The 30-second read

Recorded outcome

Stantec Consulting hosted a community workshop to discuss a Minor Conditional Use permit for a private club within the proposed Hyatt mixed-use development at 1000 Boulevard of the Arts, addressing resident questions regarding membership requirements, amenities, and project timelines.

Stantec Consulting Services Inc. held a community workshop on June 9, 2026, to discuss a proposed 7,920-square-foot private club within the ground level of the western tower of the proposed Hyatt redevelopment project at 1000 Boulevard of the Arts in Sarasota, FL. The application requests a Minor Conditional Use permit to allow the private club, which will feature amenities such as an indoor pickleball court, kid's club, and sports lounge restricted to residents. Construction on the Hyatt project is scheduled to begin in October 2027 and open by early 2029.

Why it matters

Residents of the proposed 107-unit building will be required to purchase a club membership with dues separate from condo fees, and the project establishes a 30-foot waterfront setback from the water's edge.

I think you're going to do an introduction to the judicial hearings and swearing in of the public. Perfect. There's one public hearing on today's agenda that is a quasi judicial hearing. >> These proceedings are more formal than legislative hearings. The decision needs to be made based on competence, substantial effort in the record, there are parties to cause a judge hearing which include the applicant, the City of Sarasota and those people who apply for and qualify for affected person status. The party, 7 opportunity to present evidence in the form of documentation. Testimony and expert testimony to cross examine witnesses and to present a rebuttal closing argument before we begin board members must indicate if they've had any ex parte communications with the parties to the hearing, communications include written and spoken communications on the hearing. Subject matter that may have taken place outside of the public hearing and also any investigations site visits where the silla solicitation of expert opinions undertaken by board members. The purpose of disclosure is to add a record of these interactions into the public record and to make a distinction. This meeting in that we have entered into the public record, a real record of for individual site visits by board members and that again is interred entered into the record already. So I will now ask each member to disclose any ex parte activities and communications that they have had outside of that site. Visit and oh, start if I may, with member heart. Missile down E. Well, you'll notice in the past there's a memo that I wrote in recommending the historic designation, this resource. >> And so I'm tension or to the public. >> Considering that, are you able to render a fair and objective decision? I am. Thank you Miss Harris. No other communications, Mister Frangie. Now and Mister Gonzales. So great. Thank you. There is one person was applied for affected person status for this hearing. Victoria Gunther, I recommend that you grant them affected person status as they meet the criteria for residing within 500 feet of the subject. Property with your agreement. And if the applicants with please have a seat. And then go ahead and introduce yourselves and the mic. Good afternoon. I'm news and you can Sileo an attorney with Williams, Parker. I'm Kinsey Chadwick owner. >> Connor Chadwick owner. May go ahead with the presentation. >> Okay. So again, my name is Amy can Sileo an attorney with Williams Parker. I'm here alongside a tense encounter chat with the owners of No. >> We're here today. I'm requesting approval for certificate of appropriateness to demolish the 2 structures that are currently located on the property. The first one you'll see here is the main structure facing Pablo And the second is the garage slash apartment take structure that is detached from the home. Before we get started today. Just want to recap the materials that were provided in your package. The others have done a great job as many experts. An expert reports together as they can. We've got an engineering report from snow, engineering and historic structure survey from kci. We have a mold and moisture report. Construction and restoration estimates that include renovation and rehabilitation of the 2 structures as well as a new construction estimate. We have a salvage assessment and mitigation plan. We have e-mails in support of the demolition from neighboring property owners and we also have a letter of non ensure ability from the traffic's insurance broker. structure right now. Thank you all can see. It's very clearly not sure of all before we begin just want to let everybody know that I am not an engineer. I do not have any type of degree in history, preservation or architecture. So going to focus on what I know, which is the code and the criteria under an applicant can request demolition of a historic structure. I'm going to try not to regurgitate the information that you are. have simply because I might sound a little silly pronouncing some of these technical terms wrong. But we're going to go through the criteria which are on the screen for you here. They're 7 criteria, which I'm sure you are all aware of. The first 3. I'm going to give a little more detail on and run through the last 4 at the and explain how our materials today help support each one of those criteria. So the first one is the historic or architectural significance of the structure, this house or this property was historically designated in 1994. It was originally