The 30-second read

Record incomplete

The Anna Maria Planning and Zoning Board will meet on July 15, 2026, to consider an appeal regarding driveway access requirements and multiple variance requests for property improvements. The board will evaluate a challenge to staff's interpretation of local code regarding access points on corner lots, as well as requests for fence and pool construction variances.

Why it matters

Property owners and residents at 204 Oak Avenue, 308 Hardin Avenue, and 314 Hardin Avenue are seeking variances from city code that could impact local lot coverage and setback requirements, while a pending appeal could clarify driveway access rules for corner lots on Gulf Drive and Pine Avenue.

Approval of Meeting Minutes: February 20, 2026 Motion: Board Member Aaron moved, Board Member Buswell-Charkow seconded and the motion carried 4-0 to approve the April 15, 2026, Consent Agenda. 3. S IGHT VISIBILITY S TUDY The Board continued discussion regarding the site visibility study and previous recommendations involving pedestrian safety, traffic visibility, law enforcement input, code enforcement considerations, and engineering recommendations. Chair Rodencal noted that the goal of the discussion was to work toward a consensus recommendation among the Board, consultants, and involved parties. He acknowledged

that final decisions regarding implementation would remain with the City, but emphasized the importance of providing coordinated citizen feedback and recommendations. Discussion focused on potential installation of flashing pedestrian beacons and related traffic safety measures. City Engineer, Mark Gillette, reviewed guidance regarding pedestrian crossing warrants and explained that flashing beacons are subject to specific requirements, including traffic volumes, pedestrian crossing counts, roadway characteristics, accident history, and other factors. He noted that the available data indicated that flashing beacons may be difficult to justify under current standards, particularly due to the roadway configuration and lower traffic volumes compared to locations where such devices are typically warranted. The Board discussed differences between Gulf Drive areas under state roadway jurisdiction and City-owned roadways. Mark explained that certain pedestrian crossing signage used on state roads may not automatically apply to City streets. The Board discussed whether the City could adopt an ordinance to establish additional pedestrian safety regulations. Legal counsel advised that, unless a matter is preempted by state law, the City may adopt local regulations to address safety concerns. Further review will be conducted regarding potential ordinance options and enforceability. Additional discussion occurred regarding pedestrian crossing volumes, peak periods, and whether crossing data should be evaluated during the busiest times of day rather than relying solely on average daily figures. The Board continued to review possible recommendations and agreed that additional information and evaluation may be needed before finalizing a recommendation. Pedestrian Crossings / Flashing Beacons Mark Gillette clarified that traffic studies typically evaluate peak-hour conditions, including both vehicle and pedestrian volumes. The Board discussed the significant seasonal fluctuations in pedestrian activity within the City and acknowledged that peak periods may provide a more accurate representation of safety concerns. The Board discussed the feasibility of installing flashing pedestrian beacons, including Rectangular Rapid Flashing Beacons (RRFBs) and pedestrian hybrid beacons. The City Engineer explained that these devices require specific warrants, including pedestrian volumes, roadway characteristics, traffic conditions, and crash history. Due to the City’s roadway configuration and existing conditions, obtaining approval for flashing beacons may be challenging. The Board discussed alternative safety improvements, including high-visibility ladder- style crosswalk markings. Mark noted that enhanced crosswalk markings can improve

visibility and pedestrian awareness and may provide a practical alternative where flashing devices are not warranted. Recommendation: Remove flashing pedestrian beacons from the recommendations and replace with high-visibility ladder-style crosswalk markings where appropriate. Gulf Drive / Pedestrian Safety Discussion The Board discussed pedestrian crossing concerns near Gulf Drive and other high pedestrian areas. It was noted that crosswalks establish a legal pedestrian crossing area where motorists are required to yield, providing an additional safety measure. The Board agreed that lower-cost improvements should be considered where appropriate before pursuing more extensive traffic control devices. Stop Sign and Traffic Control Discussion – Jacaranda / North Bay Area The Board continued discussion regarding traffic concerns at North Bay Boulevard and Jacaranda Road. Discussion included: • Potential installation of additional stop signs. • Use of speed tables as a traffic-calming measure. • Concerns regarding increasing traffic, golf cart usage, pedestrian activity, and future growth. • The need to balance public safety with maintaining traffic flow. Code Enforcement Manager Thomas Collins provided input based on his experience as a former crash investigator and expressed concerns regarding vehicle speeds, golf cart traffic, and near misses observed at the intersection. He recommended additional traffic controls, including stop signs and speed-calming measures, to address safety concerns. Board members discussed whether additional stop signs should be addressed as part of the current visibility study or through a separate citywide traffic control evaluation. The Board agreed that the current study should remain focused primarily on visibility triangles. Additional stop sign evaluations and traffic control measures should be addressed separately by the City through a broader traffic study or review. Visibility Triangle Study Scope The Board discussed the original purpose of the study and agreed that the primary focus should remain on identifying and correcting visibility obstructions, including: • Vegetation within visibility triangles.

