A CITY COUNCIL. WHEN ARCHITECT AND ENGINEER 3 CONTRACTORS CERTIFIED BY THE STATE ARE HOLDING HER ABOUT CERTIFICATE OF COMPETENCY WITH THE BOARD AND REGISTERED IN THIS WITH THE STATE. ONE OF THE TO THE FOLLOWING CATEGORIES OF GENERAL BUILDING AND RESIDENTIAL CONTRACTORS, WHIPPLE CONTRACTOR AND ROOFING CONTRACTOR FOR CONTRACTORS CERTIFIED BY A REGISTERED BY THE STATE HOLDING A LOCAL SPECIALLY LICENSED CONTRACTORS TO FIC OF COMPETENCY AND HOLDING A VALID DURING THE 2 AND A MASTER'S CERTIFICATE OF POLICY WITH THE BOARD. ONE IN EACH OF THE FOLLOWING CATEGORIES, LEAD CONTRACTOR, HEATING AND AIR CONDITIONING, CONTRACTORS FEDERATION AJR CONTRACTOR, PLUMBING CONTRACTOR AND IRRIGATION 103 GERMAN CRAFTSMAN. A SKIT THAT TO INDIVIDUAL ASSOCIATED WITH THE APARTMENT INDUSTRY INTO CITIZENS THAT WHO ARE NOT DONE, WHO ARE NOT ASSOCIATED WITH THE CONSTRUCTION INDUSTRY. INSUFFICIENT MEMBERS IN 4 CATEGORIES ARE AVAILABLE. APPOINTING AUTHORITY MAY SELECT ADDITIONAL MEMBERS, CONTRACTORS AT HOME. I DON'T SEE ANYTHING IN HERE. SO DOWN TERMS. >> TO BE ELIGIBLE TO SERVE. EACH MEMBER MUST HAVE BEEN SO ENGAGED IN THE TRADE FOR A PERIOD OF NOT LESS THAN 3 CONSECUTIVE YEARS BEFORE THE DATE OF APPOINTMENT. >> THAT'S WHERE RICK RECALL HERE IN THAT. SO IT IS THE U.S. JUST TO SEE A LOT OF CHALLENGES MOVING FORWARD WITH THIS WITH BEN, A PULLMAN, WHAT ROAD DOWN A PLUMBING LICENSE OF 2026 AND PULL INTO 2 PERMITS. SO THAT'S THAT THAT'S WOULD QUALIFY UNDER THE PLUMBING CATEGORY. SO MARVEL. >> THANK YOU, CHAIR. APPRECIATE THE OPPORTUNITY ON THIS TRIAL. I THINK CONTINUE COME UP TO THE PUTTING PLEASE. SO THE ESSENCE OF WHAT I'M HEARING ARE 2 CONCERNS. NUMBER ONE AS THE CUSTOMER IT BUT THEN MADE WHOLE YET QUESTION. NUMBER ONE QUESTION. NUMBER 2, YOU HEARD THAT THE 3, YOUR QUALIFICATIONS, IF YOU'VE BEEN LICENSED AND OPERATING 3 YEARS AS A PLUMBING CONTRACTOR, ASSUMING WE MOVE YOU IN THAT DIRECTION. >> THEY'RE SORRY. I DID NOT. MY NAME IS WITH THE LA AND LIKE I SAID MOST RECENTLY. SO MY ADDRESS IS STILL LITTLE FOGGY. IT IS SAYING A COLONY COVE TRAIL, 3, 7, 4, 6, I'M SORRY. I'M TRYING TO LEARN AND, YOU KNOW, TAKE SOME TIME. SECOND QUESTION IS THE ONE THAT I THAT I TOOK OUT. I HAVE NOT BEEN LICENSE FOR 3 YEARS OR MORE. I SUPPLEMENT AS A PLUMBER, CORRECT? WHAT WAS YOUR FIRST QUESTIONS? AND THE FIRST QUESTION, HAVE YOU MADE THE CUT CUSTOMER HOLE YET WITH RESPECT TO THE COMPANY HAVING MADE HIM FORGET, I HAVE MADE THAT COMMUNICATION ALREADY WITH MISSUS. CALDWELL AND I HAVE TALKED TO HER ABOUT IT. AND I WANT TO MAKE SURE THAT THERE'S NO ALTERCATIONS OR ANYTHING LIKE THAT WITH HER SON, THE CONTRACT, MISCHEL OBLIGATIONS TO HER OR NOT TO THAT ELEMENT. SO AS I DID NOT, I JUST DON'T WANT TO HAVE ANY PROBLEMS MOVING FORWARD. >> MARCH, I THINK WE MADE IT VERY CLEAR. YOU MADE IT VERY CLEAR THE RULES COMMITTEE MEETING THAT UNTIL THAT HAPPENED, WE WOULD NOT THAT YOU WOULD NOT BE THE DISPOSED TO MOVE THIS FOWARD, CORRECT. BUT WITH RESPECT TO THE THREE-YEAR PLUMBING, IF HE DOESN'T HAVE THAT, YOU HAVE I BEEN LICENSED 3 YEARS FOR THE HVAC PIECE. YES. SO I THINK THAT'S ONE REASONS WHY THESE FACTS SEAT WAS THE ONE THAT WAS HE WAS I ASSUME, IS WHY HE WAS MOVE FORWARD TO THAT SEAT. SO IT DOESN'T SOUND LIKE WE'RE GOING TO BE ABLE TO AMEND THIS FROM IS DIALLO TO SERVE IN THE PLENTY CAPACITY BECAUSE IT DOESN'T MEET IT. SO HE'S BACK IT BEING AN HVAC IF WE CHOOSE TO MOVE IN THAT DIRECTION, REALLY THE ONLY MATTER THAT NEEDS TO BE ADDRESSES AS MY RECORD COLLECTION OF THE RULES COMMITTEE IS THAT HE NEEDS TO MAKE ITS CUSTOMER HOLE BEFORE WE MOVE FORWARD WITH ANY CONSIDERATION OF HIS NOMINATION. IS THAT FAIR? >> I AGREE. AND I WANT TO HOLD HOLD TO WHAT I HAD, WHAT IT SAID. AND BUT I WANTED TO HAVE THIS NOTICE MEETING TO CLEAR UP OTHER ITEMS THAT WAS A BRAWL BROKE FORWARD TO GET A BETTER UNDERSTANDING BECAUSE UNFORTUNATELY WE'RE RULES COMMITTEE WERE NOT A CONSTRUCTION TRADE QUALIFY BOARD. SO THERE'S A BIG GAP OF UNDERSTANDING THAT WE HAD TO GET OUT IN ALL OF US ARE. >> ONE MORE QUESTION, MR. HYLER YOU HEARD THE CODE ENFORCEMENT OR BILLING DEPARTMENT MENTIONED THAT YOU HAVE NOT HAD, QUOTE, UNQUOTE, HUNDREDS OF CUSTOMERS. CAN YOU SPEAK TO THAT AND THE CONCERN THAT HE RAISED WITH RESPECT TO? YES. >> I'M A COMMERCIAL MOST MOST OF THE COMMERCIAL NOT GO THROUGH THE STATE, FLORIDA, ANYWHERE FROM WEST PALM BEACH ALL THE WAY TO PACE, FLORIDA. SO I MEAN, WE CAN GO AHEAD AND PULL RECORDS OF ON THE PREMISE THAT HAS BEEN PULLED AROUND. TROPICAL SMOOTHIE HAS BEEN ONE OF THEM, EDWARD JONES. WE HAVE BEEN BUILDING ALL THROUGHOUT THE STATE. SO I'M SORRY, I'M NOT THE READILY AND NOT PERHAPS WORKING HERE IN TOWN A LOT. AND THEN, OF COURSE, THE LAW THAT I