called see or read Augustus Wilson home. If you have read the report from a CI, you will see that originally was thought that red constructed the home. But that does not appear to be the case. The home was constructed by an Elijah Grantham who then sold the property to Augusta spokesman. Justice Wilson was a state senator. He was also sarasota's first tax collector and a postmaster out in old Myakka. One of the very telling quote that I pulled out from the ACI report was as follows. The building retains its historic integrity of location, but has experienced alterations and additions. However, the building was not designated for its architecture. And while the building does possess interesting characteristics and features, it does not possess architectural significance. So we do have historical significance here because of Mister Wilson, but we don't have architectural significance. And one other comment I will make as Mister Wilson appears to live in the property from 1919, to 1931, his family did keep the property for a little bit of time after 1931, which is when he passed. But it was used as a rental home. The second criteria is the importance of the structures. The out of the district as you know, if you were at one of the site visits or are familiar with the area, there is a new construction to the Northeast, the Southeast, the south, everywhere you look over there you see new construction. We have believe 3 support letters from neighbors to demolish his property. We believe that this structure as it stands today, really distracts from the neighborhood doesn't really contribute to that historic on the ons of the neighborhood in its current status that Chadwick's are dedicated to constructing a new home that does fit within neighborhood compatibility. They are not flippers. They are not developers. They are not going make a big white box. They want a home that is going to belong in the community and contribute to the community. 3rd criteria I think is the most relevant to our situation here today. And that's the difficulty or a possibility of reproduction. In the report from snow. when I was there at the site visit on the 3rd with Miss Harris, I remember the engineers saying this isn't a situation where we can renovate our we have the structures. This would be a full reconstruction. And I also remember him saying you're talking hundreds of thousands of dollars just to fix the foundation. The report show widespread termite and water complete or near-complete structural integrity loss. Even the new framing that was installed was installed incorrectly. So to quote, the report from based on the observed structural conditions of the main house and garage. Last guest house, including significant degradation of primary structural systems in anticipated need for comprehensive removal of finishes and reconstruction of major element. It is our opinion that to building's cannot be reasonably restored to their original condition. The magnitude of intervention required with substantially diminished the integrity of the remaining historic fabric resulting in reconstruction rather than preservation. I've included just a couple of pictures to Pat. I feel like we're the most jarring to me as somebody who does not have an engineering architectural background. The first one is the side of the home that is we're really leaning. I think every corner of the home had rotated slightly. So this is one of the more dramatic corners. And then the second picture is where you are. Installed number has no connection to the So the quick fixes that the prior owner tried to do to keep this place habitable it simply won't stand the test of time. And it's not fixable at this point. As remaining criteria, the first one is is the structure one of the last remaining examples of And the answer is simply This board prior boards have done a great job, preserving architecture in Sarasota, historic buildings in Sarasota and had this been a building that could be restored and preserved. This would be another one that would remain on the list. But unfortunately, based upon all of the information we have and that received from the expert. We just don't think that has historical or architectural significance in that it would be a good example of sarasota's history. Future utilization of the site. As I mentioned, the child, which are not for the they're not going to build a house and sell it. They want this to be somewhat of a forever family home. When I was there on Thursday, there was a little wooden and tell them I was going bring this up. There is a little wooden swing on the counter that I thought look pretty old. And I said, oh, did you find that here? I thought maybe they found an outsider. They found it in the closet. But know I brought that for child. So they're thinking long term. They want their kids to be able to run around in this property and live there you know, so the future utilization, I think is at its peak and you guys probably get developers and hear all the time or people who are going to flip these houses. And that's simply not the case here. Can reasonable measures be taken to save the buildings again, the experts have said, no, I'm you know, the in this goes into the 4 are the final criteria. Economic feasibility. The construction estimates that we've presented show that re having or renovating the property would cost over 3 times the new construction costs. And that's with out incorporating any of the secretary of interior design guidelines that they may have to follow that. Alicia, simply fixing what's wrong? I think fixing what's wrong and had price point