Each member of the public wishing to speak must fill out an "Individual Request to Address the Board of Trustees" (yellow card) prior to the start of the meeting. Each person who addresses the Board must be first recognized by the presiding officer. - SPECIAL NEEDS ACCOMMODATIONS: Assistive listening devices, agenda in Braille and/or alternative formats are available upon request. Schaefer, Ed.D., Superintendent Type Action It is recommended that the Board of Trustees approve the proposed 2022 Schedule of Regular meetings for the Kern High School District Board of Trustees. The regular meetings of the Board of Trustees are usually scheduled for the first Monday of every month; however, in the calendar year 2022, there are some exceptions: The January meeting is scheduled on the second Monday due to the Christmas holiday break. A regular meeting is scheduled for the first Monday and fourth Monday in June 2022. There is no regular meeting in July due to vacation schedules throughout the District. The September meeting is scheduled on a Tuesday due to the Labor Day holiday. The December meeting is scheduled for the second Monday due to Education Code requirements. Schaefer, Ed.D., Superintendent Type Action According to the Bylaws and Standing Rules of the California School Boards Association (CSBA), school districts with an ADA of 30,000, or above, qualify to appoint or reappoint two representative(s) from their Board to CSBA's Delegate Assembly for a two-year term beginning April 1, 2022, through March 31, 2024, to represent their district. The Kern High School District has two appointed delegates as follows: Trustee David Manriquez, whose term expires on March 31, 2023. Trustee Cynthia Brakeman, whose term expires on March 31, 2022. (This is the only seat up for appointment this year.) There are two required Delegate Assembly meetings each year, in 2022, the first meeting will be May 21-22 in Sacramento and the second one will be November 28-29 in San Diego, preceding CSBA's Annual Education Conference and Trade Show. The nomination from a school district must be submitted to CSBA no later than January 7, 2022. Consent Agenda: Educational Services and Innovative Programs Division Type Action (Consent) It is recommended that the Board of Trustees Adopt Resolution #015-2021/2022 and approve the Fiscal Year 2022-2023 Continued Funding Application and automatic renewal of Local Agreement for Child Development Services CSPP contract between the California Department of Education/Child Development Program and the Kern High School District/Bakersfield Adult School. Each year, the Kern High School District Child Development Program is required to apply for continued funding for its California State Preschool Program contract. Contractors approved for continued funding will not need to sign a separate CSPP contract to provide services for FY 2022–23, as CSPP contracts approved for continued funding will automatically be renewed in accordance with all applicable federal and state laws, as well as all program requirements that will be incorporated into the subsequent CSPP contract. Services for this program are provided at preschools at the Kern High School District/Bakersfield Adult School Child Care Program. Consent Agenda: Educational Services and Innovative Programs Division Type Action (Consent) It is requested that the Board of Trustees approve the endorsement of the "Request for Allowance of Attendance Because of Emergency Conditions" required by the California Department of Education when the district has experienced a material decrease in attendance because of conditions described in Ed Code Section 46392. Pursuant to California Education Code ( EC ) Section 46393, any J-13A Form submission that incudes emergency dates occurring after September 1, 2021 must be submitted with a signed Certification Form for Independent Study to offer independent study within ten days of the first day of a school closure or material decrease. This plan will be enacted for a multiple day closure, within 10 days of the first day of school closure or material decrease. By filing this waiver we are requesting that apportionment be maintained, and instruction time credited because of the following emergency. Nature of emergency: On November 15, 2021, Shafter High School and Central Valley Continuation High School were forced to close. Thick fog throughout Kern County caused several school districts to either postpone or cancel school. Shafter High School and Central Valley Continuation High School were closed due to the extreme conditions of the fog. It was determined for the safety of all students and staff to close both schools for the day. Consent Agenda: Educational Services and Innovative Programs Division Type Action (Consent) Authorization to Enter into a Master Worksite Agreement for Café 1600 Transitional Jobs Program between the County of Kern/Employers' Training Resource and Kern High School District/Bakersfield Adult School and Career Resource Department. The proposed agreement agrees to provide each participant with the opportunity to work in the capacity of Food Service Worker and/or Line Cook/Prep Cook which will enhance long term employability skills through work exposure and to gain entry level work readiness skills for future employment opportunities. Work site shall train the participant in work maturity skills and work readiness skills and in accordance with the agreed upon workplace competencies.
