The City Council will convene for a Special Meeting on Monday, October 26, 2026, at 10:00am, or shortly thereafter, at the City Administration Building, on the 12 th floor of 202 “C” Street, for the following items:

Consent:

Approval of Council Minutes

Amendments to San Diego Municipal Code Chapter 4, Article 3, Division 10 by Amending Sections 1, 2 and 4 Related to Prohibiting Smoking and Vaping in Outdoor Dining Areas.

Authorization to Enter Into a Contract with Boot World, Inc. for As-Needed Safety Footwear for City Personnel.

Amendments to the San Diego Municipal Code to Consolidate the Department of Cultural Affairs Under the Economic Development Department.

Proposed Amendments to the City of San Diego’s Earned Sick Leave and Minimum Wage Ordinance to Enhance the City’s Ability to Combat Wage Theft and Align the City’s Earned Sick Leave Requirements with Existing State Law.

Adopting an Amended Conflict of Interest Code for the Engineering and Capital Projects Department.

Settlement of La Jolla Terrace Homeowners Association v. City of San Diego, et al. San Diego Superior Court No. 37-2024-00008244-CU-EI-CTL, Claim No. 34436.

Settlement of Maria Del Rocio Nunez Munoz v. City of San Diego, et al. San Diego Superior Court No.: 37-2024-00017991-CU-PO-CTL, Claim No. 30842.

Appointment to the Community Forest Advisory Board.

Declaring a Continued State of Emergency Regarding Raw Sewage, Solid Waste, and Sediment Coming from Tijuana, Mexico

Authorization to Execute a Contract with Patriot Environmental Services, Inc. (ITB 10090443-26-A) to Provide as needed Vacuum Pumping Services at Public Utilities Wastewater Treatment Facilities.

Declare City-owned real property at 4069 30th Street, San Diego, CA (Property), "surplus land" under the Surplus Land Act (California Government Code sections 54220-54234).

Adopt revisions to Council Policy 100-03 to reflect updates to the funding program framework and align Arts & Culture funding priority area to others overseen by the Economic Development Department.

25-year Franchise Agreement between the City of San Diego and JET Infrastructure Holding IA, LLC.

Authorize the City of San Diego to Accept Donation of Endowment Funds for Long-Term Management of Clayton Vernal Pool Preserve.

Upon the conclusion of this special meeting, the City Council is expected to meet for the regularly scheduled, 10:00am meeting of Monday, October 26, 2026.