of 2.73 million dollars. New construction was in the million dollar range. So we're talking a vast difference here. And I just don't see that anybody could make the argument that it would be economically feasible for these properties to be renovated. And so I just want to a conclusion point out that the Chadwick's have approached this thoughtfully. They've exhausted every reasonable effort. They've consulted with engineers, historians, contractors, they have carefully reviewed all of this material and, you know, we believe the only result is to demolish the structures that are currently on there and to build new. And we hope that with the board would approve our request for demolition. And I want to kind of transition over to such as with just to say a few words as to their background, their interest in historic preservation. And I think some of you had still been with Chadwick at the site visit about a project that they are currently restoring in Ireland. I'm Ken, we're very has sent to the city for you today because we are in the middle of restoring a 19 0, 3 home in Ireland. you know, is restoring it takes time, money and so we really thought that we take this house and buy it and how we came upon this house was we fell in love with it. And we're very excited to be in this area of Sarasota. And we decided to tell the owner that we could restore it. She had already found a buyer. And so it was bought and we were super sad. We had met Susan and asked her opinion in we become sad because we lost the house and then it came back on the market. We're so excited. We heard the deal fell through, but I'm the owner actually took it off the market and she said, I'm not selling it. I'm going for a demolition permit because this house is unstable. That was the owner of the House and we're like. >> Well, I know. Give us a chance. We want to say that. >> So she did. it didn't go back on the market, but she did a deal with us just because she knew our hearts and because of what we went through, Ireland run year 3 our Still going through. Yeah. And we love every detail and so we carefully thought about every expert we brought in. We we're probably in denial for a lot of the process of what we were told. Even our engineer said you won't like me. I'm never going to tell you to demolish houses. Said great. Your favorite person because we we want to hear how we can save this house. And when the costs came back over and over again and again, that's why we're sitting here before us because we simply can't afford it. So that's why we're here. We do believe in the integrity of the neighborhood. I hate when a modern boxes built. It drives me crazy. I I do want to honor the neighborhood. The neighbors we've talked to as many neighbors as we can meet as we could knock on doors as we can talk to to tell him our hearts to tell him what we were thinking and so that's why we're sitting here before you So thank you for your time. Thank you. Thank you for your presentation. Does anybody have questions? >> You had mentioned that a or so original that will a pro about this when we were first put to That was the previous order request and then withdrew. >> I do think that there was some discussion with the contract purchasers at one point. So I don't know if they were the ones that kind of initiated some of this or if it was the Well, it just proves that you all did excellent >> yes, Publication I've seen professionals from the ice all right. could ask you to go ahead and take your seats. Thank you. Thank you. Thank you. >> certainly of the of the quite you sign in the staff report that I went to reach the criteria trying to validate and opine on what was submitted by the applicant couple scrivener's things you'd see that on this is me on Page 3 of one. 36 under property information when the house was built that I had identified. The House Circa 1900 in the garage as Circa 1931. But later on went respect, speaking to the history, the property. I indicated on Page 61, 36 that I was not able to validate the a presence of theater or the Association of theater Red with the House. And that was later validated by the ACI report. So I just want to give some background to why had indicated that I wasn't able to cooperate that. I wanted to indicate that I had met with previous owner who's mother, I believe, was owned the House when they went through the designation and share with you that they had expressed to the city in writing their challenges not having the resources to make maintain the property, the fact that they couldn't ensure and so on. And subsequently I met with other interested parties who are looking to purchase it and loved the property. But it SOT is a tear down. And when I met with the Chadwick's last year. barely brought up demo when they basically just me. >> And explained that they done this and Ireland. This isn't going to be a We think we can handle this and now they're in front of us again, 7 months later. So just wanted to give some context on that. That very unusual for me to experience on sites. >> the last thing with regard to my recommendation, I indicated that and obviously this is for for the board to consider. But I recommended they do approve demolition conditioned upon the presentation of conceptual architecture and site plans for any replacement structures. I did that out of an me that statement out of an abundance of caution that someone could take property with the demo approval inflicted are slipping. The change it into 2. Lots. Well, I don't suspect that's the case for the that the applicants. That is something I wanted to out of an abundance of