DO IN TIMES REPAIR. >> SO YOU READILY ADMIT THAT YOU PULLED A RELATIVELY VERY FEW PERMITS IN DUVAL COUNTY. YES, SIR. THANK YOU SO. >> ALL RIGHT. THANK YOU. THANK YOU, MR. THINK ANOTHER QUESTION FROM THE COUNCIL MEMBERS. ALL RIGHT. SO WITH THAT, I WANT TO WE HIT THAT AND WE GOT ANY PUBLIC COMMENT CARDS. AND I JUST WANT TO MAKE SURE WE DOES ANY OTHER FROM MAN TO THE BOARD. NO. ARE YOU ARE YOU ON THE BOARD TO HER? YOU'RE YOU'RE THE CHAIRMAN OF THE BOARD. OKAY. I LOOK AT GO AHEAD AND A LOOK THAT YOU SPEAK. >> ABOUT THE CONTRACTOR WANTS TO DO IS PLAN FOR PLUMBER. >> WHEN HE WAS HERE'S PAST MONTH OR A PASSPORT RULES COMMITTEE, YOU GUYS HAD TO MR. FORD WHO APPLIED FOR THE CITIZEN AND HE'S A JOURNEYMAN ELECTRIC AND IN THE STAT IN ORDINANCES STAGE CAN'T BE IN THE CONSTRUCTION FIELD AND BE PART A AND B A CITIZEN. BUT HE APPARENTLY STARTING TO WAVER. IS IT POSSIBLE SINCE HE HAS BEEN A CONTRACTOR FOR AT LEAST 3 YEARS THAT WE COULD SIGN A WAIVER FOR HIM TO BE THE PLUMBER EVEN THOUGH IT'S NOT BEEN A PLUMBER FOR 3 YEARS? >> THAT WOULD MR. DENNIS WAS SHARES OF THOUGHTS ON THAT. >> SO THROUGH THE CHAIR TO BE QUITE HONEST, THIS DOES CONCERN WE WANT TO GET THIS BOARD FEEL. BUT AGAIN, THERE'S A CONCERN, A LOT OF MOVING PARTS HERE. THE ADMINISTRATION SUPPORTS OUR NOMINEE. AND WE HOPE THAT YOU ALL, YOU KNOW, WHETHER IT'S A BECAUSE A WAIVER, YOU HAVE TO WITHDRAW AND WE HAVE TO DO ANOTHER ONE. BUT BUT WE SUPPORT OUR NOMINEE AS IT IS. WE ARE GOING TO UPDATE ALL MEMBERS ON THE BOARD, WHETHER IT'S DONE IN 2 WEEKS, 6 WEEKS TO 12 WEEKS. BUT WE ARE GOING TO UPDATE AND GET NEW MEMBERS ON THIS BOARD AND GET EVERYONE IN THE RIGHT, YOU KNOW, TERM. SO WHETHER WE DO IT NOW OR DO IT OVER THE NEXT COUPLE OF MONTHS, THAT IS A PRIORITY OF THE ADMINISTRATION TO UPDATE THIS BOARD. >> AND ROUGHLY SO MEAN, THAT SHOWS, YOU KNOW, BILL PEOPLE, HE CALLED THE PREROGATIVE TO BE ABLE TO DO THAT. AND THIS NOT THAT WE HAVE THE COUNCIL TO OPPOSE THAT. AND SO ALWAYS GIVING MORE A NEWER PEOPLE OPPORTUNITIES TO TO SERVE. YOU KNOW, I SUPPORT THAT PUT. I JUST GO BACK TO MY FUNDAMENTAL POSITION ON THIS, THAT THIS IS >> A HIGHLY REGARDED BOARD THAT WE. >> AS U.S. CITIZENS IN THIS >> CITY OF JACKSONVILLE, WE HAVE A RESPONSIBILITY TO MAKE SURE WE'VE GOT THE MOST OF QUALIFIED UNBLEMISHED PEOPLE THAT'S GOING TO BE IN THEIR RULING FORCED MR. PULLEN. >> I AGREE. THANK YOU, CHAIR AND I AGREE 100% WITH YOUR JUST YOUR COMMENTS. I DON'T THINK WE WANT TO BUILD DUE RESPECT TO SUGGEST THAT THE WAIVER, WE ONLY DO THAT FOR ONE TO DO FOR ALL. WE NEED TO MAKE SURE WE HAVE QUALIFIED EXPERIENCED FOLKS ON THIS BOARD. AND SO I WOULD JUST ENCOURAGE US FROM DOING THAT. IT WOULD NOT SUPPORTED COMMITTEE. >> ALL RIGHT. THANK YOU. ALL RIGHT. SO BOARD CHAIR, YES. IF YOU GIVE YOUR NAME AND ADDRESS FOR THE RECORD. >> CLIFFORD SNELL, CHAIRMAN OF THE CONSTRUCTION, TRICLOSAN OR MY ADDRESS IS MY OFFICE ADDRESS A 67 TO EURO AVENUE WHERE WE OPERATE OUT OF GO BACK TO THE COMMENT EARLIER OF THE STATEMENT TALKING WITH MR. DENNIS, ON A CONVERSATION, LET'S START WITH THE THE APPLICANT OF A RECOMMENDATION. THE RECOMMENDATION DOESN'T COME FROM THE BOARD. ONE OF THE APPLICANT WALKS IN AND SAYS, HEY, I WILL GET ON THE BOARD. WE SIMPLY STEER THEM IN THE RIGHT DIRECTION. SO I WANT TO MAKE SURE THAT EVERYBODY UNDERSTANDS IS NOT WE DO NOT RECOMMEND BECAUSE WE DIDN'T VET ANYBODY. SO I WANT THAT TO BE VERY CRYSTAL CLEAR FROM >> THE STATEMENT I HAD WITH MISTER DENNIS IS FROM WHAT I UNDERSTAND HE SENT TO AN APPLICANT UP AS A PLUMBER. NOW, I WANT TO BE VERY CLEAR AND I SPOKE TO COMMISSIONER GAFFNEY IS ACTUALLY MY REPRESENTATIVE IN MY OFFICE IN MY AREA. AND I SPOKE TO MANY OCCASIONS FOR HER MOTHER. >> OF PROPERTIES THAT I HAVE THAT WE'VE DISCUSSED AND THE DISCUSSION IS ENOUGH, TOLD MR. GENESIS SAYS THAT I'VE SERVED ON THE BOARD FOR 14 YEARS. I WAS APPOINTED IN APRIL OF 2012. I ENJOY THE BOARD. I CAN COUNT ON ONE HAND HOW MANY TIMES I'VE EVER MISSED A MEETING AND IT'S HARD TO DO WHEN YOU DO 12 MEETINGS A YEAR FOR 14 STRAIGHT YEARS. HOWEVER, I ASKED THE WATER THIS OUT TO GO TO THE CHEMICAL SEAT, NOT FEEL A PLUMBING, SEE SIMPLE QUESTION. AND HE SAID THAT, YOU KNOW, THE MAYOR'S OFFICE WAS TO FILL SEATS, ACCEPT AT A LATER CONVERSATION. WE HAD SAID, YOU KNOW, ALL GOOD THINGS MUST COME TO AN END IN MY TIME IS UP. THAT'S WONDERFUL. AND MISTER DENNIS WILL PROBABLY CONCUR. THAT OF ALSO SAID THE SAME THING TO MR, DEATH AND ANOTHER POINT. SO I DON'T FIGHT THESE ITEMS. HOWEVER, OVER THE COURSE OF THIS PAST YEAR, THERE'S SOME THINGS THAT'S BEEN GOING ON INSIDE THE CONSTRUCTION TRADES OFFICE THAT I THINK NEEDS TO BE LOOKED AT. THIS IS NOT THE FORUM FOR THAT. WE NEED TO DIG INTO THOSE