Doebler called the virtual meeting to order at 6:35 p.m. b. Roll Call i. Board Members Present: 1. Board Member (and Vice Chair) Dave Doebler 2. Board Member Jessica Alessio 3. Board Member Oliver Pfeffer ii. Village Staff Present: 1. Mayor Rachel Streitfeld 2. NBV IT Dept, Johnny Saavedra 3. Frank Rollanson, Village Manager 4. Christina Viala, Chief Resiliency Officer 2. Approval of Last Meeting Minutes: June 23, 2026 a. C. Viala noted a small change to be made in item 3A of the prior minutes clarifying that Infrastructure Policy (not the green procurement policy) was deferred prior to the July STRF meeting, and that it would be moving towards approval at the next (September) commission meeting. – Minutes approved with the change. ACTION: Board member J. Alessio made motion to approve. Board member O. Pfeffer seconded it indicating he would make the correction and the motion passed by unanimous vote. 3. Old Business 3A. Resilience Priorities & Progress Update. CRO, Christina Viala provided updates on resilience initiatives, including applications for $4.5 million in Resilient Florida grants for stormwater park funding and stormwater equipment, as well as ongoing University of Miami student studio work on the stormwater 2

park project. The task force discussed concerns about a $150,000 watershed planning grant that Rachel suggested might be redundant with existing stormwater master plan efforts, leading to a decision for Christina to follow up with staff about the overlap and strategy. Some discussion was had about the status of permitting on the Vogel Park living seawall. Frank indicated he is waiting for Alicia to respond, and Christina is waiting for plans. 4. New Business 4A. Discussion Regarding the Excessively Bright Parking Lighting at Pelican Harbor Boat Launch. O. Pfeffer requested approval to send a letter to the manager at the Pelican Harbor Marina regarding the apparent excessive brightness of the parking lot lights, and to request if there could be ways to reduce the brightness of these lights. ACTION: O. Pfeffer requesting permission to send the attached draft letter to the Pelican Harbor Marina on behalf of the SRTF with additional language (suggested by D. Doebler) regarding any existing plans or specifications on the lighting plans to be considered. Motion seconded by J. Alessio. Motion passed unanimously. 4B. Discussion on Construction Related Concerns in Biscayne Bay D. Doebler discussed a turbidity issue where a protective curtain came loose, and he proposed a requirement for contractors to stencil contact information on all in-water containment devices for easier identification if they break free. ACTION: D. Doebler made a motion to recommend to the Commission to create a text amendment to the Village code requiring that all turbidity curtains, barriers and similar in- water silt sediment container devices deployed within Village waters, or in connection with any permanent construction, dredging, dock, seawall, or marine activity, be stenciled with legible weather resistant contact information including the name of the contractor, permittee or responsible party, current active phone number reachable during business hours, the associated permit number where applicable, and the date that the curtain wall was originally installed. O. Pfeffer seconded the motion. Motion passed unanimously. 4C. Discussion and Staff Update on the Waste Management Contract and Composting Program The task force also discussed composting implementation, with D. Doebler advocating for a full-scale program rather than a pilot, while Christina raised budget concerns about initial costs and the need for proper vendor contracts 3

NORTH BAY VILLAGE – RESILIENCE UPDATE REPORTING MONTH: OCTOBER 2026 pg. 1 From the Chief Resilience Officer Happy October! This month we launched our new North Bay Village Resilience webpage, which will soon become a central home for updates on resilience initiatives, adaptation planning, and a Village resilience information hub. As we continue expanding our work, this platform will help keep residents informed and involved. This launch was made possible through the support of our Chief Information Technology Officer. Thank you to our team, elected officials, and partners for the continued support in strengthening North Bay Village’s resilience. Christina Viala Chief Resilience Officer 1. Advancing Resilience Investments The Village’s Water Audit is in its final stages, and we anticipate receiving the completed analysis soon. The findings will help guide water-efficiency strategies, infrastructure decisions, and long-term planning. 2. Building Partnerships Our recent University of Miami and University of Pennsylvania site visit was a success. North Bay Village was the first location visited by this year’s cohort, and as a result, three student teams selected NBV as their design site for their sponge-park design concepts. We expect to receive draft designs by the end of the month, with community workshop dates to follow shortly. 5

NORTH BAY VILLAGE – RESILIENCE UPDATE REPORTING MONTH: OCTOBER 2026 pg. 2 Figure 1 Stormwater Park Site visit September 25, 2026 The Village was also featured in a Southeast Sustainability Directors Network (SSDN) video for Florida Climate Week, highlighting our work alongside fellow Florida cities. 3. Building the Village’s next Adaptation Strategy We are finalizing the selection of the consultant who will lead our Resilient Florida-funded Adaptation Plan. A formal update is expected in the next Resilience Progress Update. The plan will provide a provide a practical framework for connecting climate risk with capital planning, project prioritization, design standards, grant competitiveness and future investment decisions. The goal is to build on the Village’s existing work, including NBV 100, the Stormwater Masterplan and previous Vulnerability Assessment efforts, and translate that foundation into implementable strategies. 6

NORTH BAY VILLAGE – RESILIENCE UPDATE REPORTING MONTH: OCTOBER 2026 pg. 3 4. Watershed and Environmental Planning The Village has been awarded a FDEM grant to support development of a future Watershed Master Plan. Completing this plan would directly strengthen our Community Rating System (CRS) position, helping the Village move beyond its current Class 8 (10% discount) toward deeper resident savings at Class 6 (20%) and eventually Class 4 (30%). This is one of the most impactful steps we can take to reduce flood-insurance costs for all eligible NFIP policyholders. The next Commission meeting will also include a discussion on composting options—from a community drop-off site to individual or phased approaches—as we work to reduce landfill waste and protect Biscayne Bay. 5. Turning Resilience into Policy Our Green Infrastructure Policy is scheduled for the October Commission Presentation. The policy will formalize nature-based stormwater infrastructure as part of the village’s approach to infrastructure planning and project development. We are also fine-tuning our Sustainable Procurement Policy, creating another opportunity to incorporate resilience and sustainability considerations into purchasing decisions across departments. 7
