Meeting Date: February 9, 2026 Agenda Item Number: 10.A. CRYSTAL RIVER CITY COUNCIL MEETING Agenda Item Summary Requested Motion: Motion to authorize staff to accept Daly & Zilch cost estimates for Bid No. 25- B-05 "Stormwater Drainage Clearing Areas". Summary: Stormwater-related issues resulting from the past two hurricane seasons have been identified throughout our local waterways. After determining the need to address certain blockages and repairs prior to completion of the plan, staff worked with engineers from Kimley-Horn to identify waterways needing attention, areas identified in the draft Stormwater Master Plan. Following review of the plan, staff issued an Invitation to Bid No. 25-B-05 and received two responses (Daly & Zilch and Higher Ground Land Services). Kimley-Horn staff reviewed the bids received and applied each respondents' itemized pricing to example projects that are attached to the agenda item. In both scenarios Daly & Zilch submitted the lowest bid. Kimley-Horn recommendation letter and list of respondents are included for reference. After completing the necessary procurement process, and gaining approval from Council, staff issued a Notice of Award to Daly & Zilch (the selected vendor) to perform the following work: clearing identified series of canals of debris and trash; grading and sodding; removal of trees, log, roots, and shrubs; dewatering and demucking, where applicable; removal of unsuitable material, where applicable; hauling of materials removed. All work for the project will be performed in accordance with the specifications prepared by the engineer. Daly & Zilch has since provided itemized quotes for the four (4) areas identified in the storm water drainage clearing areas (attached for reference). Area #1 - SE 8th Terr. and 9th Cir. = $285,000.00 Area #2 - Behind CVS-Under Hwy. 19 and Down NE 2nd St. = $362,432.00 Area #3 - NE 6th Ave. and Behind the School = $346,459.00 Area #4 - Between NE 5th Ave. and NE 3rd Ave. = $93,746.00 Daly & Zilch cost estimates were derived from the provided Bid Form in Section 00300 of Bid 25-B-05 Staff Recommendation: Authorize staff to accept Daly & Zilch cost estimates for Bid No. 25-B-05 "Stormwater Drainage Clearing Areas".