ITEMS. HOWEVER, SPEAKING ON THE APPLICANT HERE FOR THE APPLICANT HAS BEEN PUT IN FOR THE CONSTRUCTION TRADE QUALIFYING BOARD. ANOTHER STRUCTURE TO QUALIFYING BOARD IS IS IS, AS YOU KNOW, IS A MEMBER OF 16 MEMBERS. ITS DIVERSE EXPERIENCE IS DIVERSE BUSINESS EXPERIENCE, TRADE EXPERIENCE EXCEPT EXCEPTION. >> AND I THINK THE ALARMING PART IS WEVE ALL BEEN IN BUSINESS FOR 20 YEARS, 30 YEARS. SOME OF OUR YEARS. I CAN COUNT ON ONE HAND. IT'S BEEN 3 TIMES IN MY 14 YEARS WHEN HE'S COME UP TO 2 MINUTES, 3 MINUTES PUBLIC SPEAKING POINT, TALK ABOUT A CONTRACTOR 3 TIMES IN 14 YEARS. >> WHEN YOU HAVE THAT KIND OF WHAT DO YOU HAVE THAT KIND OF A? >> THE TENSION? I THINK THERE'S THAT SPEAKS VOLUMES TO WHAT YOU'RE ABOUT TO BE APPOINTED TO YOU ABOUT TO BE APPOINTED TO A BOARD THAT'S GOING TO REGULATE CONTRACTORS SUCH AS YOURSELF. YOU SEE DECISIONS THE WAY ON THE SAME DECISIONS. AND I THINK THAT'S I THINK THAT'S SPEAKS VOLUMES FOR WHAT IT IS NOW WILL TELL YOU THAT GENTLEMAN, WHATEVER HIS NAME IS THE HOME AND I CAN UNDERSTAND HE CAME UP FROM THE BOARD, PROBABLY APRIL MAY. SOMETIMES IT'S IN THE MINUTES HE CAME UP ON THE BOARD ANY OF US TALKING ABOUT IS THIS PARTICULAR CASE AND NO IDEA WHAT I HAD NO IDEA WHO'S TALKING ABOUT AND HE CAME UP AGAIN AND I BELIEVE IT WAS AUGUST. IT'S IN THE SENATE'S IN THE VERBAL MINUTES AND I DIRECTED HIM AND SAID GOOD GO TO THE BUILDING. DEPARTMENTS ARE WEAK. THE BUILDING PERMIT ISSUE IS SOMETHING THAT THAT'S OUR JURISDICTION ON ANOTHER, ANYTHING, FICKLE, ANYTHING CONSUMER RELATED ANY ANY THAT YOU NEED TO DEAL WITH THE BUILDING DEPARTMENT AND POSSIBLY YOUR REPRESENTATIVE OR SOMETHING YOU THIS IS NOT THE FAULT FOR THAT. AND WHEN HE CAME FORWARD, I LATER LEARNED WHO THAT PERSON WHO HE WAS TALKING ABOUT. I THINK THAT'S WHERE THIS IS ALL KIND OF STUNNING FROM. BUT AGAIN, I WANT TO GO BACK TO THE STATEMENT, MR. DENISON. I HAVE TALKED. I DID ASK HIM TO PLEASE, COULD YOU FILL A VACANCY VERSE, YOU KNOW, SEE, THAT'S ALREADY STATED BECAUSE I ENJOY TO SERVE. HOWEVER, THIS IS NOT A LIFETIME DEAL. AND I KNOW THAT. AND THEN AT A LATER CONVERSATION FEW DAYS LATER, I SAID, HEY, ALL GOOD THINGS COME TO AN END. SO THE DO WHAT YOU HAVE TO DO NOW THIS, THIS CANDIDATES COME UP. ALL THIS IS DEVELOPED IN THE LAST 30 45 DAY. SO THAT'S WHERE THAT'S COMING FROM. THE REASON MY SEAT, I BELIEVE IS AGGRESSIVELY TRYING TO BE REPLACED, NEED TO BE LOOKED AT. THERE'S OTHER THINGS THAT ARE GOING ON THAT VAST, THE EXECUTIVE DIRECTOR TO DIG INTO IN THE LAST 2, 3, WEEKS THAT WE'VE DISCOVERED. I THINK THERE NEEDS TO BE ADDRESSED IN. THIS IS NOT THE FORUM FOR THAT. THIS IS NOT THE PLACE FOR THAT, BUT IT NEEDS TO BE INVESTIGATED AND I THINK WE'LL FIND OUT WHY AGGRESSIVELY TRYING TO BE REPLACED. >> THANK YOU FOR THANK YOU FOR THOSE COMMENTS AND MR. MORRISON, MR. THEN, SIR, PLEASE LOOK INTO WHAT OF WHATEVER THESE ISSUES ARE OF IT, IF YOU WOULD, IN MAY. I SAY WE WEAR THAT'S KIND OF BEYOND OUR AROUND THERE. AND SO BUT JUST MARCH INTO FOR THE SAKE OF THE BOARD AND THE CONTINUITY THAT WE CAN KIND OF GET GET A HANDLE ON THAT, PLEASE. SO WITH THAT, WE'RE PRETTY WILL AT THE CLOSE OF THE IN THE KNOW OTHER SPEAKERS A YEAR AND JUST APPRECIATE EVERYBODY COMING HERE TO HELP DIAL IN AND GET GET MORE INFORMATION. SO WE DON'T SPEND SO MUCH TIME IN COMMITTEE, THE LABOR IN THIS AND WE CAN GET GET THE RIGHT PEOPLE IN THE RIGHT POSITIONS. SO ARE WE CAN DO THE RIGHT BUSINESS FOR THE CITY. >> WILL THIS ON A LIGHTER NOTE? THIS IS STEVE BESIDE HIS LAST OFFICIAL ACT AS A HOSTING INTO AS IT SUPPORT OF THE MEETING. SO I WANT TO I KNOW STATES NOT HERE, BUT I'M SURE HE'S WATCHING PART OF THIS IT. SO WE ARE HONORED TO BE PART OF HIS FAREWELL SONG. ABSOLUTELY. EVEN THOUGH HE'S NOT HERE, STEVE IS WATCHING BOLDLY GOES TO GO WHERE NO ONE HAS GONE BEFORE IS GOING TO GET THAT. JUST THANK EVERYONE FOR BEING HERE THIS MORNING. THANK YOU. ALL

>> Good morning, everyone. Good morning. We're going to start this press conference. How's everyone doing today? It's a great day. Today's a great day. Today is the day that we announce that a rental registry is going to be operational here in Duval County. Before we begin a little housekeeping, I'm going to start us off. My name is Councilmember Jimmy Palooza from District 7 will then pass it off to Jim Kowalski. He's the executive director and CEO Jacksonville Area Legal Aid. We will then pass it off to councilmember for District 6 Michael Boylan. And then finally we will pass it off to Assistant secretary and former state Sen Jose Rodri Jose Javier Rodriguez. It's been a long time coming as it did in the city of Jacksonville as I was running for office campaigning and as I talked to