Each member of the public wishing to speak must fill out an "Individual Request to Address the Board of Trustees" (yellow card) prior to the start of the meeting. Each person who addresses the Board must be first recognized by the presiding officer. - SPECIAL NEEDS ACCOMMODATIONS: Assistive listening devices, agenda in Braille and/or alternative formats are available upon request. American Sign Language (ASL) interpreters, other auxiliary aids and services, or reasonable modifications to Board meeting policies and/or procedures, such as to assist members of the disability community who would like to request a disability-related accommodation in addressing the Board, are available if requested at least three business days prior to the Board meeting. DIVISION REPORTS AND ITEMS: SUPERINTENDENT'S OFFICE - Bryon J. Schaefer, Ed.D., Superintendent Type Action Board Bylaw 9100 stipulates the Board of Trustees shall develop a schedule of regular meetings for the year. The regular meetings of the Board of Trustees are usually scheduled on the first Monday of every month; however, in the calendar year 2023, there are some exceptions: The January meeting is scheduled on the second Monday due to the Christmas holiday break. The April meeting is scheduled on the second Tuesday due to Easter Holiday recess and Easter Monday (April 3-11, 2023). A regular meeting is scheduled for the first Monday and fourth Monday in June 2023. There is no regular meeting in July due to vacation schedules throughout the District. The September meeting is scheduled on a Tuesday due to the Labor Day holiday. The December meeting is scheduled for the second Monday due to Education Code requirements. DIVISION REPORTS AND ITEMS: SUPERINTENDENT'S OFFICE - Bryon J. Schaefer, Ed.D., Superintendent Type Action According to the Bylaws and Standing Rules of the California School Boards Association (CSBA), school districts with an ADA of 30,000 or above qualify to appoint two representatives to CSBA's Delegate Assembly for a two-year term beginning April 1, 2023, through March 31, 2025, to represent their district. The Kern High School District has two appointed delegates as follows: Trustee David Manriquez. His term expires on March 31, 2023. This is the only seat up for appointment this year. Trustee Jeff Flores. His term expires on March 31, 2024 There are two required Delegate Assembly meetings each year, in 2023, the first meeting will be May 20-21, and the second one will be November 28-29. The nomination from a school district must be submitted to CSBA no later than January 7, 2023. Once a nominee is appointed by the Board, the biographical sketch form must be completed and submitted to CSBA by January 7, 2023. File Attachments L. DIVISION REPORTS AND ITEMS: Instruction Division - Leo Holland, Assistant Superintendent Type Report The California Department of Education is providing funds in the form of the "Educator Effectiveness Block Grant" to provide professional learning and to promote educator equity, and effectiveness. In order to receive Educator Effectiveness funds (EEF) districts must hold a public meeting of the governing board of the school district, followed by an adoption in a subsequent public meeting before the March 2023 deadline. A PowerPoint presentation will be presented to the Board of Trustees by Leo Holland, Assistant Superintendent- Instruction, followed by adoption of the proposal at the January 9, 2023 meeting. The Office of Administrative law approved the addition of Title 5 Section 80021.1, pertaining to provisional Staff permits on June 4, 2005. This will be a one-day training on February 15, 2023 from 8:00am to 4:30pm. The cost of the training will be $9,125.00 for a minimum of 25 participants. Additional registrants may be incorporated into the training Cohort at the additional cost of $285.00 per registrant, not to exceed 50 participants. The Training will provide a seven-hour comprehensive course on the subject. Participants will learn foundational principles for inclusive and expansive culturally responsive programming through knowledge and skill-building to promote healthy development, empathy, and allyship for youth of color and LGBTQ+ identities. A copy of the SOGIE Handbook is included for each attendee. The Mitigating Gender and Racial Bias: Intersectionality and Allyship activity guide is an additional cost to the training.