caution bring up is as an option as you read in the visit record. That question came by one of the board members and it was indicated by the owner that they didn't want to put the cart before the horse. That's why they're not bring you conceptual design. those are all of my remarks. Any questions for Susan? >> All right. Next, we have a presentations by affected parties and we do have one affected party submission, which is Victoria Turner Gunther the step forward. >> It's getting to be have it I was here last evening. This country, you have 5 minutes and start time. When you start Thank you. >> I heard the and read the information with much interest, my particular interest in this property has an infected person is that I share the back lot line of my home shares about 80 feet with with this property. I have observed care or lack of same of this property. Through the last 18 years that lived back in Sarasota. And I find it very unfortunate that this home has not been. Maintain to the level that it deserves. I do not personally believe that it is a tear down because I've seen many homes of this H. Watch them scream when. Machines come in and try to tear them apart because that heart pine and that old lumber has knitted together into a framework which is so so. Dense that it's hard to understand by today's building standards. Just exactly what stands there. And I've also noticed with termites that frequently termite damage is not to the central core structure of these buildings, but it's a more things that have been added to it, which are not termite proofed. Our pressure treated so that they would be vulnerable. far having new neighbors. I think that's wonderful. I have not had the pleasure of meeting with these people, but I'm sure that we will at least over the fence. Your concern about? The possibility of flipping. Sub dividing and flipping is one that I have held very close because I've observed it a lot in our area I know that this is something I wouldn't want to believe what happened. But I've seen it more frequently than anything else. I also heard for the first time that these this family is still involved in the historic preservation. Another property, which is an expensive and time-consuming effort. Very carefully at estimates. And it was very obvious that the one estimate seem too appeared to be a complete historic reconstruction, restoration. But everything that had originally been in the building was quoted as being rebuilt and recreated to include sinks and kitchen encounter. Thompson, everything that ever was in the building. And of course, this would be the very costly reconstruction, but not one that I think a modern young family would be interested in doing. And I don't believe that the historic designation forces this to happen. As far the property itself. It's a beautiful piece of property. The neighbors on both streets are all very, very nice people. I would hate to see it subdivided or build up to the edges like they're doing and so many places. Also, I'm very concerned about the trees that are on the property, the Lee G Tree, which is twice the height of this building is currently loaded with thousands of red fruit and the 9 Live Oaks which are in the front part of the property were planted by the shoulders it would be a real. Desecration to see them cut down. I believe the value of the garage is not necessarily. As significant as that of the main house. And I personally would think that if it were possible to tear down that part them more than half of the property would be available at this time to build another home. But I don't know how that works. I just wanted to express my. Concerns and my hope that the promises that have been made might be maintained. I'm sorry. I have lived too long. In Sarasota to honestly be able to take everyone's word, especially with no plans for another home. So that all I can say, I'm not implying that the people. That are requesting this are not being honest. Not at all. Perfect timing. that stay for just a moment. want to see if anybody have any questions. >> Were picked I thank you. Thank you. Okay. We're moving on to public comments and Aaron DeFazio, would you like to come down? I'm Erin DeFazio and the managing director for the Sarasota Lines for Historic Preservation. Thank you for your time here today in considering this application. I want to give kudos to the owners for restoring something in Ireland. That sounds incredible. And I'm gathering that they did not allow you to demolish that structure. And local designation needs to mean something. If this property were in Venice. It wouldn't be allowed to be destroyed if we're in Saint Pete, they wouldn't allow you to district some local register. That's considered a level of protection anywhere. Is the condition of the property suffering? Yes, someone should have intervened before it got to this point. We do need to have protocol and procedures to help property owners be better stewards of their homes. And maybe that's something that the sport can look into developing with staff's help. The restoration costs put before you exceed the amount that we have budgeted for the restoration of the calls and hotel. I would encourage you to ask the owners to explore more bids from presser from preservation professionals who actually have experience with historic buildings doing restoration work. There's no reason it should cost more than new construction. I am also happy to provide referrals if they need access to professionals. And I understand that it can be difficult to get insurance on an older, historic building, especially one that needs