neighbors and community leaders, one of the things we consistently heard from people, especially those who are renting, what am I supposed to do it? My landlord does X Y or Z. What happens if there's a cave in to my property happens. If I need help, who do I go to for help and why can't the government help me more and as a candidate at the time, I thought these are great questions. Why couldn't we do more? Part of the answer to that is the state of Florida preempts us from doing a lot. And because the state of Florida and our friends in Tallahassee want to make sure that consumer rights and the rights of our residents aren't the same as those who are property owners. It really puts us at a disadvantage. It was scary was concerning. It was disappointing. There's nothing worse than being an elected official and campaigning on something and not being able to get follow through. As we as policymakers looked a different options. Our friends at the Jacksonville area, legal aid stepped in to do something great. And let me let me let me first go back and say this. Dr David Jaffe with the University of North Florida and Katie Renzi started the or started basically their own landlord registry years ago with a Jax for housing project. So they started this work. But it was up to us to say, let's pick up the work they did and make sure that it's applicable for future years. And who can we have that? Who can handle that work? And again, Jackson area legal aid said we can do that today. The city of Jacksonville has been working, which I like to put together if they complete list of rental properties in the city of Jacksonville for you as a tenant has a future tenant you can look up to see on this property are their code code. Compliance violations are their addictions. We all know Jacksonville's the eviction capital of Florida and that right. And as we have constituents and residents in this city asking for more, it's up to us as policymakers to deliver and when the city of Jacksonville can't do it because Tallahassee, we are grateful to have leaders like Jim, who are willing to step in now been introduced. Jim Kowalski is the head of the Jacksonville Area Legal aid. Thank you all so much. Thank you, Jimmy. >> And thank you for this opportunity to talk about our work. I want to specifically thank council member police for his enthusiasm and support for the registry to rule and for the motivation. It kept the job, the team working and testing the tool to the point where we were ready for launch. Thank specifically to Jolla's staff members, Katie Renzi data analyst who basic a title for all that she does for us. And to our former data analyst Mitchell Fair Grief, who helped start this process and to our entire housing team, housing is really the highest best use of civil legal way. Special thanks to somebody who isn't here. Former Councilman Terrance Freeman whose leadership informing the critical Quality of Life Committee led directly to both are successful eviction diversion program and to the registry tool and to Councilman Michael Boylan, who lead that committee, is it work on solutions to some of Jacksonville's, most pressing problems? I also want to echo Councilmember police in thanking Professor Jaffe and the Unf Rental Housing program Project and Florida Rising for their efforts to continue to move this project along. And that leads us to today where we launch discuss the launch of the retro registry to compliment the eviction diversion program now in its second year. And I was speaking to those who don't believe this city should support if those types of programs, if you are a first responder with the family for a teacher, we're a health care worker for somebody who works in the tourism and hospitality industry. The drives this state and you rent you more than likely are worried about making that rent payment every month. More than half of our local renters are cost burdened. Meaning they spend more than a 3rd of their total income on their rent. And Florida has the most one-sided eviction laws in the entire country. You can go from an unexpected car repair Bill unexpected hospital bill to having your stuff out on the corner in 6 weeks and it is far more expensive for our community to help a homeless family get back into housing and help somebody keep their housing in the first place and sent. Our main focus is on workers. Keeping employees House helps our local economy as well. We can't make landlords register for anything in Florida. We can help bring some transparency to the rental process by helping you learn more about where you are renting or in particular