1. PRESENTATION: HR COMPENSATION CONSULTANTS

The City Commission held a workshop to review the results and recommendations of the City's Job Classification

and Compensation Study conducted by HR Compensation Consultants.

HRCC Consultant Katie Busch, provided an overview of the study process, including the review of current job

duties, updated job descriptions, classification structure, compensation comparisons, and recommendations for

establishing a sustainable pay framework for the City.

Katie explained that the purpose of the study was to ensure the City's compensation structure is internally

equitable, competitive within the labor market, and provides a foundation for future employee development and

compensation decisions. The studyreviewed current positions, potential future positions, and compared the City's

compensation structure against various municipalities, governmental organizations, and private sector market

data.

The Commission was advised that the study focused on the duties, responsibilities, knowledge, skills, and

requirements of each position and was not an evaluation of individual employee performance. The consultant

explained that the goal was to establish consistent classifications and pay ranges that would support recruitment,

retention, and fair compensation practices.

Katie reviewed the proposed pay ranges, explaining the importance of maintaining employee compensation

within established minimum, midpoint, and maximum ranges. The recommended structure would place the City

generally within the middle of the surveyed labor market, allowing the City to remain competitive while

maintaining fiscal responsibility.
