2. Approval of Minutes: Of Parks and Recreation Advisory Board Meeting of October $ 9^{\\mathrm{th}} $ , 2024

Marcella Carrillo, Board Vice-Chair, called the meeting to order at 4:02 p.m.

Marcella Carrillo, Board Vice-Chair, did a roll call.

Alondra Navarrete, Office Manager, informed the Board since Board Chair, Michael Adjemian, was not present for this meeting, then Marcella Carrillo, Board Vice-Chair, would be stepping in for him.

Motion by Benjamin Avalos to accept the October 9th,2024, Parks and Recreation Advisory Board minutes as written, seconded by Deborah Zuloaga.

3. Call to the Public (for items not on the agenda):

No members of the public were present to discuss items not on the agenda.

4. Discussion and Action: On Adoption of staff recommendation to suspend Alfonzo Barron for eight (8) months for violation of the City of El Paso Parks and Recreation Department's Behavior Management Policy. - Grievance Subcommittee Member

Marcella Carrillo, Grievance Subcommittee Chair, addressed the Board to explain that Mr. Alfonzo Barron's staff-suggested eight (8) month suspension was upheld due to the appellant not showing up for his grievance hearing. She proceeded to read the Notice of Suspension that had been issued to Mr. Barron and provided a brief summary of Barron's actions that led to his suspension.

Alondra Navarrete, Office Manager, explained to the Board that under the Parks Grievance Hearing Structure, any appellant who does not attend their scheduled grievance hearing without providing notification will have their suspension upheld. The Board, exercising its final authority, approved the Hearing Structure on July 10, 2024. Consequently, and as per the recommendation of Assistant City Attorney Jesus Quintanilla during the Grievance Subcommittee meeting, the Board will not need to make a motion on this item.

5. Update & Discussion: On Winterfest 2024 Karla Chavez, Parks Planning & Development Manager

Diana Cepeda, Senior Strategic Initiatives Coordinator, addressed the Board to present a PowerPoint presentation providing the highlights of the 2023-2024 WinterFest and details regarding the upcoming 2024-2025 WinterFest.