where you want to rant, especially with regard to whether your landlord ignores code violations on their property. Are we going to list those landlords who ignore their state and city obligations to main product team properly property? Yes, we are. And we hope the free market takes care of that. From that point forward. These are good basic programs for our families and residents to use and they are good basic programs, no matter whose idea they are and jolly is happy to help put them into play. And speaking of the person whose idea they were, I will turn to Councilman Michael Boylan. Thank you, Jim. I really appreciate the opportunity to speak today. >> You know, 4 years ago in September, we were steeped in the hard work of the Sea. Caroline, critical quality of life issues Committee focusing on access to health care, homelessness and affordable housing. I want to recognize Dr Jaffe as the co-chair of the Affordable Housing Work Group that we put together. You know, we we as a effect upon these past 4 years, we've made some improvements. We have moved the needle and all these fronts, admittedly affordable housing is the most challenging, perhaps the hardest because the comprehensive nature of it and the impact that has on so many people. If you take a look at the homeless situation, I think we can appreciate the fact that we've seen organizations like ability housing and Saul's Walker and others recognizing that long-term housing and wraparound services was the solution to this process. We've done more to support those organizations, particularly who do the sheltering it and in our community access to health care. We focus a lot on the work of week. Erin Jackson Care, Connect Telehealth. We've seen improved opportunities as a result of all of that affordable housing is built more challenging. One of the things I'm most proud of and Jeff Kennett certainly attest to that has the effect of action diversion program which we established in the city supported is still supporting. As matter of fact, as we move forward, there are a lot of initiatives recommendations that came out of this taking a work group that we have not moved forward, all of them. But let's not discount the fact the administration and the council has done a lot to do a couple of things as relates to affordable housing. Number one, we provided incentives to multi-family developers to provide below market rate homes with tax. And, you know, we're threat act rep grants and other incentives like that. We focused as I mentioned on and the work at the private sector with Jade, the Jax DEP fun. What day Wd and others are doing. So the point I'm trying to make it is in many respects we as a government, we should let and allow the nonprofit sector like John Le and others and the private sector for that matter to take the lead in solving these problems because the impact all of us is Jim said it impacts what you and I as tax paying citizens and homeowners our pay because they are getting the services they need and protections they need this process. I think today's is a great effort in helping protect tenants in this process. It's often looking forward to being here today to support. Thank you. >> One thing that we should mention is the website because I'm anyone said that yet. It's Jack stable, housing dot org. You can go in right now, search a property, especially around the property and see it. There been any issues with that property. I now would like to introduce former assistant secretary of Labor, Jose Javier Rodriguez. Good morning, everybody. My name is will say, however, that he gets everybody in Florida for rent or should have safe and affordable options when they're trying to figure out where they're going to live. Former state senator a 20 year trial attorney traveling the state, talk about how we can improve the attorney general's office. And I'll just share a little bit about the work that I've done. That brings me here supporting this effort as a 20 year trial attorney start off as a legal aid lawyer. I'm very proud of that. So I have fought for renters in the courts as well as in the legislature and in the courts on behalf of tenants, groups of tenants fighting unsafe conditions, fighting unfair practices, including emergency petitions. I'm sure you all do that often on unsafe conditions. Issues in a Legislature unsuccessfully fought fought for a tenants. Bill rights successfully fought for protections for renters in foreclosure. What what what's been described about Tallahassee is accurate. Tallahassee has not stepped up, but a new all the good news is that your local leaders have