work. I'm not surprised to see a denial, but that does not mean that insurance is not possible. It just means you have to try a little harder. There are a lot of resources available and not for as well. Plus to the national trust. They have an insurance company that will provide insurance. So I just encourage you to think about the fact that this is an irreplaceable part of sarasota's history and that local designation needs to mean something. But we also know what happens when we tonight and they appeal it to the city commission. So maybe there's a way to move forward where you're asking them to dive back into the research. I know they put together a wonderful report, but baby getting in some numbers from contractors who? With the intention of preserving the house and not preparing paperwork that is designed to support a demolition. Might be something to think about. Thank you. Thank Okay. We've reached the rebuttals stage. So we're sort of working backwards now. Victoria, do you have anything else that you'd like to come up and say for about? and what the applicants like to come back up and speak to any of the comments of an 8. >> a comments as what was made here first >> MS Gunther with regard to the trees. I think we all know the city regulations in place with the trees. They're not going to be able to go in and cut down all the trees. They're going to comply with any type of mitigation requirements or regulations that the city has in place with any of these trees. just want to say, I can understand and appreciate not taking some buddies were all the time. When you see big monstrosities of being built every day here in Sarasota. So I understand her fear in saying, oh, these people are saying exactly what we want them to say. But this is actually the case here. And that's why one of the Chadwick's to come up and explain that they are currently involved in a preservation project. So that city the board and anybody here would understand that that's not their is not to come here. Get approval to demolish the property and then either or flip it or build something else. With regard to MS DeFazio statements that they should have explore more or worked with somebody who was more well versed in historic structures. They chose their engine ear because he originally told them he would not support demolition. He is a preservation enthusiasts as well. He's worked on historic structures and he wanted this to work just like they did. So was not a situation where anything was presented because it was the best look to the board. This is, you know, after months of due diligence, this is these in the materials that they put together. And the last thing that I just wanted to quickly point out Susan's recommendation about the condition about presenting conceptual I don't know how that looks practically. I don't know if that means there is going to be some type of approval process for the design or it would just prohibit a lot split. So I just had a some concerns there that if there's a out presenting a style, is there also an approval process or what that looks like? So we would ask today that it just the certificate of appropriateness would be approved without the condition. If I was just going mark what I've seen in the past on is that it doesn't have to be that the these upheld. It is a request to the owners to simply share with the board when they get to the >> design stage what they're planning >> Does that imply stay that is done? >> it doesn't have be. You. And for us, I believe you do have the ability for up to one year if you so chose but as I said, would have seen in the Sometimes the Borgia says we're going to prove this, but we'd like to see what you do. Plan on doing with the House with nothing tied to the approval as a result. Just a request. Thank you. We would like to start the discussion. >> I can tell you my house about the estimates I I thought they certainly excessive for the restoration that I couldn't understand them and the way that it was. I can understand the cost. I couldn't understand how it related to the I thought that the cost used for construction was grossly under estimated. I think those figures are. don't know how much you can rely on those if that's what you're making your decision. Not I I agree with everything that the engineer said. He's good engineer. I've worked with of your was you know? And I and I do believe that the houses it's it's been neglected for sure. And I and I understand. course, that it took to become neglected. and I don't know how you prevent something like that. Because someone became the custodian of the House who couldn't afford. To be up to you for the property. So it's a hard one. And there's not there's no mechanism place that says that can't happen. just happened. >> I mean, there is provision in the code to avoid demolition by neglect. But I don't know that that really would have been anything you know, from looking building on the >> And I don't think there's really a mechanism in place where inspections of historic homes are done on a regular basis to certainly not applicable for the duration of Elders. >> Right, actress Amy think it really was the digging into the walls that revealed the extent of the damage and getting underneath the crawl space that really showed how that it looked. So >> Well, response to a few things you said Roberto, why but also concur with what Ramsey said. And and it seems that the prices were a little bit off to me as well. I do. But in talking about recognizing the significance of the structure. There is an historical marker program in Sarasota County. And I know