What This Bill Does

Connecticut law now requires producers of aerosol coating products to join a representative organization and submit a paint stewardship program plan by July 1, 2028. Retailers and distributors are prohibited from selling paint products from non-participating producers, and the Commissioner of Energy and Environmental Protection is authorized to assess an annual administrative fee of up to $50,000 starting July 1, 2027.

Why it matters

Manufacturers and sellers of aerosol paints face new compliance mandates and fees to fund statewide disposal programs, shifting waste management costs from local governments to the private sector.