stepped up. So thank you, Commissioner. So Palou. So Johnson, Boylan, Gaffney, your administration, all your counsel here and all the leaders that have helped make this possible. Just want to share a few words about just how significant this is. It is a simple idea, but it is a powerful one transparency. So before you sign a lease you should know which landlords are violating code, which landlords aren't up to par according to the minimum standards. So that's a good thing for renters. It's also a good thing if we have an attorney general's office and if we have local enforcement that is looking for patterns that is looking to go after repeat abuses. So this will be a powerful tool. Again, if you have a partner in the attorney general's office, that's going to do something about unsafe conditions and about repeat offenders, landlords that are not meeting a minimum standards and repeatedly doing so. I think one of the other things to just to put this in context in other states, attorneys general go even further in supporting the efforts like this and local governments by going after anti-competitive practices by by using antitrust laws to go after rent fixing by corporate landlords would be nice to have that here. Not just fighting for safe housing, but really tackling some of the some of the things, the unfair practices that are driving prices up. And I just want to end by saying I think you have an acknowledgement from everybody here that good landlords have nothing to fear. The majority who are just running a business and trying to provide housing. They have nothing to fear from this transparency. It's those that are abusing renters and not meeting the minimum requirements that really have something to fear. That website again is Jax, stable housing Dot Org. Thank you very much. Thank you, secretary. And just to make sure everyone knows who's up here. We have a Secretary Rodriguez. We have our county pastor. We have doctor Brockmann Johnson City Council District 14. We have Reggie Gaffney, Jr City Council district 8 realize a run-in with the NAACP, Jim Kowalski. And then we have, as you know, Michael Boylan, district 6 there. Any questions for for what this is just been? Well, for one, if they're about to rent from there and they see if there's a code violation now it gives them the tools they need to say they didn't want to rent in this property, right? This is a way to make sure the landlords and with some way, shape or form, especially those that have properties that are not in good condition, a kind of held accountable and that we can't do too much because of what the state will and won't allow at the very least when give people information. And with that information, we expect them to say allow there were cockroaches here 2 weeks ago. You know what I'm gonna read somewhere else. I believe we just had a story this week of a roof that fell in on a woman's apartment complex. Why on Earth is that acceptable in the modern age? To me, that's that's horrible. And I don't know why people are almost forced to live in some of these conditions. And if we give them the tools to be able to know what they're walking into, maybe they'll realize I don't want to walk in here and sign that contract go somewhere else. So Saturday, if they're already running from them, we do have a code compliance given Colin to go ahead, Jim, the other piece is Jax legal, a gay actually lay dot org, your local legal aid. So if and it's important to walk through how this happens, because people who have a code violation, a tree falls through the roof. They are living in that they've got rodents. They've got roaches whatever. The issue is clear, code violation that is separate from their agreement with their landlord. And in Florida, you can't stop paying your at just because there's a tree in your room. Well, you've got to do under Florida law is give notice to your landlord and then wait while they fix it and engage the city's code enforcement on this separate track. And Jax Legal aid has a clinic that helps tenants give that proper 7 day notice. And then we represent them in court because the landlord can sue them for not paying the rent with the tree in the roof after the proper 7 day notice. But that's a defense under Florida law that something lawyers can help with. One is we would love to Tallahassee to do something that help us out a little more. Maybe getting a good AG would help with that. Go ahead, medicine and then of team M we're we're not understood under Florida law. We can't force landlords topton anything or be forced to do something. However. And Jim, if you want to come