The 30-second read

Record incomplete

Committee members proposed funding 32 new beds for homeless women at the Sulzbacher Center and a dredging project for Deep Bottom Creek. They also discussed requiring nonprofits receiving between $100,000 and $1,000,000 in city funds to submit full financial audits and noted the Jacksonville Fraternal Order of Police Foundation's placement on a noncompliance list. Additionally, members proposed reducing the Jacksonville Riverfront Alliance appropriation to $1,570,159 while shifting its focus to programming and fundraising.

Why it matters

These proposals affect the funding levels for social services, infrastructure projects, and the financial reporting obligations of city-funded nonprofits.

I did look in personally when I took over the project to look in various areas >> but we wanted to make sure that we still had access to downtown as well as not being too far away from our current location where the public knows us to be a >> MR. Remiss if I didn't speak to the concerns my constituents that has seen substation moving further north. But thank you, MISTER Chair. Thank Next, go to Vice Chair Clark. You're recognized. Thank you. Chair. Good afternoon to the 2 of you. >> My question revolves around the rent. So the route that you going from paying nothing to paying 12,000 so dollars is that the average rent that jso pays in regards to distric sent to shore substations throughout the city. Each substation is this. >> To separate so depending on where where it is located, that is, you know, negotiated with the landlord. >> So based do to the chair. So based on what you're saying is that this is not necessarily higher than others are lower than others. It just depends upon the location and where you choose. Choose to place a substation. >> What is available for us which >> Okay. Thank you for that. Through the chair to the auditors. Do you have an average or do you know what the average cost is of the substations do so? With a lease Space Force Substation? >> through the chair of the council member Clerk Mary, I do not have that information. Is that it did the chair is that? >> is it available anywhere or is it possible for us to get that information through the chair to o'clock? My memory, I would ask the sheriff's office for that information. >> We can. We can get that to you. But please do because it just seems first of all, I like the idea that it was $0 before and now we're going to $12,000 dollars. So. >> Once I do want to acknowledge the concerns that Councilmember Boylan has because that's part of his district as well. Thank you so much. We you a question. Thank you. Chair. >> We're next to pass PRESIDENT Salem. You're recognized. Thank you, chair through the chair either one of you. We have gotten completely away from the stop stations. That I think we're an initiative. I think Sheriff Glover. Store fronts just. That kind of thing. So we now have 6 of these several 1000 square feet stations. Is that correct? >> Hello, sir. The stop stations are not intended for the public to. Visit because they're not and the stop stations are placed different areas of the city. There were officers can utilize those services and that's usually by the actual. Business that is providing those spaces that is not new cars to jso. Now a substation. Now that is our operations. That is where, you know, we have our commander. That's where the admin lieutenants are at. That's where we have our shares. Watch meetings. So it is a structure that we it is needed in each district in order to the operationally function within that area that it represents. >> No, I'm I'm not questioning you're substations to. I'm just trying to understand. Do we still have the stop stations you do? >> And they vary depending on the area of town. I'm assuming. >> And so they're still utilize. Yes, sir, very much so, if the charity council say on, if any business want to offer up their space has stopped station, they can also still do that. We can consider putting one there as well. >> Okay. Thank you so much. Thank you. Go next to councilmember so you're recognized. Thank you, MR. PRESIDENT. I think some of the conservation might be hearings. Obviously we're going from free site to over $150,000 a year ten-year lease its 1.5 million dollars. I'd almost rather don't hold your own building, frankly. But beyond that, I mean, I know that I have a few stop stations in my district. All I've got I've got 3 districts within my city council district to do a great job going to them. But I mean that there's it definitely does seem like a lot. Obviously i think none of us want to. Not support, especially during a kick out of your current location by NOVEMBER. I think it says more long lines of talk to these council members early and often, many of us know our district quite well and know where there could be landlord or potential space that could be substantially cheaper if not free. I know in my district there's plenty of places where where, where we could probably make sure jso gets too. So just keep us more in the loop. Feel like we're a few months away and we're only just now kind of hearing about But I just kind of my thoughts. Thank you. And the last speakers past present Care Cove. You're recognized. Thank you, MR. Chair through that area under this bill doesn't ask for more money. Doesn't. >> Through the chair to Councilmember Carrico. No, we're not appropriating dollars. >> I think so. We're allowing them execute Alice. They've done their due diligence. I think they. They have the ability to do that. Go find what's best for them. That since then we don't need to be nitpicking. This summing up appreciative questions. But which is let them do their job move law. Thanks. Thank I think everyone's. As the questions are made. The point that I just add on to that I agree with but pass prison care goes just But I think there's always room for. >> Going forward. If if we Well together. And I I i believe you're you're doing that but you've heard here there. There's a desire to be a to have those conversations and see if we can help you. Get the right, get the right locations in the right mix to that, to work together to assess how do you all best serve the districts? By where you're located and and also possibly stretch the dollars for the taxpayers. So I think going forward, no, that's that's something we can we can take away. But I but I agree funding wise and they've done their due diligence. And so I'll be supporting this, seeing no speakers in the queue. Please open about record your >> 7 yeas, 0 nays. >> My action. You approved 2026. 