that the Hudson has been looking into doing in historical marker for their neighborhood. So there might be an opportunity as part of mitigation, perhaps help that undertaking funds that undertaking. The county has an historical marker program. But last time I checked, it took a couple years to get a marker put up because they had a they only have flooding for about 2 workers. And so you can also on them if you want to So that could be part of the I believe, to apply That would be specific to the site. >> Yeah, guess it would have to be worked down. Maybe they have 2 sides talk about potentially. You could talk about the site on one side and talk about the neighborhood itself. There's a little public area right here. This house where the lift station used to be. And that might be a lot actually makes more sense than putting it at the house because you're like him. The general public is less likely to go down that dead-end street. Well, actually has been at the park. Yeah. I would find that joyful and I would also say that it would be honoring the history of the site right? >> And when we talk about mitigation, you know, one the things I've noticed over the years is that. The city has sort of had kind of a standard mitigation treatment that is likable to every project really mitigation should be developed on the site specific basis. When you look at the resource to look at what's special about it, whether that be that street where the architecture, the people who build people who designed it and then. Accordingly develop mitigation program. So in this regard, I think that the market is appropriate perhaps more so than existing that Ation. >> Well, I I was particularly struck by the tour of the House and seeing how pretty much everything that's been done to the house is actually been to the detriment. The condition of the house moving forward and, you know, and I asked the question, you're right off the bat to the structure engineer because I am very suspicious of the structural reports that always lean towards demolition and you know it, it does come down to a matter of its. It's only money and anything can be done. And so. >> The idea that it would mean given the amount of wood rot and termite damage and the important aspect of the designation is is the envelope. You know, it's not all the rooms inside. It's all those beautiful pow doors that are still there and what it would to reconstruct that house because you you really could use a lot of those materials again. That that to me was like overwhelming, like, are we are we then still, you know, keeping the integrity of the House overall, if we have to go to that extent. And again, it's, you know, Heron mention the cost of hotel. It doesn't have the historic significance of the coast tap. You know, Wilson doesn't have his name on 50 streets and buildings, you know, throughout Sarasota to me, he's a minor player. So, you know, you have to practice. I have to be subjective about it and say that, you know that it's in the end, not worth that work to, you know, to get to a point that's not. High as high profile as some other projects that we treated differently. Anyone else comments. He said what I would say. I thought extreme differences. New build and restructuring. I do think this the scene. boat on the motion that's on the table. All Review. >> Yes, do. We build on that motion. That's on We deny it. And we put a new motion. No, we can decide to withdraw of the existing That's I think that And that would be the maker of motion currents going shun. >> So I'm going with. So saying oceans, kind of giving it a little bit of a stay. Well. Design is going on. We so feedback can be provided. So review it conceptual level. Yeah, it would be an appropriate place in the process. >> What I like about that is it's it's setting a precedent. Because that, you know, that that problem of something being demolished in order to, you know, make the sale of a blanks. It easier. is something that's, you know, it's happening. And you know, this way. They're trying to things together right? And I think we have to be clear about whether presentation as Susan had suggested. >> Or use were you in room? If we have yeah. And I only go as architects. Probably are not really. I mean, possible for you to be designing someone That something a like spirits, right? I mean, we're not the planning Commission's served. Do we even have jurisdiction to do something? >> Yeah, I think what miss maul Dennis, just it is is spot on. And the demo permit could be approved. Once you have reviewed conceptual plans for the building. It's not contingent upon who works like approval and acceptance of those plants that really doesn't do it. if we if we don't. We say we don't like them publicly. >> How many lots are. There isn't one buildable lot where 38 technically it's not a full 2 lot. So they would have to go through the process of getting it. The first condition is owners are to provide the permanent historical marker. With staff approve narration. Of the relevant Sarasota history of the site. And this plane. So as to allow the public access to the plaque. The second condition is. Approval the review of the conceptual architecture and site plans for a knee replacement structures. >> By staff and board. Miss Heres how the vote. We need a second. I'm so sorry. Who is the second? tell Thank Okay. Miss hairs. I. MS Muldowney. Mister Frank G I. Mister Gonzales. All right. And this hard, yes, the motion passes 5 to 0 to allow demolition contingent upon the fulfillment of the conditions. And I will follow up with attorney and shortly. >> OK, moving