The three-minute limitation prescribed by Board Bylaw 9323 is responsible because it accords members of the public an equal opportunity to present their views while insuring that the hearings are conducted in an orderly and efficient manner. “Individual speakers shall be allowed three minutes to address the Board on each agenda or non-agenda item. The Board shall limit the total time for public input on each item to 20 minutes. THE GOVERNING BOARD IS THE UNIT OF AUTHORITY. APART FROM THE NORMAL FUNCTION AS PART OF THE UNIT, THE BOARD MEMBERS HAVE NO INDIVIDUAL AUTHORITY. Board comments should be clear and concise. We want people to understand what we are saying; therefore, we should convey our ideas in a brief and simple manner. We should remember that whenever a choice is to be made between a simple solution and a complex one, the tendency is to choose the one that is less complex. Therefore, the best rule is to speak sparingly and simply during Board discussions. CA Education Code 32210 .