0, 5, 8, 6, as an emergency. We'll now go to the front of the agenda. Thanks. Jso reps, appreciate it. This is the resort. Excuse me. Reach for sale. This has been done before is not done very often in this story on this one. It was $200,000 in Winter Storm coach 15,000 or so to do all that MR. Cable reasons if you have any questions, this pond usually used for a fallen firefighter of police officers were injured. And they have no employees. This don't happen very often. Remember several years ago when bill was in the millions of but Foundation. So the for speakers at the council meeting in the one today. I don't know if that so they don't have all the information they need or just simply. And the law enforcement. I'm not sure, but I would report would appreciate the support on this MR. Keogh, Greece, if you have any questions come up and tell you exactly what the foundation does. Okay. Thank next Good Vice Chair Clark Mary, you're recognized. >> Thank you. Chair must do I'm not mistaken to kill. Denise is. >> What said early. Okay. Thank you for coming forward is going give your name and information >> David Gill crease, I am the treasurer of the Jacksonville Fraternal Order of Police Foundation. All right. Thank you so much for that. So >> into the chair and leading the bill and those that there was audit that was submitted. But the audit was deficient. Can you tell us a little bit about the deficiencies? One yes, ma'am. >> Through the chair when first negotiate the contract were and are labor contract. $0.50 from each of the officers working off-duty, which we call 10, 60. Comes from the employer and goes into that account and that account can be reviewed by the council auditor or anyone any time. So what we did was we also have another way of trying to raise additional funds for the same things which part of that maybe you've heard of the guns and hoses event that we put on trying to raise money for charities and such so we created the 10, 60 account that was specifically for any money that came from that. So when we also we're fortunate enough to receive the grant that through the city given us more city funds. It made sense go through that. Put that in that same account and we did that audit of that account. It read exactly the way the statute required. I've even got the language. But when we turned it they told us they wanted to know about everything. And we had already spent $10,000. This was going to be another at least 15,000. We make. We have no salaries. We get no compensation to any of our folks. And we're just trying to do the right thing. And this additional funding, you know, seeing a little bit excessive, especially since but we're in compliance. >> Okay. Thank you so much for that explanation. So what you're saying is that the audit that you submitted to the auditors it was did not cover everything. It is covered some things. So it was deficient in the in the in that particular area that it did not cover all of the as Beck's items that. The audit should have. >> To the chair, correct? It covered everything that we had received. City funds for just not anything that we did to raise money through our charity events. We wanted to keep it separate. So it was easy. So if the council auditors or anyone else from the council want to come in and take a look at the books, they wouldn't go where this money come from. Where did that money come from to pay for it? If it was all commingled, we want to do it where it was clean and where anyone can come and see it. And we did do the entire 10, 60. So it covered. Every bit of city money that come into the foundation. >> Thank you so much for that through the chair to MISS MISS River. Do you have any comments in regards to the audit that was submitted by fop? >> the chair Councilmember Clerk Mary, the audit that was provided to our office was a limited scope audit in just on the program, dollars that were allocated. It was what's required and temper when the teen is a financial statement. So because it wasn't what was required by the ordinance code there on the noncompliance list. Thank you so much for the okay at this time. Our link is the rest of my question to my time chair. Thank you. But I do want to combat. >> Thank you. Cayden. Well, the next 2 councilmen who so you're recognized. Thank you, chair there. It's always good to see you. Thank you. Thank you for bring this bill up to us and thank you for your work on the. >> On the jail, a subcommittee that we had many moons ago. You're incredibly helpful for that, especially. We talked about recidivism and different programs in that regard. I do have a question for Ms River as well. So have we how many other nonprofits have been taken off not compliance lows in the past couple years in recent memory. Remember the facility foundation with her a couple others. I feel like there were. >> The chair, the bus, Ali Foundation was in 15, 16 fiscal year. 15, 16. But right now I know there's one previously a few legislative cycles ago. Then there's this one. And then there's one coming up for next cycle. >> What and what was that? So other than that, like I'm nation. What else have we done recently recent memory? >> Thro