on to topics by board. Actually, think there's a discussion item. Do you have the oldest ally to appeal the gender? No trouble. Would you like me to announce okay so this item is simply for discussion discussion with MS Travis Kauffman, potential property owner and Central Coconuts, Historic District District regarding options for placement of an existing residents built in 1947. with the new two-storey residence. And this is very I that a cull discussion about options and an understanding for us to get a better understanding of the board's concerns and possible solutions. >> My name is Alex. I'm looking at purchasing this property of you guys side. I didn't bring a picture of it along with me. But basically my goal is to just try and get a feel from you guys is too. If what I would propose would be, you know, feasible or you know what sort of conditions will be in the I'm not sure 100% certain of what the difference is between. I know that it's not registered historic. It's a contributing structure to the historic neighborhood. So not sure. I'm 100% sure on on quite what the differences, I'd like to just sort of, you know, but in front of you, what what I'm looking, you know what I would be looking to build in you know, sort of show you the condition of the house and now I do have a background in construction. I'm kind you know, do know what I'm looking at. I did. You know, really just. Purchasing inspection. You know, I haven't quite, you know, dug in behind the walls and that kind of thing. But at any rate, so this would be, you know, sort of, you know, I have some conceptual drawings done. And then you put that into gpt and it makes me look professional you know, these are kind of some of the things you know, I would be looking at sort of keeping in the same style. I suppose that kind of the Florida vernacular style. You know, Florida would, you know? Large Porsche, you know, wood siding. Columns, you know, vertically proportion windows the. Current house. you know, here now you know, in pretty rough shape I mean, I don't think you have to be. Too much, you know, to knowledgeable to quite understand what you're looking at. But this one here is my favorite. This one is going on. Reddit. As far landlord repairs go, it looks like a big firms. >> That is a paper plate. Straighten out painted onto the House yeah. So that one wins the award. You know, things like A little background about myself. I you know, was born and raised here in Sarasota, the House that I would be looking to live in myself. Just, yeah, really need to, you know, kind of know from you guys, what I'm you know, is this something that that you would allow the out of, you know, and it's comments, you know, sort of what sort of, you know, conditions you know, obviously keep you know, you know, there's certain setback, certain guidelines that the building department has obviously. And, you know, we have to keep inside those guidelines. But, you you have to kind of keep with the neighborhood. So. That's sort of what I'm looking for. So just to clarify that this is a contributing building to the National Register District. That's exactly right. >> And so it's also listed on the Florida master site File. Yes, and it would be a plane for demolition of the structure. Yes, struck. >> And again, this does not count as a preapproval or give them a temperature. Yes. How large is the house existence? >> It will be really the same I believe existing. The footprint itself is about 1600 square feet. I'd really drafted some things to kind of just go through the backlog of things that hadn't been done. But after their first day, I completely pivoted. And then Alexander's going to take a look at information or guidance documents as I call them a two-part owning a historic property in the city of Sarasota slash selling a historic property in the city of Sarasota. I'm just going to talk to you if I may about the July 14th meeting. So right now what we've be bringing you the draft, a historic preservation board and new report. This is a very straightforward Templet that we feel and that basically just updates the commission on how many meetings there were with the attendance was and what was passed each of the meetings and then some financial data. So it's it's not really more than that. It's only and it's only about the calendar year 2025. all will be drafting that. And then bringing that to you for your review. And that's something that goes in front of the commission in August at something that every public advisory board is required to do on a yearly basis. The other item that we think might be coming in front of you for is a 507, kumquat courts in for that is the Resurrection House. There is storefront they're looking to make some improvements to use. That will probably be coming to you. And then the 2 items I just referred to potentially drafts of the interns work just to see where they're at and what they're thinking and what you can contribute. You know, be a lot. And then an update on the comp plan. We're at know content changes, but maybe how it's packaged might be something that I'm bringing to you. And then on updates, their very brief today just wanted to let you know that 18, 19 wrist area, which was going to go to the commission on July 6th, I believe, is now going on July. 20th. And 9.35. Citrus which not allowed to demo for for Preservation Board last month is appealing that decision to the commission that will take place and either on August 3rd or August, 17th to our knowledge. That's all I have. Thank you. Thank you. >> And with that, we are adjourned. We thank you. Thank you.