up here, >> it what we've done, frankly, we can get the code enforcement records from any city through the public Records act. They're all public. They're just hard for normal people to get. And so what we've done is done a series of public records requests. We've got 3 years of Jacksonville, code enforcement records already loaded into that tool. And we'll keep doing that so that we can take what is otherwise your records, the city's records that you should have as a citizen of the city. But we're making it so that you can see that. Well, actually, this city is very transparent with the public records responses. This is a good city in terms of asking those questions, too. So this is a very simple process for us. We can do it monthly. We can do it by monthly. We'll see how often we need to refresh but working with the city and particularly municipal code compliance not and it's not an issue here. So there's that's a great questions. And I'm sorry to cut you off. Just a sound so excited about talking about. So there's 2 parts of that. One is harder to build and one is easier, Bill. So the first part that we wanted to show our code by law, she's right. You've got to separate city track of an administrative violation that's take going on. It's playing through the court system or through the civil system. And then you've got what's happening to the tenant on the ground. The other thing that is impacting this city in particular because it of its overly a high percentage, a corporate landlords, right? We have the second highest percentage of corporate landlords in the country behind only Atlanta. And so one of the things that's happening is code enforcement wants to knock on the door of the manager to say, hey, we're about to cite you. Can we talk about it? And there's nobody in the apartment management office anymore. It's hard to find out who's actually responsible for the maintenance of your rental housing. So we're working on that. We're working with the property appraiser on downloading those records as well. And we hope to bring not only transparency to the code violations, but transparency to who actually is responsible for the day-to-day supervision and maintenance of the place you happen to be living and the answer to you happen to be paying your rent. It will stay on the website, but it'll show is a close. So one of the things that we want good landlords to do again, as Jamie said, good landlords. I always say this about legal way. Good banks, a good car dealers, good landlords. Don't have anything to fear from us from civil legal from job. The other ones actually do. And that's part of what this is about. So if you have a land or that's getting that's being responsive, that has a good local manager, it's turning over. There's a violation yet. Trees fall through roofs happens to be raining today. They fix it. We want that to be reflected as well. And so will highlight the good landlords as well as the ones who are taking on too. >> I will say Katie Renzi and Dr Jaffe did the first iteration of this. They looked and found all the different corporate landlords in the city of Jacksonville in the very first iteration of this project before it all took over. And then I believe you have a question you want to cut you off before you kind of go to. It's both a so much, Anderson. And you can go on there right now and you can type in the address. Yes, it's a job. He had an answer. Now we've got to go to the most important answer is not with city dollars and I'll leave it with that notice of the crime data in this search as far as I know. But you actually said I do want to quickly go towards that. The first party question because another piece of legislation that I have been working on is a housing report, an annual housing report within the city of Jacksonville that's provided to us that shows, hey, how are different neighborhoods looking throughout the city of Jacksonville in terms of, you know, using Alex data using corporate landlords ship, we want to know if a certain neighborhood or zip code as 40 or 50% of the homes in that area being on by one entity out of LA or some like that. So that's a piece of legislation. And I'm tracking now probably my threshold of what I'm sorry. How many homes and yeah, we don't we can't give you that snapshot necessarily today, but as to your second. But that is a goal to its goal of all of this work is to provide interactive data for the residents of this city. >> But as your second question, the JSO website is actually very good for those who do want to search crime data in their neighborhood have a very nice interactive