Subject 3. 24/25-7037 - Renewal of Memorandum of Understanding (MOU) between Orange County Superintendent of Schools and Compton Unified School District (CUSD) (Career Technical Education (CTE) Teacher Credentialing Program) (ROP)***APPROVED*** Meeting Oct 15, 2024 - Regional Occupational Program (ROP) Meeting Type Action (Consent) Preferred Date Oct 15, 2024 Absolute Date Oct 15, 2024 Fiscal Impact Yes Dollar Amount $23,625.00 Budgeted No Budget Source Educator Effectiveness Block Grant Recommended Action The Superintendent recommends that the Board of Trustees approve the renewal of the Memorandum of Understanding between Orange County Superintendent of Schools and Compton Unified School District (ROP) who agrees to participate in the Orange County Department of Education's CTE Teacher Credentialing Program, effective July 1, 2024 through June 30, 2025. Goals 1. Student Success (Increase Student Achievement via Student Centered Instruction) 2. Human Capital (Attract, Develop and Retain High Quality Talent) BACKGROUND The Orange County Department of Education's CTE Teacher Credentialing Program is designed for both new and experienced teachers to earn their Designated Subjects Credential. This credential qualifies candidates who have successfully completed their program to teach CTE courses in grades twelve and below and in classes organized primarily for adults, including services to English learners in Specially Designed Academic Instruction Delivered in English (SDAIE) in career technical, trade or vocational courses. Through online coursework and in-person support, participants gain the knowledge, skills, and abilities to become effective, fully credentialed CTE instructors. As an approved Program Sponsor, the Orange County Department of Education recommends candidates to the California Commission on Teacher Credentialing (CTC) for the Preliminary Designated Subjects - Career Technical Education (CTE) Credential. Established by Assembly Bill 130, the Educator Effectiveness Block Grant provides one-time funds to LEAs to promote educator equity, quality, and effectiveness. In accordance with state guidelines, and as reflected in the Compton Unified School District plan, funds may be used to provide coaching and mentoring of staff, including those participating in the induction program, with the purpose of retaining teachers and supporting learning communities for educators to engage in a meaningful classroom teaching experience, as well as training teachers on effective standards-aligned instruction. ANALYSIS This is a renewal of the 2023-24 MOU that was successful in preparing new CTE teachers to provide high-quality instruction to Compton Unified School District (CUSD) students. Using Educator Effectiveness Block Grant funds, CUSD will compensate Orange County Department of Education for a portion of CUSD CTE Credential candidates' CTE certification and professional development coursework. Teachers will only have courses paid for as long as they are working in their CTE role in CUSD. The OCDE courses will be taken and completed over the course of three years. STUDENT ACHIEVEMENT IMPACT Student achievement is impacted most by the quality of teaching they receive. The OCDE CTE Teacher Credentialing Program will support CTE professional educators in fulfilling their professional roles and responsibilities to be able to effectively service the needs of all CUSD learners and provide them with high quality teaching.
