A community workshop was held to discuss an application for a Minor Conditional Use and Site Plan to allow for a Private Club in the Intensive Commercial District (ICD) zoning district. The property is located at 1060 Goodrich Avenue (PID# 2025150017) zoned ICD and developed with a two-story, 24,000 +/- sf. drone manufacturing and warehouse building. An adjacent property, located at 1716 10th Way (PID# 2025150015) will be added to the main parcel for additional surface parking. The existing building, which will be renovated for the private club, is currently being used by a drone manufacturer which will be relocating. The proposed Private Club, the Sarasota Motor Club, will provide a premium private club environment designed to elevate every detail of automotive ownership, lifestyle, and connection. The facility will offer its 200 +/- members a climate controlled, secure facility to protect and store their luxury, exotic and collector vehicles. In addition, club members and their guests will have amenities including a fine dining and lounge area, a private conference and dining room, golf and racing simulators and wine storage lockers. The ground floor will include approximately 21,000 square feet for the offices, conference room, vehicle storage, kitchen and dining area. The mezzanine will provide approximately 4,000 square feet for additional club amenities including the lounge, golf simulator and additional dining space. There will be 56 surface parking spaces outside. The interior vehicle storage area will feature 29 three-level storage racks, accommodating 87 vehicles, with additional floor-level parking for three vehicles, bringing the total interior vehicle capacity to 90 vehicles. The club will be open 7 days a week from 8 a.m. to 8 p.m. Periodic special events will be held that may go until 11 p.m. Joel Freedman, Freedman Consulting & Development, LLC, Applicant’s Agent and Scott Steveson, Applicant, provided an overview of the proposal. Below are the non-verbatim summary minutes of the discussion: Questions/Comments Responses What is being requested? The Private Club requires a Minor Conditional Use. The other uses that will be on the property, storage, car rental, etc. are permitted by the zoning. An attendee brought up all the various businesses in the area and is excited for this addition. Brought up that there is a “blind spot” by the railroad crossing to be careful of. The City will be looking at all the issues during the review process. The blind spot is off-site and is not directly related to the proposed project. Is the club or project going across the ditch? No, no expansion of the property is proposed to the south. Are you impacting the trees? No grand trees are being removed, and we are working hard to minimize any impact on the trees around the perimeter of the site. An attendee stated they live down the street and is concerned about loud motor noise. The cars that will be stored and the facility are high-end luxury vehicles which do not typically have enhanced exhaust systems. What is the timeline for the project? The review process was explained starting with the staff review and then concluding with the Planning Board hearing. Our goal is to have that hearing in 4 to 5 months. The vehicle storage use is planned to be open by the end of this year, and the Private Club will hopefully open in July of 2027. What is the planned demolition time for the house on the site? The applicant is working with Wendy Goldberg (Breakfast House) and has agreed to donate the house to be relocated on her new property on Fruitville Road. To: Meeting Attendees Date: August 14, 2026 From: Joel Freedman, Freedman Consulting & Development, LLC, Applicant’s Agent Subject: Summary of Minutes--Community Workshop – July 15, 2026, 5:30 pm. Selby Library – Conference Room 2nd Floor, 1331 1st Street, Sarasota, FL 34236 Application No. 26-CW-09

2 Questions/Comments Responses Are there going to be any street improvements, also concerned about the street flooding in the area? The review process will determine if any off-site road improvements are required for any of the street abutting the subject property. The project will not be permitted to negatively impact the off-site stormwater conditions. Are there plans to convert the railroad right-of-way to a road or extension of the Legacy Trail? We are not aware of any future road. The City is always trying to work with the railroad company regarding the Legacy Trail. We are not aware of any progress being made for this stretch of the railroad right-of-way. What are the hours of operation when people can drop off or pick up their cars? The facility will be open from 8 am to 8 pm. The Club may be open during the same time period but most likely from 11:30 am to 8 pm. Some special events may go until 11 pm. Will the Club have a liquor license? Yes, the Club’s restaurant will have a liquor license but will only be open to members. Will sidewalks be installed along 10th Way? The City will require that sidewalks be installed along the perimeter of the site where it abuts a street. What about along the City property? We are not aware of any plans for the City to install a sidewalk adjacent to the property owned by the City. Is there going to be a parking problem/conflict with the Westcoast Black Theater group because they use the parking lot of the existing building now during their performances. They will need to connect with the applicant to see what arrangements might be able to be made. An attendee brought up the need for additional traffic calming installations between Orange and Osprey. Will the project help with the installation? The City is reviewing the impact of the project and will determine if off- site improvements are required. Would you consider allowing Gillespie Park Neighborhood Association to use the facility for their monthly meetings? The applicant will consider this and will discuss it with the association. There is an event space in the middle of the building that can be rented by outside groups for events. Would you consider allowing Gillespie Park Neighborhood Association to use the facility for their annual party? The applicant will consider this and will discuss it with the association. There is an event space in the middle of the building that can be rented by outside groups for events. Is there any exterior signage proposed? One sign is proposed for the north facing wall at the top of the building. This sign will be designed to comply with all City codes including any lighting. There will be lights in the parking lot which will also comply with code. Will there be activities or events in the parking lot? Not on a regular basis. There may be some car show or something for the general area but it hasn’t been decided. Can motorcycles be stored? There may be someone that wants to store their motorcycle in the facility but there is not expected to be many, if any. What type of cars are expected to be stored? The Club’s demographic is for people with luxury cars. It will be an older demographic and people who live in the downtown condominiums or on the barrier islands. Concern over speeding cars and loud mufflers was raised. Because of the condition of the roads around the facility, cars will have to go slow. One attendee said they had contacted some people in the area that may not be able to attend the workshop. Most were fine or even excited about the Club but some were concerned over increased traffic. We don’t think that there will be that much of an increase in traffic and the Club members will be respectful of the neighborhood. The Club wants to be a good neighbor. How many members will there be? There will be between 200 and 250 members. Is this project related to the car storage project that was approved on Orange Avenue. No. Not sure why that project hasn’t moved forward. That is being set up more like a car condo type of thing versus club. How much will it cost to join? There will be a $20,000.00 joining fee and then dues of around $500.00 per month. Storage of a vehicle will start at around $500.00 per month. This meeting adjourned at 6:20 pm.
