What This Bill Would Do

A proposed constitutional amendment will appear before Missouri voters at the November 2026 general election or a special election to establish the Show-Me Prosperity Fund, a designed to eliminate individual income, state sales and use, and corporate income taxes once investment earnings are sufficient. The State Treasurer will invest the fund in S&P 500 , and annual appropriations from the fund are capped at three percent of its average market value over the preceding five fiscal years.

Why it matters

The measure establishes a new constitutional public investment fund that, if successful, permanently replaces state tax revenues with stock market earnings and permanently prohibits the reenactment of those eliminated taxes unless the fund experiences insolvency.