1 Application No. 26-CW-08 To: Meeting Attendees Date: June 9, 2026 From: Travis Fledderman, Hannah Sowinski, Stantec Consulting Services Inc., Applicant’s Agent Subject: Summary of Minutes--Community Workshop – June 9, 2026, 6:00 pm A community workshop was held to discuss a proposed Minor Conditional Use application to allow for a private club within the proposed Hyatt Mixed Use development located at 1000 Boulevard of the Arts, Sarasota, FL. (PID No. 2009090026. The City of Sarasota’s Zoning Code requires a Minor Conditional Use permit for a private club located within the Downtown Bayfront Zone District. The Future Land Use of the site is Downtown Bayfront. The proposed private club will be 7,920 square feet and located in the ground level of the western tower approved for the Hyatt redevelopment project. Club memberships will be offered to residents living in the Hyatt Redevelopment project or club members living in the adjacent Quay Sarasota Block 7/8 condominium in accordance with the club bylaws. Club amenities may include, but are not limited to, kid’s club, sports lounge and an indoor pickleball court. Application to be filed for this project includes: • A Minor Conditional Use Application for a Private Club. This is not a public hearing. The purpose of the workshop is to inform neighboring property owners, residents, and business owners of the nature of the proposed development or land use request, explain the site plan, and solicit comments. We look forward to seeing you there. If you have questions, please contact Hannah Sowinski or Travis Fledderman at 941-907-6900 or by email: hannah.sowinski@stantec.com or travis.fledderman@stantec.com. Travis J. Fledderman, PE, applicant’s agent, provided an overview of the proposal and read the Neighborhood Workshop Opening Speech. Below are the non-verbatim summary minutes of the discussion: Questions/Comments Responses What is the criteria to be a club member? Only residents of The Ritz- Carlton Residences can be members of the private club in accordance with the club’s by- laws . Will Ritz Carlton Residents Sarasota Bay and 1000 Boulevard of the Arts have a club? The Ritz- Carlton Residences Sarasota Bay already has a club. 1000 Boulevard of the Arts will not have a club. The subject club discussed tonight is in the proposed building on the Hyatt redevelopment site. The Ritz-Carlton Residences Sarasota Bay project is an entirely separate building on a different site. Will there be amenities? Club amenities will include a/c pickleball courts, kids’ club, fitness center, and will only be available to Ritz Carlton residents and not open to the public. Will there be a country club initiation fee? Yes, when someone buys a condo within the building, they will be required to purchase a Club membership. Club dues are separate from the condo fees. Will be a not-for-profit club. Why is this a club and not just an amenity for the Ritz? The benefits of having a club is that it would have bylaws and a constitution and have the authority to control what it takes to be a member and fees associated with the membership based on needs of the club. Meetings can be held to control what amenities get added. The membership has the power to

2 change things in the club based on preferences of the members. There will be a pool on the upper level that will not be part of the club. But having a club, it groups all the amenities into one large space instead of the amenities being scattered throughout the building. Access to the club will have its own separate entrance and will have a detached feeling from the rest of the building. You cannot access the club from the pool deck. The club will have its own operating hours. Do you have to join the club if you’re a resident? Yes Are The Ritz- Carlton Residences Sarasota Bay and the proposed building attached? No, they are totally separate buildings. Where do you enter? Where is the driveway entering both buildings? The two buildings will share a driveway on Boulevard of the Arts. How many units in the building? 107 units. What is the time sequencing? Construction is scheduled to begin in October 2027. How far will the club be to the seawall? There used to be a pool there. There is a 30-foot waterfront setback required. So, the club will be 30 feet from the water’s edge. There will be no pool on the back end of the building? No, just the club. The pool will be located on level 4 of the building. Are you taking down the boathouse? Yes, eventually but it’s not part of this project. It’s unfortunately not savable as it’s not compliant with the City code standards. Is there going to be a walkway from Condo on the Bay and around on the green space? No, not on this property because it’s private. There are other public walkways that are accessible. Are you taking down the trees you once talked about taking down on Boulevard of the Arts? Nothing has changed from the site plan. The trees will remain there until construction starts. Then the trees will have to come down and will be replaced by other better trees. It will look very nice. When is the construction starting on the Hyatt? This fall. And opening beginning of 2029. What is the timeline for the Ritz? It will start a year later from the Hyatt. And open around 2030. This meeting adjourned at 6:18 pm. Contacts regarding this summary: Travis J. Fledderman, PE, Stantec Consulting Services Inc., Applicant’s Agent: (941) 907-6900
