GOVERNING BOARD Type Discussion INTRODUCTION This item is presented to support ongoing governance team development through intentional team-building activities. Strong governance relies on trust, shared understanding of roles, and effective communication among Board members and the Superintendent consistent with California School Boards Association (CSBA) governance principles. ANALYSIS CSBA identifies the governance team, comprised of the Board and Superintendent, as a unified leadership body responsible for setting direction, establishing policy, providing oversight, and ensuring accountability for student outcomes. Structured governance team-building activities promote trust, clarify roles and responsibilities, and strengthen communication, all of which are foundational to effective governance. These team building activities support alignment with CSBA’s emphasis on collective commitment, shared leadership, and focus on student achievement, thereby enhancing the governance team’s capacity to make informed, strategic decisions on behalf of the district and community. THE GOVERNING BOARD IS THE UNIT OF AUTHORITY. APART FROM THE NORMAL FUNCTION AS PART OF THE UNIT, THE BOARD MEMBERS HAVE NO INDIVIDUAL AUTHORITY. Board comments should be clear and concise. We want people to understand what we are saying; therefore, we should convey our ideas in a brief and simple manner. We should remember that whenever a choice is to be made between a simple solution and a complex one, the tendency is to choose the one that is less complex. Therefore, the best rule is to speak sparingly and simply during Board discussions. CA Education Code 32210 .
