What This Bill Does

Texas HB 4 establishes the geographic composition of the 38 congressional districts used to elect members of the United States House of Representatives from Texas, beginning with the 2026 primary and general elections for the 120th Congress. The measure repeals all previous congressional redistricting acts, including Chapter 7 (S.B. 6) from the 2021 legislative session, and takes effect immediately upon receiving a two-thirds vote or on the 91st day after the legislative session ends.

Why it matters

Every Texas voter's congressional representation and ballot choices change because their precinct is reassigned to a newly configured district boundary for the 2026 elections.

Who It Affects

Groups the bill's text affects, as described in the record. Being affected is not a position for or against it.

Directly affected

Texas voters

Voters will cast ballots in newly configured congressional districts starting with the 2026 primary and general elections.

Directly affected

Candidates for the United States House of Representatives

Candidates must campaign within newly defined geographic boundaries and constituent demographic groups.

Key Facts

Frequently Asked Questions

When do these new congressional district boundaries take effect for elections?
The new districts apply to the primary and general elections in 2026 for members of the 120th Congress.
Does this bill affect the current members of Congress in office right now?
No, the act explicitly states it does not affect the membership or congressional districts of the 119th Congress.
What happens if a specific neighborhood or block was accidentally left out of the text?
The bill establishes that a reviewing court should include any erroneously omitted geographic area in the appropriate district using evidence of legislative intent and legal precedent like Smith v. Patterson.
