7. Old Business

A. Pending Assignment No.1 - Discussion and Consideration of New Assignments from the CRA Board Assigned at the February 13,2024 CRA Monthly Board Meeting

Mr. Tack reviewed the item and said that in June, three to five additional items were suggested including a Residential Façade Program. He stated that a presentation by Board Member Lesha Roundtree was prepared, which will be reviewed by the Advisory Board, and would be given to the CRA Board, as contained in the meeting materials. He noted that the October CRA Board meeting was cancelled and the CRA Advisory Board has 30 minutes to make their presentation. There would be discussion about looking at a waterfront plan, a focus on commercial/industrial and away from high-rise structures, the City's Procurement Policy for Management Services, and potential discussion about a CRA Executive Director. He said that the agenda is set and he will create the agenda specific to this.

Ms. Troyanowski said members could make suggested edits.

Ms. Roundtree noted that other cities have residential façade revitalization programs and discussion followed whether the Paint Up, Fix Up program, which includes roofs, doors, and windows, should be offered to the entire CRA District.

Discussion ensued that some of the county programs, such as Save our Homes, requires the city to use city or state funds, and buy in from the City come from the municipality and not special districts.

Mr. Tack commented that the CRA had backed the Homebuyer Assistance Program, which was a no interest loan with a silent second for 15 year and Mr. Harper noted that the note helps protect the City's interests.

Dialogue continued that Code Enforcement cited some homes, and those owners can be sent information about the program.

Vice Chair Ramiccio said if it is done this way and presented to the City Commission, they could fund it and staff from the building department can make recommendations.

Mr. Isabella received confirmation that the homes would have to be owner occupied.

Mr. Ramiccio pointed out that the City is hiring four more code officers.

Ms. Troyanowski noted that sometimes they need to paint a full picture of the program because it can be difficult to convince.

Vice Chair Ramiccio agreed and said that they found, when they had this program in Lake Worth, that if the city did not make a substantial investment, it did not go anywhere. He suggested focusing on a specific area, one street at a time and that without the private property owners' buy in, it does not work.

Mr. Tack said that there would need to be an agreement, and he said that the CRA will be funding the four Code Enforcement positions. He said that there can be recurring violations.

Vice Chair Ramiccio said that it turns into nuisance abatement case.

Mr. Isabella also pointed out that many neighborh improvements for their street.