map. We may link to their public site that people can go to that site. That is the question right right now is easy to find out who owns it, which LLC owns a particular complex. It is harder to find who is the property manager. There are other state partners that we work with Chip Bergh Center and UF comes to mind. So we hope to overlay long term with that kind of data. We're not there yet in Florida. We're not there yet in Jacksonville. But again, these are long-term goals so that we provide these levels of transparency. No, not in the database. That is a request to code enforcement. There is a process under Florida statute when you do have to leave in an emergency basis and is actually have to pay rent if there's a flood, if there's a fire fires are very common in terms of residents needing to leave immediately and it not being a habitable to return like like it might be after a hurricane. So no Florida statute sorry handles that. That's our job. Jax Legal aid on board. It's not a it's not a function that we're trying to reach in this database. That just is something we try to make people publicly where up to the Jackson legal insight. >> And it's still a part of the job. The website overall see gotten up to all of the data right there for them. So I mean, it is tied to code enforcement, right? I mean, there are things in Florida in Florida after brought that provide air condition. You may agree to have air conditioning year lease for your tenant. So that would be something where it didn't provide air conditioning like you promise in your lease or your brochure and there's a maintenance request. That's not something you can call code enforcement. Actually code enforcement. That's not something you can call code enforcement for this not to file. >> I don't know Tallahassee that we do about right that the state. Yeah, that's a statement about that. We need to talk to the legislation, right, right? Well, hopefully he will. If they go like morning November 30 on us to. Yeah. I mean, they're not campaigning but they go like this and that. >> Listen, we there's a lot that can be done for renters. We do need major changes in time. I see not just with the corruption but with a lot of the laws. As you heard, Florida has the worst loss in the country when it comes to protecting renters. And I'll tell you a lot of times, I mean, you can ask anybody here who's moving to Jacksonville and their signing a lease and there may be asking questions in the land was just looking at me, just kind of laughing. Why you asking that that we don't offer that here. So the legislature does need to step up. The easiest thing to do, pull back preemption, let leaders that are ready to lead and serve their communities. Step up. If you are not willing to do so is that? Oh, yeah. >> Yeah. Let's all answer that in a camp housing authority. Yes, yes. If it's a code violation, yes. Now whether am CCD Municipal Code Enforcement Division, does code enforcement on JJ properties? That's a separate question that this that we're not going to answer today. But yes, if it's code enforcement, we're going to track it. So 2 things for the prince in eviction lab tracks. Jacksonville is one of the city's gets data from the clerk's office. So there's pretty real-time eviction filing data courts data on the PIX Princeton's Eviction Lab website. But as I mentioned before, this disconnect in the gentleman had the same question. The disconnect between who manages your property and who owns your property. That is a non-transparent thing in the state. It's a non-transparent thing in the city. So is Katie Works. It works on building this out. As the unf read, a layout works out on this issue. We hope to add that level of transparency because it doesn't just help guys. It helps the code enforcement officers have a great and code enforcement unit in this division. They're out every day there in the hot sun and the rain. They're going into apartments trying to figure out whether this violations and trying to help the residents, the city and they can't get to the manager who's in charge. So is that saw the ball on 9/18/2026? Now is it need to be solvable in this state and the city? Yes, we hope to get closer with this tool and with these types of tools. Absolutely. So the question is, if the landlord says I've got a substandard property and I need to come off this list, this is what happens with subsidized housing, right? There's an incentive to take their subsidize rent and not put it back into the complex. That's always going to be true in the same way that there are good banks and bad banks. The first step is t
