The program provides a 50% match to pay for improvements identified by category as follows: Distressed Property Grant – 50% up to $10,000. These funds shall be used to perform general repair, demolition, structural or habitable work to meet code to occupy the structure focusing mainly on upgrading abandoned properties that are considered “eye-sores” within the CRA District. Commercial Site Improvement Grant – 50% up to $2,500. These funds are to be used for landscaping that meets the requirements of the City’s Land Development Code and must be maintained by trimming, pruning and irrigation systems as needed to maintain a healthy landscape project. Eligibility Requirements: The CRA Mini-Grant Program is available to businesses and/or property owners that are located within the CRA District. Businesses must have a valid and current business license and must propose a permitted/conforming use within the CRA District. Applications will not be accepted from property owners (and tenants) who are delinquent on their property taxes. Generally, roof repair is not eligible unless it is integral to the redesign of the façade. In this case, the portion of the roof work that would be eligible for the grant is at the discretion of the City. Application Process and Deadlines: Applications are accepted and approved on a monthly basis. It is important that we receive the application early enough to review and place on the CRA Board Agenda prior to approval. Applications are generally approved within 45 days. NOTE: Incomplete applications will not be accepted! Any work completed prior to approval is not grant eligible. Award of the grant is not guaranteed, and the Applicant assumes all financial liabilities for work initiated prior to the approval of the Grant by the CRA.

City of Crystal River Application for Community Redevelopment Agency Board Department of Growth Management 123 NW Highway 19 Crystal River, FL 34428 352-795-4216 P Ex: 317 development@crystalriverfl.org www.crystalriverfl.org Thank you for your interest in serving as a member of the City of Crystal River Community Redevelopment Agency! The Crystal River City Council created the Community Redevelopment Agency (CRA) in 1988 by Ordinance #88- O-19, establishing 606 acres of land with approximately 7,500 feet of waterfront as the Crystal River Redevelopment Area. The CRA was created to provide a dedicated funding mechanism to implement strategies and programs aimed at reversing decline and addressing blighting influences that were identified in the downtown area at that time. The City Council serves as the governing body of the City, empowered to pass ordinances, adopt resolutions, appoint officers, and exercise the authority granted under the City Charter. As the legislative body, the Council is responsible for appropriating all City funds. Although the CRA District conducts separate meetings with its own agendas, a 2010 Resolution (10-R-43) affirmed that oversight of the CRA’s initiatives and responsibilities rests with the same five-member City Council. Under Section 163.357, Florida Statutes, the City Council may appoint two (2) additional persons to serve as members of the CRA Board. These additional members may be appointed if they live in the Community Redevelopment Area or actively conduct business within it—such as owning a business, practicing a profession, providing compensated services, or serving as an officer or director of a corporation or business located in the district. The statute also allows, through an interlocal agreement, for a representative of a taxing authority to serve on the Board. Eligible representatives may come from entities such as the County Commission, Transportation Trust, Health Department, Library, Mosquito Control, Southwest Florida Water Management District, or the School Board. In accordance with Florida Statutes, additional CRA Board members serve four-year terms, except for the first appointee, who initially serves a two-year term. CRA Board Meetings are held on the second Monday of each month at 5:00 p.m. The current CRA board would like to invite residents and business owners to serve on the CRA Board to ensure the redevelopment efforts truly reflect the needs, priorities, and aspirations of the community. Those who live and work in the CRA have firsthand knowledge of its challenges, opportunities, and character. Your perspective would help guide investment, shape redevelopment strategies, and strengthen the connection between the CRA and the people it serves.