• Fences or other obstructions affecting sight distance. • Conditions affect safe movement through intersections. The Board noted that recommendations such as adjusting stop bars, relocating existing signage, and adding warning signs may remain in the final recommendations when they correct existing conditions rather than introduce new traffic patterns. The Board acknowledged the collaborative efforts of the City Engineer, City Planner, and involved staff in preparing the study. North Bay Boulevard / Jacaranda Road • Retain recommendation for stop bars and pavement markings. • Remove consideration of additional stop signs from the Site Visibility Study recommendations. • Additional traffic control review may be considered separately by the City. North Shore Drive / Fern Avenue • Remove flashing pedestrian beacon recommendation. • Replace with high-visibility pedestrian crossing markings where appropriate. North Shore Drive / Palm Avenue The Board reviewed the recommendation for North Shore Drive and Palm Avenue. The Board noted that this intersection is the only location within the study where documented accident history was identified. The recommendation to create a four-way stop at the intersection was discussed. The Board also discussed the existing speed humps near the intersection and whether they should remain if a four-way stop is installed. After discussion, the Board determined that the speed humps provide an additional traffic- calming measure and recommended retaining them. The Board agreed that the four-way stop recommendation should remain. South Bay Boulevard / Kumquat Drive The Board reviewed this intersection and discussed visibility concerns related to vegetation and fencing. The Board clarified that the primary visibility concern was vegetation within the visibility triangle rather than the existing picket fence. The recommendation was revised to include removal or trimming of vegetation within the visibility triangle to maintain required sight distance.

The Board noted that one previously identified fence did not have a permit; however, redevelopment of the property may resolve the issue. Other Visibility Triangle Locations The Board continued reviewing additional intersections and generally agreed with the recommendations provided, including: • Removal or trimming of vegetation obstructing sight distance. • Reduction or removal of fence obstructions where applicable. • Maintaining visibility triangles in accordance with City requirements. North Shore Drive / Cypress Avenue The Board reviewed recommendations regarding visibility of the existing speed hump. Due to the roadway curve and limited visibility, the Board discussed additional warning measures. Mark Gillette recommended enhanced pavement markings, such as advance speed hump markings, as a low-cost option to alert drivers before reaching the speed hump. The Board supported considering both advance warning signage and pavement markings. North Shore Drive / Coconut Avenue The Board reviewed the intersection and noted that prior code enforcement action had already addressed vegetation concerns at this location. Additional trimming may be required as vegetation grows. Pine Avenue / North Shore Drive The Board discussed this intersection and agreed that vegetation removal and visibility improvements should continue. The Board also discussed pedestrian safety concerns and agreed that a four-way stop and enhanced pedestrian markings should remain part of the recommendation. The Board discussed newer pedestrian safety technology, including in-roadway flashing pedestrian devices observed in other communities. The Board noted these options may be considered in the future as additional pedestrian safety measures. Pine Avenue / Crescent Drive The Board discussed realigning an existing crosswalk due to the location of the sidewalk connection and pedestrian movement patterns. The Board noted the high volume of pedestrian traffic in the area and supported evaluating crosswalk alignment improvements.

Pine Avenue The Board discussed parking within visibility triangles near Pine Avenue businesses. Staff reported that recent no-parking signage had been installed in certain areas and that additional review was underway regarding parking restrictions near Beach Bums to maintain visibility. Gulf Drive Intersections The Board reviewed remaining Golf Drive intersections and discussed pedestrian safety concerns, particularly during periods of increased tourism activity. The Board discussed adding high-visibility pedestrian crossings at major intersections connecting Gulf access and Bay access points. The Board noted increased pedestrian, bicycle, and golf cart traffic during peak periods and supported considering additional pedestrian markings where appropriate. The Board also discussed existing multi-use pathways and bicycle routing concerns. The Board agreed with the recommendation to remove confusing pavement markings that direct bicycles onto the multi-use path in a manner that may create conflicting travel patterns. Final Site Visibility Study Recommendations The Board agreed that the consultant would incorporate the discussed edits and prepare a final version of the Site Visibility Study for review. The Board agreed that the final document would then be forwarded to the City for consideration and implementation planning. Water Pressure Discussion Chair Rodencal provided an update regarding discussions with the Mayor concerning water pressure concerns. The City is not currently undertaking a specific water pressure study. The Board discussed potentially revisiting the topic after completion of the planned water main improvements, which may impact system pressure. The Board agreed to consider placing water pressure as a future agenda item. Pedestrian Traffic Study Chair Rodencal provided an update regarding a potential pedestrian traffic study. The City is currently working through an existing Pine Avenue corridor plan, including required approvals.

The Board discussed potentially evaluating pedestrian traffic conditions in other areas of the City and agreed to place discussion of a potential pedestrian traffic study on a future agenda. 4.
